본 연구는 국·공립과 민간 어린이집의 영·유아반 담임배정 실태가 보육교사의 개인적 특성, 직무 특성에 따라 차이가 있는지를 살펴보았다. 또한, 국·공립과 민간 어린이집의 담임배정 실태와 효과적인 담임배정 방안에 대한 인식이 보육교직원(보육교사, 원장)에 따라 차이가 있는지를 살펴보았다. 이러한 목적에 따라 서울과 경기도에 소재하는 국·공립 어린이집과 민간 어린이집에 재직 중인 원장 207명과 보육교사 570명, 총 777명을 대상으로 질문지 조사를 실시하였다. 수합된 자료는 SPSS Win 18.0 프로그램에서 빈도, 백분율, χ2검증, 일원변량분석을 이용하여 분석하였다. 주요 연구 결과를 요약하면 다음과 같다. 첫째, 국·공립, 민간어린이집 모두 보육교사의 개인적 특성인 연령, 결혼여부, 전공에 따라 담임배정에 유의한 차이가 나타났다. 보육교사의 연령이 어리거나, 미혼인 경우, 유아교육을 전공 한 경우는 유아반에, 보육교사의 연령이 높거나, 기혼인 경우, 보육교사 교육원을 다녔을 경우 영아반에 담임 배정 된 빈도가 더 높게 나타났다. 보유자격증에 따른 차이는 민간 어린이집에서만 나타나 유치원 정교사 2급 자격증 교사는 유아반에, 보육교사 2급 이하의 자격증 소지자는 영아반에 담임 배정된 빈도가 높은 것으로 나타났다. 국·공립, 민간어린이집 모두 보육교사의 직무 특성인 현 어린이집 근무 경력, 총 근무 경력, 영아반 경력, 유아반 경력에 따라 담임배정에 유의한 차이가 나타났다. 먼저 국·공립과 민간 어린이집 모두 현 어린이집 경력이 ‘1년 미만’인 교사는 유아반보다는 영아반에 담임배정 받는 경우가 높았고 민간 어린이집에서만 ‘1년 이상~3년 미만’인 교사가 유아반에 담임배정을 받는 빈도가 높은 것으로 나타났다. 국·공립 어린이집은 총 근무 경력이 ‘3년 미만’인 교사는 영아반에, ‘5년 이상~7년 미만’인 교사는 유아반에 담임배정을 받는 빈도가 높은 것으로 나타났고 민간 어린이집의 경우에는 유의한 차이가 나타나지 않았다. 국·공립과 민간 어린이집 모두 영아반 경력이 1년 미만인 교사는 영아반보다는 유아반에 배정 받는 경우가 높았고, 국·공립 어린이집에서만 영아반 경력이 ‘5년 이상’인 교사가 영아반에 배정되는 경우가 높았다. 유아반 경력이 ‘1년 미만’인 경우에는 국·공립, 민간 어린이집 모두 영아반에 배정되는 빈도가 높았고, 국·공립은 ‘1년 이상~3년 미만’인 경우, 민간은 ‘5년 이상’인 경우 유아반에 담임배정을 받는 빈도가 높은 것으로 나타났다. 둘째, 국·공립과 민간 어린이집의 담임배정 실태에 대한 인식이 보육교직원(보육교사, 원장)에 따라 차이가 있는지에 대해 살펴본 결과는 다음과 같다. 먼저 국·공립과, 민간 어린이집의 원장 모두 담임배정 시 고려하는 원칙이 있다고 응답 하였다. 교사와 원장 모두 담임배정 전 교사의 의견을 수렴하고 있다고 대답하였으나 원장보다 교사가 의견을 수렴했다고 인식하는 정도가 낮게 나타나 유의한 차이를 보였다. 담임배정 전 ‘원장과 개인 면담’이나 ‘희망서 작성’을 통해 교사의 의견을 수렴하는 것으로 나타났다. 2013년 담임배정을 위해 국·공립 원장은 ...
본 연구는 국·공립과 민간 어린이집의 영·유아반 담임배정 실태가 보육교사의 개인적 특성, 직무 특성에 따라 차이가 있는지를 살펴보았다. 또한, 국·공립과 민간 어린이집의 담임배정 실태와 효과적인 담임배정 방안에 대한 인식이 보육교직원(보육교사, 원장)에 따라 차이가 있는지를 살펴보았다. 이러한 목적에 따라 서울과 경기도에 소재하는 국·공립 어린이집과 민간 어린이집에 재직 중인 원장 207명과 보육교사 570명, 총 777명을 대상으로 질문지 조사를 실시하였다. 수합된 자료는 SPSS Win 18.0 프로그램에서 빈도, 백분율, χ2검증, 일원변량분석을 이용하여 분석하였다. 주요 연구 결과를 요약하면 다음과 같다. 첫째, 국·공립, 민간어린이집 모두 보육교사의 개인적 특성인 연령, 결혼여부, 전공에 따라 담임배정에 유의한 차이가 나타났다. 보육교사의 연령이 어리거나, 미혼인 경우, 유아교육을 전공 한 경우는 유아반에, 보육교사의 연령이 높거나, 기혼인 경우, 보육교사 교육원을 다녔을 경우 영아반에 담임 배정 된 빈도가 더 높게 나타났다. 보유자격증에 따른 차이는 민간 어린이집에서만 나타나 유치원 정교사 2급 자격증 교사는 유아반에, 보육교사 2급 이하의 자격증 소지자는 영아반에 담임 배정된 빈도가 높은 것으로 나타났다. 국·공립, 민간어린이집 모두 보육교사의 직무 특성인 현 어린이집 근무 경력, 총 근무 경력, 영아반 경력, 유아반 경력에 따라 담임배정에 유의한 차이가 나타났다. 먼저 국·공립과 민간 어린이집 모두 현 어린이집 경력이 ‘1년 미만’인 교사는 유아반보다는 영아반에 담임배정 받는 경우가 높았고 민간 어린이집에서만 ‘1년 이상~3년 미만’인 교사가 유아반에 담임배정을 받는 빈도가 높은 것으로 나타났다. 국·공립 어린이집은 총 근무 경력이 ‘3년 미만’인 교사는 영아반에, ‘5년 이상~7년 미만’인 교사는 유아반에 담임배정을 받는 빈도가 높은 것으로 나타났고 민간 어린이집의 경우에는 유의한 차이가 나타나지 않았다. 국·공립과 민간 어린이집 모두 영아반 경력이 1년 미만인 교사는 영아반보다는 유아반에 배정 받는 경우가 높았고, 국·공립 어린이집에서만 영아반 경력이 ‘5년 이상’인 교사가 영아반에 배정되는 경우가 높았다. 유아반 경력이 ‘1년 미만’인 경우에는 국·공립, 민간 어린이집 모두 영아반에 배정되는 빈도가 높았고, 국·공립은 ‘1년 이상~3년 미만’인 경우, 민간은 ‘5년 이상’인 경우 유아반에 담임배정을 받는 빈도가 높은 것으로 나타났다. 둘째, 국·공립과 민간 어린이집의 담임배정 실태에 대한 인식이 보육교직원(보육교사, 원장)에 따라 차이가 있는지에 대해 살펴본 결과는 다음과 같다. 먼저 국·공립과, 민간 어린이집의 원장 모두 담임배정 시 고려하는 원칙이 있다고 응답 하였다. 교사와 원장 모두 담임배정 전 교사의 의견을 수렴하고 있다고 대답하였으나 원장보다 교사가 의견을 수렴했다고 인식하는 정도가 낮게 나타나 유의한 차이를 보였다. 담임배정 전 ‘원장과 개인 면담’이나 ‘희망서 작성’을 통해 교사의 의견을 수렴하는 것으로 나타났다. 2013년 담임배정을 위해 국·공립 원장은 전 해 12월에, 민간 어린이집 원장은 1월에 주로 의견을 수렴한 것으로 나타났다. 보육교사의 현재 담임하고 있는 반에 대한 선호도는 보통 이상이며 국․공립과 민간어린이집 간에 유의한 차이는 나타나지 않았다. 담임배정 불만 시 근무 태도는 국·공립의 교사와 원장 모두 ‘문제없다’는 의견이 높게 나왔으며 교사와 원장 간에 유의한 차이가 나타나지 않았다. 