This study identifies the current promotions systems for teachers based on teachers’ performance work experience, and credits for outperforming other teachers. It examines how the promotions systems have developed since July 8th, 1964, when a promotion system for teachers at public schools was first implemented. To find alternatives, data and theses on promoting teachers, education laws, and guidelines for promotion at municipal education offices are examined. The study results are as follows: First, promotion systems for public school teachers had been changed 33 times from July 8th, 1964 when the South Korean president issued executive order 1863 to March 23th, 2013, as executive order 24423. The newest version consists of work experience at 70 scores, work performance at 100 scores, completing training programs at 30 scores, and other credit scores. To be specific, work experience should be 20 years, and work performance is measured by fellow teachers (30%), vice principal (30%), and principal (40%). All the scores of work performance is finalized within 5 years since test scores are recorded, and to benefit teachers in question, they can choose what they consider good 3 years for measuring their performance. Additional credits consist of shared credits at 5 and optional credits at 10. Second, when it comes to work experience, this study finds that 20 years is too long for young teachers to wait to be promoted, undermining their motivation. The score gap between additional work experience and basic work experience is too big. As for work experience, it is measured just for staff management purposes, not for improving productivity and inspiring teachers. The measurement is not systematic and is not clear as to based on what aspects teachers are measured, undermining objectivity. Teachers who don’t need credits for work performance doesn’t get work performance credits no matter how hard they may work. And they don’t even bother to complain about this issue. In teach training programs, teachers get only one chance to get scores, and they get rather higher scores given that they participate in fewer programs. As professionals, teachers get relatively small scores for their research. Additional credits account for small proportions, and play a bigger role in getting teachers to get promoted. Such system is criticized for encouraging teachers to work to only get better scores rather than work in itself. Despite numerous efforts to improve the promotion system, there are still many flaws: ambiguous standards; a lack of a link between promotion and work performance; and an outdated education system.
