This study is a comparative study on utilization, satisfaction and preference rate to the program of senior welfare center for the elderly in rural and urban areas, and provides helpful results to develope leisure activity programs for older people in Korea. The purpose of the study is to identify the demographic characteristics of the elderly in rural and urban who are attending welfare programs and to investigate the level of utilization, satisfaction, and preference of the program. Respondents are welfare program users in elderly welfare centers of urban areas(Ilsan and Uijeongbu in Gyeonggi-do, Eunpyeong in Seoul) and of rural areas(Yeoncheongun and Gapyeong in Gyeonggi-do, Ganghwa in Incheon). Research questions are as follows: 1. What are the demographic characteristics of the elderly users for welfare program in rural and urban areas? 2. Are there any differences in the utilization status between the elderly users for welfare program in rural and urban areas? 3. Are there any differences in the level of satisfaction between the elderly users for welfare program in rural and urban areas? 4. Are there any differences in the level of preference between the elderly users for welfare program in rural and urban areas? In order to investigate the research questions, face-to-face survey was conducted for 300 older people who were using welfare programs in 3 rural areas and 3 urban ares. Data from 287 respondents were analyzed for this study. Analytic methods include Analysis of frequency, descriptive statistics, χ² test and independent sample t -test. First, regarding the demographic characteristics, the research result shows that the average age of the elderly using welfare program is 75 years old in rural areas and 76 years old in the city respectively, and with respect to sex distribution, women rate is higher than man in both rural and urban areas. Educational background shows that older people who were graduated from high school was 23 people(6.6%) in rural areas, and 81 people(23.2%) in urban areas. In terms of living arrangement, most of elderly in both rural and urban areas responded 'living with spouse’, and the elderly living in the city are more likely to have religion than those in rural areas. Most repondents are reponding their health status as ‘normal’, and for the living expenses, most elderly in city responded 'given from children’, while the rural elderly responded similar portion of 'given from children’ and ‘old-age pensions and supplementary living allowance'. Finally, response to the most concerning part was 'health problem' to the both rural and urban elderly. Second, the frequency analysis result on utilization shows the difference in the number of times for using the program of senior welfare center for the elderly. Most abundant number of program using time was '2-3 times a week' in rural area, 'five times a week' in the city. It shows that the urban elderly use welfare programs more frequently than the rural elderly. The majority number of both rural and urban elderly use one or more programs. In regard to the change of living conditions after using the programs, the 'pleasant and fun' was the most positive response of the elderly in rural areas and the city. To the questions for the reason of using, most rural elderly responded 'health care program', while most urban elderly responded 'leisure activity program'. The result of the frequency analysis for participation also shows that the most number of elderly in the rural areas use 'health care' program and the most number of elderly in the city use 'leisure activities'. In order to investigate whether there are signifiant differences in participation status in the programs, χ² analysis is conducted. As a result, there were differences in ‘participation’ and ‘non-participation’ in the rural areas, while ‘participation’ and ‘non-participation’ in the city were similar. Despite many seniors answers 'non-participation' for health care program in both rural and urban, the difference in frequency between 'participation 'and' non-participation’ is more larger in urban than in rural areas. While the difference in frequency between 'participation 'and' non-participation’ in lunch time was large both in rural and urban areas, the difference were more greater in the city than the rural areas. Therefore, participation status in leisure activities(health care and lunch time programs) show significant differences. Third, the result of independent sample t-test that is conducted to verify satisfaction with the programs shows that rural seniors were more satisfied only with educational activities than urban elderly. It seems that low educational level of rural elderly leads to have greater need for educational activities. Meanwhile, there is no significant difference in satisfaction rate between rural and urban elderly with program of the health care and leisure activities. Fourth, the result of χ² analysis shows that health care program is the most preferred for the elderly in rural, while leisure activities program was the most preferred to the senior citizens in the city. According to the results of the study, there are some differences in utilization, satisfaction and preference rate to the program of senior welfare center for the elderly in rural and urban. Based on the result of the study, healthcare program in rural area and leisure activity program in the city that have the most participation and preference rate need to be complemented so as to reduce prevalence rate of geriatric disease related to the physical characteristics of the elderly and to make the elderly happy in their old age with stabilized mental condition and more confidence. Computer training which is shown higher satisfaction rate in the rural areas and the basis of modern life can resolve conflicts between generations and regions, and particularly it can be used for telemedicine for elderly who have high prevalence rate. Further, training for using smart phone enable the elderly who are limited to utilizing the information to acquire information more faster and smart phone is available for a tool to have a conversation with their children and grandchildren. These various research and development efforts toward educational activities and programs enable elderly people to have more positive and active social participation and community service opportunity, and it will be a short cut that they can lead to a successful of aging.