민간 어린이집은 교사보다 원장이 담임배정에 불만 있는 교사의 태도에 조금 더 문제가 있다고 응답하여 교사와 원장 간에 유의한 차이를 보였다. 희망하지 않는 담임 배정 시 부정적인 여파 기간은 국․공립 어린이집의 경우 ‘1주일 미만’이라는 응답이 가장 높게 나타났으며 교사와 원장 간에 유의한 차이가 나타나지 않았다. 민간 어린이집 경우 교사는 ‘1주일 미만’이라는 응답이 가장 높은데 반해 원장은 ‘1주일에서 한 달’정도 부정적인 여파가 간다고 응답한 비율이 높아 유의한 차이를 보였다. 담임배정 시 불만 사항에 대한 해결 방법은 국·공립, 민간 어린이집 교사들은 ‘별다른 의견을 제시하지 않는다.’는 응답이 가장 높게 나타난 것에 비해 국·공립, 민간어린이집 원장들은 ‘원장과 면담을 요청하여 해결’한다는 응답이 가장 높게 나타나 국․공립과 민간어린이집 모두 교사와 원장 간에 유의한 차이가 나타났다. 현재의 어린이집 담임배정 시 국공립과 민간 어린이집의 교사와 원장 모두에게서 공통적으로 가장 많이 고려된 네 가지는 ‘교사의 해당 연령 학습, 생활지도 능력’, ‘교사의 해당 연령 업무 수행 능력’, ‘교사의 개인적 특성’, ‘교사의 해당 연령 근무경력’으로 나타났다. 어린이집의 담임배정 시 다음 각 요인에 대해 고려하는 정도가 국·공립과 민간 어린이집의 교사와 원장 간에 차이가 있는지를 살펴본 결과, ‘교사의 희망’은 국․공립 교사보다 국․공립 원장과 민간 원장이 유의하게 높게 고려한 것으로 나타났다. ‘교사급여’는 민간 원장, 교사보다 국․공립 원장, 교사가 유의하게 높게 고려한 것으로 나타났다. ‘교사의 전공과 자격증’, ‘교사의 해당 연령 근무 경력’, ‘교사의 해당 연령 업무 수행능력’, ‘교사의 개인적 특성’을 고려한 정도는 교사보다 원장에게서 유의하게 높게 나타났고, ‘교사의 해당 연령 학습, 생활지도 능력’은 국․공립 교사보다 민간 원장이 유의하게 높게 고려했으며, ‘교사의 건강’은 국․공립 교사, 민간 교사보다 국․공립 원장이 유의하게 높게 고려한 것으로 나타났다. ‘교사의 나이’는 국․공립 교사, 민간 교사보다 민간 원장이 유의하게 높게 고려한 것으로 나타났다. 셋째, 국·공립과 민간 어린이집의 효과적인 담임배정 방안에 대한 교사와 원장 인식은 다음과 같다. 먼저, 현재 담임배정 방식에 대해 민간 어린이집의 교사가 가장 공정하다고 인식하고 있으며, 다음으로 국․공립 어린이집의 원장, 민간 어린이집의 원장, 국․공립 어린이집의 교사 순으로 공정하다고 응답하였으나 국․공립과 민간 어린이집의 교사 간에만 유의한 차이가 나타났다. 공정한 담임 배정을 위해 필요한 사항으로 국·공립과 민간 어린이집의 교사와 원장 모두에게서 공통적으로 가장 높은 점수를 받은 네 가지는 ‘교사의 희망과 경력 고려’, ‘관리자 및 교사들의 의견을 민주적으로 반영’, ‘교사의 전공과 자격에 따라 담임가능한 반을 명시하여 운영’, ‘교사에 대한 종합적인 평가(본인, 동료교사, 원장, 학부모 등)를 바탕으로 배정’으로 나타났다. 어린이집에서 공정한 담임 배정을 위해 필요한 다음 각 사항에 대한 인식이 국·공립과 민간 어린이집의 교사와 원장 간에 차이가 있는지를 살펴본 결과, ‘영아반과 유아반을 번갈아가며 배정 한다’는 민간 어린이집의 원장과 교사보다 국․공립 교사에게서 높게 나타났고 ‘교사의 전공과 자격에 따라 담임가능한 반을 명시하여 운영 한다’는 국․공립 교사보다 민간 원장이 높아 유의한 차이가 나타났다. 또한 ‘교사에 대한 종합적인 평가(본인, 동료교사, 원장, 학부모 등)를 바탕으로 배정 한다’, ‘원장의 교사에 대한 평가를 바탕으로 결정 한다’는 국․공립과 민간 교사보다 국․공립과 민간 원장에게서 높아 유의한 차이가 나타났다. 앞으로 어린이집 담임배정 시 고려해야 할 가장 중요한 사항으로 국·공립과 민간 어린이집의 교사는 ‘교사의 희망’을 들었고, 국공립과 민간 어린이집의 원장은 ‘교사의 해당 연령 업무 수행 능력’을 들었다. 그 다음으로 중요하게 고려해야 할 사항으로는 국공립과 민간 어린이집의 교사와 원장 모두 공통적으로 ‘교사의 해당 연령 학습, 생활지도 능력’, ‘교사의 개인적 특성’을 들었다. 어린이집의 담임배정 시 고려해야 할 다음 각 사항에 대한 인식에 국·공립과 민간 어린이집의 교사와 원장 간에 차이가 있는지를 살펴본 결과는 다음과 같다. 담임 배정 시 고려해야 되는 사항 중 ‘교사의 전공과 자격증’은 국․공립 교사보다 국․공립과 민간 원장과 민간 교사에게서 높게 나타났고 ‘교사의 해당 연령 근무 경력’은 국․공립 교사보다 국․공립 원장, 민간 원장에게서 높아 유의한 차이가 나타났다. 또한 ‘교사의 해당 연령 학습, 생활 지도능력’과 ‘교사의 해당 연령 업무 수행능력’은 국․공립과 민간 교사보다 국․공립 원장과 민간 원장에게서 높게 나타났으며 ‘교사의 나이’는 국․공립과 민간 교사보다 민간 원장에게서 높아 유의한 차이가 나타났다. 특정 연령대 영유아의 특성을 파악하는 데 필요한 해당 연령 담임경력은 국․공립, 민간 어린이집의 교사와 원장 모두 ‘2년 이상 3년 미만’에 대한 응답이 가장 높았고, 다음으로 교사는 ‘1~2년’, 원장은 ‘3년 이상’이라는 응답이 더 높아 유의한 차이가 나타났다. 교사의 전문성과 효율성 극대화를 위한 담임제의 형태로 국․공립 어린이집사는 ‘희망 선임식 담임제’를 가장 선호하고 다음이 ‘순환식 담임제’인 반면 원장은 ‘순환식 담임제’와 ‘2~3년 연속 담임제’순으로 나타나 유의한 차이가 나타났다. 민간 어린이집은교사와 원장 모두 ‘순환식 담임제’, ‘희망 선임식 담임제’, ‘연령 고정연한 담임제’ 순으로 선호해 유의한 차이가 나타나지 않았다. 이 연구는 국공립과 민간 어린이집의 영유아반 담임배정 실태가 보육교사의 개인적 특성과 직무 특성에 따라 차이가 있음을 밝혔다. 또한, 어린이집의 담임배정 실태와 효과적인 담임배정에 대한 인식에 보육교사와 원장 간에 차이가 있음을 밝혔다는 데 의의가 있다. 이 연구에서 밝혀진 결과는 어린이집에 적용할 수 있는 합리적이고 바람직한 담임배정 방안을 마련하기 위한 기초 자료로 활용될 수 있을 것이다.
