When any attempt is made to implement an urban development project based on land reallocation, it is required to get the consent of more than one-half of the total number of people who own the land amounting to more than two-thirds of the lands area in the corresponding urban development project area. As a result of the data analysis, the people who agreed with the development project when it was established showed about 10% dissatisfaction with the results of the urban development project in the corresponding area after the project was completed. It was because of the land-use plan, land reallocation plan business loss, and others. On the other hand, 78% of the people who disagreed with the project due to such reasons as business loss, uncertainty of development, indifference, preference to farming, insufficient understanding of the project, dissatisfaction with the land-use plan, and the distrust towards the union on early planning establishment stage were satisfied with the result of the project. Only 22% of the people were still dissatisfied with the project results due to the land use plan, the land reallocation plan, the district unit plan, and business loss. This study presented three improvement alternatives according to a trend analysis on the landowner awareness in the urban development project based on a land reallocation as follows. The first plan aims to minimize the number of people who disagree with a development plan on early establishment stage. It is necessary not only to secure the transparency and the specialty of a union, but also to guarantee review the business rights of landowners. Also, it is needed to discuss the plan with the head of the local government and to arrange alternative lands for farmers. The second one intends to minimize the dissatisfaction with the urban development project after it is completed. It is needed not only to clarify a land use planning but also to prepare clear standards for the land reallocation plan. The last one intends to activate the promotion in the process of project implementation. Also it is essential not only to utilize a city hall web site, but also to produce/use its own web site including periodicals publication. It is possible to implement the urban development project based on land reallocation if the consent requirements permitted by the law are satisfied. Therefore, some disputes and quarrels with land owners who disagree on the urban development project are unavoidable. It is not easy to look for full agreement on early development stage. If the number of people who disagree is minimized through an improvement in the implementation method for the urban development project, however, the dissatisfaction with a urban development project based on land reallocation will be minimized.
