As a growing emphasis is on educational contents and the importance of contents, research and development are conducted in a various manner. Depending on users, educational contents are divided into contents for students and contents for teachers. However, archival contents for teaching and learning resources, which are used for teachers, are underdeveloped in comparison with contents for students. As a result, it is needed to take steps to raise awareness on archival contents for teaching-learning materials as well as to improve its practical usage. Accordingly, this study is aimed at presenting measures to enhance the practical usage of archival contents for teaching-learning materials for teachers, who are the main users of educational contents. In this study, a comparative analysis was made to determine the theoretical and status analysis on the concept and characteristics of archival contents for teaching-learning materials using The National Archives (TNA) in the United Kingdom, the National Archives and Records Administration (NARA) in the U.S., the National Archives of Australia (NAA) and the National Archives of Korea (NAK) based on the type of primary sources, usage of primary sources and components of teaching and learning. Based on the analysis of the status, this study conducted a survey of people with degrees in history education on the perception of archival contents for teaching- learning materials as well as its usage. The problems arising from the previous analysis are as follows. First, there is a lack of awareness of archival contents for teaching-learning materials. Second, the number of types and the topics of archival contents for teaching-learning materials are insufficient compared with a curriculum. Third, there is a limited usage of primary sources of archival contents for teaching-learning materials. Forth, there is no definition of the necessary components of teaching and learning, a main characteristic of archival contents for teaching-learning materials. This study presents detailed solutions to the improvement of the practical usage of archival contents for teaching-learning materials: contents design, a promoting plan through the improvement of internal quality; service aspect, a promoting plan by enhancing accessibility and awareness. In terms of contents design, plans for practical usage are as follows. First, archival contents for teaching-learning materials are provided through the subdivisions of history by period, life history, policy/institution and historical figures by topic. Second, the contents are needed to be made based on types of primary sources including documents, pictures, maps, posters, videos, sound and animation and the usage of primary sources including concentration activity, activity arising from association relationship and assessment. Third, the contents should contain activity contents of teaching-learning and the components of the relevant grade, help and files for printing purpose. In terms of service aspect, plans are as follows. First, archival contents for teaching-learning materials should offer advanced search by period, topic and learning target as well as classification service. Second, programs and contests should enable teachers to directly participate in making archival contents for teaching-learning materials. The above solutions could create various types and activities of archival contents for teaching-learning materials and improve the quality of teaching in class by actively using the contents. In addition, such activities in class contribute to raising awareness among students of the importance of archives and pave the way for the active participation in using archives.