본 연구는 국·공립과 민간 어린이집의 영·유아반 담임배정 실태가 보육교사의 개인적 특성, 직무 특성에 따라 차이가 있는지를 살펴보았다. 또한, 국·공립과 민간 어린이집의 담임배정 실태와 효과적인 담임배정 방안에 대한 인식이 보육교직원(보육교사, 원장)에 따라 차이가 있는지를 살펴보았다. 이러한 목적에 따라 서울과 경기도에 소재하는 국·공립 어린이집과 민간 어린이집에 재직 중인 원장 207명과 보육교사 570명, 총 777명을 대상으로 질문지 조사를 실시하였다. 수합된 자료는 SPSS Win 18.0 프로그램에서 빈도, 백분율, χ2검증, 일원변량분석을 이용하여 분석하였다. 주요 연구 결과를 요약하면 다음과 같다. 첫째, 국·공립, 민간어린이집 모두 보육교사의 개인적 특성인 연령, 결혼여부, 전공에 따라 담임배정에 유의한 차이가 나타났다. 보육교사의 연령이 어리거나, 미혼인 경우, 유아교육을 전공 한 경우는 유아반에, 보육교사의 연령이 높거나, 기혼인 경우, 보육교사 교육원을 다녔을 경우 영아반에 담임 배정 된 빈도가 더 높게 나타났다. 보유자격증에 따른 차이는 민간 어린이집에서만 나타나 유치원 정교사 2급 자격증 교사는 유아반에, 보육교사 2급 이하의 자격증 소지자는 영아반에 담임 배정된 빈도가 높은 것으로 나타났다. 국·공립, 민간어린이집 모두 보육교사의 직무 특성인 현 어린이집 근무 경력, 총 근무 경력, 영아반 경력, 유아반 경력에 따라 담임배정에 유의한 차이가 나타났다. 먼저 국·공립과 민간 어린이집 모두 현 어린이집 경력이 ‘1년 미만’인 교사는 유아반보다는 영아반에 담임배정 받는 경우가 높았고 민간 어린이집에서만 ‘1년 이상~3년 미만’인 교사가 유아반에 담임배정을 받는 빈도가 높은 것으로 나타났다. 국·공립 어린이집은 총 근무 경력이 ‘3년 미만’인 교사는 영아반에, ‘5년 이상~7년 미만’인 교사는 유아반에 담임배정을 받는 빈도가 높은 것으로 나타났고 민간 어린이집의 경우에는 유의한 차이가 나타나지 않았다. 국·공립과 민간 어린이집 모두 영아반 경력이 1년 미만인 교사는 영아반보다는 유아반에 배정 받는 경우가 높았고, 국·공립 어린이집에서만 영아반 경력이 ‘5년 이상’인 교사가 영아반에 배정되는 경우가 높았다. 유아반 경력이 ‘1년 미만’인 경우에는 국·공립, 민간 어린이집 모두 영아반에 배정되는 빈도가 높았고, 국·공립은 ‘1년 이상~3년 미만’인 경우, 민간은 ‘5년 이상’인 경우 유아반에 담임배정을 받는 빈도가 높은 것으로 나타났다. 둘째, 국·공립과 민간 어린이집의 담임배정 실태에 대한 인식이 보육교직원(보육교사, 원장)에 따라 차이가 있는지에 대해 살펴본 결과는 다음과 같다. 먼저 국·공립과, 민간 어린이집의 원장 모두 담임배정 시 고려하는 원칙이 있다고 응답 하였다. 교사와 원장 모두 담임배정 전 교사의 의견을 수렴하고 있다고 대답하였으나 원장보다 교사가 의견을 수렴했다고 인식하는 정도가 낮게 나타나 유의한 차이를 보였다. 담임배정 전 ‘원장과 개인 면담’이나 ‘희망서 작성’을 통해 교사의 의견을 수렴하는 것으로 나타났다. 2013년 담임배정을 위해 국·공립 원장은 전 해 12월에, 민간 어린이집 원장은 1월에 주로 의견을 수렴한 것으로 나타났다. 보육교사의 현재 담임하고 있는 반에 대한 선호도는 보통 이상이며 국․공립과 민간어린이집 간에 유의한 차이는 나타나지 않았다. 담임배정 불만 시 근무 태도는 국·공립의 교사와 원장 모두 ‘문제없다’는 의견이 높게 나왔으며 교사와 원장 간에 유의한 차이가 나타나지 않았다. 민간 어린이집은 교사보다 원장이 담임배정에 불만 있는 교사의 태도에 조금 더 문제가 있다고 응답하여 교사와 원장 간에 유의한 차이를 보였다. 희망하지 않는 담임 배정 시 부정적인 여파 기간은 국․공립 어린이집의 경우 ‘1주일 미만’이라는 응답이 가장 높게 나타났으며 교사와 원장 간에 유의한 차이가 나타나지 않았다. 민간 어린이집 경우 교사는 ‘1주일 미만’이라는 응답이 가장 높은데 반해 원장은 ‘1주일에서 한 달’정도 부정적인 여파가 간다고 응답한 비율이 높아 유의한 차이를 보였다. 담임배정 시 불만 사항에 대한 해결 방법은 국·공립, 민간 어린이집 교사들은 ‘별다른 의견을 제시하지 않는다.’는 응답이 가장 높게 나타난 것에 비해 국·공립, 민간어린이집 원장들은 ‘원장과 면담을 요청하여 해결’한다는 응답이 가장 높게 나타나 국․공립과 민간어린이집 모두 교사와 원장 간에 유의한 차이가 나타났다. 현재의 어린이집 담임배정 시 국공립과 민간 어린이집의 교사와 원장 모두에게서 공통적으로 가장 많이 고려된 네 가지는 ‘교사의 해당 연령 학습, 생활지도 능력’, ‘교사의 해당 연령 업무 수행 능력’, ‘교사의 개인적 특성’, ‘교사의 해당 연령 근무경력’으로 나타났다. 어린이집의 담임배정 시 다음 각 요인에 대해 고려하는 정도가 국·공립과 민간 어린이집의 교사와 원장 간에 차이가 있는지를 살펴본 결과, ‘교사의 희망’은 국․공립 교사보다 국․공립 원장과 민간 원장이 유의하게 높게 고려한 것으로 나타났다. ‘교사급여’는 민간 원장, 교사보다 국․공립 원장, 교사가 유의하게 높게 고려한 것으로 나타났다. ‘교사의 전공과 자격증’, ‘교사의 해당 연령 근무 경력’, ‘교사의 해당 연령 업무 수행능력’, ‘교사의 개인적 특성’을 고려한 정도는 교사보다 원장에게서 유의하게 높게 나타났고, ‘교사의 해당 연령 학습, 생활지도 능력’은 국․공립 교사보다 민간 원장이 유의하게 높게 고려했으며, ‘교사의 건강’은 국․공립 교사, 민간 교사보다 국․공립 원장이 유의하게 높게 고려한 것으로 나타났다. ‘교사의 나이’는 국․공립 교사, 민간 교사보다 민간 원장이 유의하게 높게 고려한 것으로 나타났다. 셋째, 국·공립과 민간 어린이집의 효과적인 담임배정 방안에 대한 교사와 원장 인식은 다음과 같다. 먼저, 현재 담임배정 방식에 대해 민간 어린이집의 교사가 가장 공정하다고 인식하고 있으며, 다음으로 국․공립 어린이집의 원장, 민간 어린이집의 원장, 국․공립 어린이집의 교사 순으로 공정하다고 응답하였으나 국․공립과 민간 어린이집의 교사 간에만 유의한 차이가 나타났다. 공정한 담임 배정을 위해 필요한 사항으로 국·공립과 민간 어린이집의 교사와 원장 모두에게서 공통적으로 가장 높은 점수를 받은 네 가지는 ‘교사의 희망과 경력 고려’, ‘관리자 및 교사들의 의견을 민주적으로 반영’, ‘교사의 전공과 자격에 따라 담임가능한 반을 명시하여 운영’, ‘교사에 대한 종합적인 평가(본인, 동료교사, 원장, 학부모 등)를 바탕으로 배정’으로 나타났다. 어린이집에서 공정한 담임 배정을 위해 필요한 다음 각 사항에 대한 인식이 국·공립과 민간 어린이집의 교사와 원장 간에 차이가 있는지를 살펴본 결과, ‘영아반과 유아반을 번갈아가며 배정 한다’는 민간 어린이집의 원장과 교사보다 국․공립 교사에게서 높게 나타났고 ‘교사의 전공과 자격에 따라 담임가능한 반을 명시하여 운영 한다’는 국․공립 교사보다 민간 원장이 높아 유의한 차이가 나타났다. 또한 ‘교사에 대한 종합적인 평가(본인, 동료교사, 원장, 학부모 등)를 바탕으로 배정 한다’, ‘원장의 교사에 대한 평가를 바탕으로 결정 한다’는 국․공립과 민간 교사보다 국․공립과 민간 원장에게서 높아 유의한 차이가 나타났다. 앞으로 어린이집 담임배정 시 고려해야 할 가장 중요한 사항으로 국·공립과 민간 어린이집의 교사는 ‘교사의 희망’을 들었고, 국공립과 민간 어린이집의 원장은 ‘교사의 해당 연령 업무 수행 능력’을 들었다. 그 다음으로 중요하게 고려해야 할 사항으로는 국공립과 민간 어린이집의 교사와 원장 모두 공통적으로 ‘교사의 해당 연령 학습, 생활지도 능력’, ‘교사의 개인적 특성’을 들었다. 어린이집의 담임배정 시 고려해야 할 다음 각 사항에 대한 인식에 국·공립과 민간 어린이집의 교사와 원장 간에 차이가 있는지를 살펴본 결과는 다음과 같다. 담임 배정 시 고려해야 되는 사항 중 ‘교사의 전공과 자격증’은 국․공립 교사보다 국․공립과 민간 원장과 민간 교사에게서 높게 나타났고 ‘교사의 해당 연령 근무 경력’은 국․공립 교사보다 국․공립 원장, 민간 원장에게서 높아 유의한 차이가 나타났다. 또한 ‘교사의 해당 연령 학습, 생활 지도능력’과 ‘교사의 해당 연령 업무 수행능력’은 국․공립과 민간 교사보다 국․공립 원장과 민간 원장에게서 높게 나타났으며 ‘교사의 나이’는 국․공립과 민간 교사보다 민간 원장에게서 높아 유의한 차이가 나타났다. 특정 연령대 영유아의 특성을 파악하는 데 필요한 해당 연령 담임경력은 국․공립, 민간 어린이집의 교사와 원장 모두 ‘2년 이상 3년 미만’에 대한 응답이 가장 높았고, 다음으로 교사는 ‘1~2년’, 원장은 ‘3년 이상’이라는 응답이 더 높아 유의한 차이가 나타났다. 교사의 전문성과 효율성 극대화를 위한 담임제의 형태로 국․공립 어린이집사는 ‘희망 선임식 담임제’를 가장 선호하고 다음이 ‘순환식 담임제’인 반면 원장은 ‘순환식 담임제’와 ‘2~3년 연속 담임제’순으로 나타나 유의한 차이가 나타났다. 민간 어린이집은교사와 원장 모두 ‘순환식 담임제’, ‘희망 선임식 담임제’, ‘연령 고정연한 담임제’ 순으로 선호해 유의한 차이가 나타나지 않았다. 이 연구는 국공립과 민간 어린이집의 영유아반 담임배정 실태가 보육교사의 개인적 특성과 직무 특성에 따라 차이가 있음을 밝혔다. 또한, 어린이집의 담임배정 실태와 효과적인 담임배정에 대한 인식에 보육교사와 원장 간에 차이가 있음을 밝혔다는 데 의의가 있다. 이 연구에서 밝혀진 결과는 어린이집에 적용할 수 있는 합리적이고 바람직한 담임배정 방안을 마련하기 위한 기초 자료로 활용될 수 있을 것이다.

This study investigated the possible differences in classroom teacher assignment practice in public and private educare centers depending on the educare teacher’s personal and job characteristics. Also, perceptions of educare center staff(teachers and directors) on the current practice as well as the effective ways for assigning classroom teachers were explored for any difference based on the position of the staff. For this purpose, questionnaires were conducted on a total of 777 participants (207 directors and 570 educare teachers) working at public and private educare centers located in Seoul and Gyeonggido. Data collected were analyzed for frequency, percentage, χ2 tests, and one-way analysis of variance using SPSS Win 18.0 software. The major findings of the study were as follows. First, the classroom assignment of educare teachers differed depending on their personal characteristics (age, marriage status, major) in both public and private educare centers. Educare teachers who were younger, unmarried, and have majored in early childhood education were more likely to get assigned to 3-5 years old classes. On the other hand, teachers who were older, married, and have trained at a training institute were more often assigned to 0-2 years old classes. The effect of certification only appeared in private educare centers, where teachers who possessed the Level 2 Kindergarten Teacher license were more frequently assigned to 3-5 years old classes, whereas teachers with lower level certification below the Level 2 Educare Teacher license were more likely to get assigned to 0-2 years old classes. The classroom assignment of educare teachers at both public and private educare centers also differed depending on their job characteristics, such as years of experience at the current educare centers, school, total years of teaching experience, years of experience as 3-5 years old classroom teacher, and years of experience as 0-2 years old classroom teacher. At both types of educare centers, teachers with less than a year of experience at the current educare center tended to get assigned to 0-2 years old classes than 3-5 years old classes. Only in private educare centers did teachers with ‘over a year, below 3 years’ of experience got frequently assigned to 3-5 years old class. For public educare centers, teachers with a total of less than three years of teaching experience were often assigned to 0-2 years old class, whereas teachers with ‘over 5 years, below 7 years’ of experience tended to get assigned to 3-5 years old class. There were no significant differences in the case of private educare centers. Second, the perceptions of teachers and directors on the current practice as well as the effective ways for assigning classroom teachers were explored to see if they differed depending on their position (teacher vs. director). The directors of both public and private educare centers responded that they have set principles they use when assigning classroom teachers. Both teachers and directors said that the opinions of teachers are taken into account prior to the assignments, but the perceived levels were significantly lower for teachers than for directors. It appeared that opinions of teachers were collected via ‘individual interview sessions with directors’ or ‘written letter of intent.’ For classroom teacher assignments of 2013, public educare center directors have collected teachers’ opinions in December of previous year, whereas private educare center directors typically collected opinions in January of 2013. The level of preference for the current classroom appeared to be above average and there was no significant difference between teachers’ of public and private educare centers. Even when the teachers were dissatisfied with the classroom assignment, the work attitude did not seem problematic for teachers and directors of public educare centers, and there was no significant difference between teachers and directors. However, in the case of private educare centers, directors thought that teachers dissatisfied with classroom assignments are a bit more problematic than the teachers thought, showing significant difference between teachers and directors. The teachers and directors of public educare centers most frequently thought that the negative aftermath of undesirable classroom assignment seemed to last for ‘less than a week,’ and there was no significant difference between teachers and directors. But significant difference between teachers and directors existed in private educare centers, where most teachers thought the negative aftermath lasted for ‘less than a week’ but the directors thought it lasted ‘between a week and a month.’ As for solutions to the complaints about classroom assignments, teachers tended to ‘not give any particular opinions’ whereas directors responded that ‘it is solved through personal talk with directors.’ Such difference between teachers and directors appeared significant for both public and private educare centers. Currently, the four factors that were mostly frequently considered at the time of classroom teacher assignment were ‘teacher’s ability to teach and guide relevant age group’, ‘teacher’s ability to perform work related to relevant age group’, ‘teacher’s personal characteristics’, and ‘teacher’s work experience with relevant age group.’ This was true for teachers and directors at both public and private educare centers. In addition, the differences in the level of consideration for the following factors were examined. The ‘teacher’s intent’ factor was regarded significantly more among directors of public and private educare centers than the teachers of public educare centers. Public educare center teachers and directors considered ‘teacher salary’ significantly more highly than the private educare center teachers and directors. Directors tended to regard ‘teacher’s major and license’, ‘teacher’s work experience with relevant age group’, ‘teacher’s ability to perform work related to relevant age group’, and ‘teacher’s personal characteristics’ more than teachers did. The ‘teacher’s ability to teach and guide relevant age group’ factor was considered more highly among private educare center directors than public educare center teachers. The ‘teacher’s health’ factor was regarded more highly among public educare center directors than public and private educare center teachers. Lastly, ‘teacher’s age’ seemed more important for private educare center directors than for public and private educare center teachers. Third, the perceptions on the effective ways for assigning classroom teachers among teachers and directors in public and private educare centers were as follows. First, more private educare center teachers perceived the current classroom assignment to be fair compared to other respondents, followed by the directors of public educare centers, the directors of private educare centers, then public educare center teachers. Only the difference between public and private educare center teachers was statistically significant. Teachers and directors at both public and private educare centers commonly pointed to the following four factors as necessary conditions of fair classroom assignments: ‘teacher’s intent and years of experience’, ‘diplomatic consideration of the opinions of directors and teachers’, ‘assignment based on teacher’s major and qualifications’, ‘assignment based on a comprehensive assessment of teachers (by self, colleagues, director, and parents).’ As for the differences in the perception between teachers and directors of public and private educare centers, public educare center teachers tend to believe that it is better to ‘take turns assigning to 3-5 years old classes and 0-2 years oldr classes’ than private educare center directors and teachers did. The ‘assignment based on teacher’s major and qualifications’ factor was significantly more supported by private educare center teachers than public educare center teachers. Also, directors tended to consider ‘assignment based on a comprehensive assessment of teachers (by self, colleagues, director, and parents)’ and ‘assignment based on the director’s evaluation of teachers’ more important than the teachers. As for the important criteria to be considered for future classroom assignments, teachers of public and private educare centers chose ‘intent of the teacher’, while directors chose the ‘teacher’s ability to perform work related to relevant age group’ factor. Then all participants commonly selected ‘teacher’s ability to teach and guide relevant age group’ and ‘teacher’s personal characteristics’ as the next important factors. In addition, the differences in the importance placed for each factor among teachers and directors were investigated. ‘Teacher’s major and qualification’ was considered more important among public and private educare center directors and private educare center school teachers than among public educare center teachers. ‘Teacher’s work experience with relevant age group’ was regarded more highly by public and private educare center directors than by public educare center teachers. Also, ‘teacher’s ability to teach and guide relevant age group’ and ‘teacher’s ability to perform work related to relevant age group’ were rated more highly by directors than teachers. ‘Teacher’s age’ factor was more important among private educare center directors than public and private educare center teachers. The years of classroom teaching required for understanding the characteristics of a particular age group were most frequently thought to be ‘over 2 years, less than 3 years’ among public and private educare center teachers and directors, followed by ‘1-2 years’ among teachers and ‘over 3 years’ among directors. For maximizing teacher’s expertise and effectiveness, public educare center teachers preferred ‘priority given to preferred class method’ followed by ‘rotational assignment method.’ In contrast, public educare center directors preferred ‘rotational assignment method’ followed by ‘continued assignment for 2-3 years.’ Private educare center preschool teachers and directors both preferred ‘rotational assignment method’ followed by ‘priority given to preferred class method’, and ‘fixed age group assignment method.’ This study found that classroom teacher assignment practice in public and private educare centers differed depending on the educare teacher’s personal and job characteristics. Also, it appeared that the perceptions on the current practice as well as the effective ways for assigning classroom teachers were different between teachers and directors. The findings of the study can serve as a basis for developing rational and effective classroom assignment methods in educare centers.

The ‘teacher’s intent’ factor was regarded significantly more among directors of public and private educare centers than the teachers of public educare centers. Public educare center teachers and directors considered ‘teacher salary’ significantly more highly than the private educare center teachers and directors. Directors tended to regard ‘teacher’s major and license’, ‘teacher’s work experience with relevant age group’, ‘teacher’s ability to perform work related to relevant age group’, and ‘teacher’s personal characteristics’ more than teachers did. Teachers and directors at both public and private educare centers commonly pointed to the following four factors as necessary conditions of fair classroom assignments: ‘teacher’s intent and years of experience’, ‘diplomatic consideration of the opinions of directors and teachers’, ‘assignment based on teacher’s major and qualifications’, ‘assignment based on a comprehensive assessment of teachers (by self, colleagues, director, and parents).’ As for the differences in the perception between teachers and directors of public and private educare centers, public educare center teachers tend to believe that it is better to ‘take turns assigning to 3-5 years old classes and 0-2 years oldr classes’ than private educare center directors and teachers did. The ‘assignment based on teacher’s major and qualifications’ factor was significantly more supported by private educare center teachers than public educare center teachers. Also, directors tended to consider ‘assignment based on a comprehensive assessment of teachers (by self, colleagues, director, and parents)’ and ‘assignment based on the director’s evaluation of teachers’ more important than the teachers. As for the important criteria to be considered for future classroom assignments, teachers of public and private educare centers chose ‘intent of the teacher’, while directors chose the ‘teacher’s ability to perform work related to relevant age group’ factor. Then all participants commonly selected ‘teacher’s ability to teach and guide relevant age group’ and ‘teacher’s personal characteristics’ as the next important factors. In addition, the differences in the importance placed for each factor among teachers and directors were investigated. ‘Teacher’s major and qualification’ was considered more important among public and private educare center directors and private educare center school teachers than among public educare center teachers. ‘Teacher’s work experience with relevant age group’ was regarded more highly by public and private educare center directors than by public educare center teachers. Also, ‘teacher’s ability to teach and guide relevant age group’ and ‘teacher’s ability to perform work related to relevant age group’ were rated more highly by directors than teachers. ‘Teacher’s age’ factor was more important among private educare center directors than public and private educare center teachers. The years of classroom teaching required for understanding the characteristics of a particular age group were most frequently thought to be ‘over 2 years, less than 3 years’ among public and private educare center teachers and directors, followed by ‘1-2 years’ among teachers and ‘over 3 years’ among directors. For maximizing teacher’s expertise and effectiveness, public educare center teachers preferred ‘priority given to preferred class method’ followed by ‘rotational assignment method.’ In contrast, public educare center directors preferred ‘rotational assignment method’ followed by ‘continued assignment for 2-3 years.’ Private educare center preschool teachers and directors both preferred ‘rotational assignment method’ followed by ‘priority given to preferred class method’, and ‘fixed age group assignment method.’ This study found that classroom teacher assignment practice in public and private educare centers differed depending on the educare teacher’s personal and job characteristics. Also, it appeared that the perceptions on the current practice as well as the effective ways for assigning classroom teachers were different between teachers and directors. The findings of the study can serve as a basis for developing rational and effective classroom assignment methods in educare centers.
