The purpose of this study is to design and implement a 'Strategic Performance Management System' based on Zigon methodology. Zigon is a powerful performance management tool developed by Zigon of United States. The background of this study falls on the defects which many firms share in common. Many firms are considered to be facing common symptoms in terms of 'Strategic Performance Management System', such as lack of knowledge on goal-setting, disconnection of process accrued by 'production-oriented' perspective, problem of judging the degree of difficulty of objectives, limits of staff departments evaluation, fairness and authority of evaluators, weakness in coaching technique, and quantity or figure-oriented evaluation, to name a few, As a way of overcoming these problems and seeking out a more plausible goal-setting methodology, the author suggests a persuasive goal-setting concept: VAR(Value-Added Results) as a core concept in Zigon. VAR, as the end-results, is the team contributions that add value to the organization, and it results from the team's activities. The reason why VAR is used as a starting point for team performance measurement is 1) it takes less time, 2) collecting feedback data is less costly, and 3) it focuses on what is really important. There are five ways to identify team performance measurement: 1) the customer perspective, 2) the business plan perspective, 3) the tree diagram perspective, 4) the process perspective, and 5) the activity matrix perspective. Using this team goal-setting methodology, the author adopted SWOT tool in order to integrate overall strategic performance management system into a unitary whole one. And based on and completing this qualitative processes, a team(or unit) can get ready to perform its team goals(or objectives). This study intended to design and implement this conceptual framework into IT program. Even if this intended program can be designed, there exists some important prerequisites for it to be effectively adapted to business practice. That is, in addition to these goal-setting technique based on the concept of value-added results and the designed program, several aspects should be improved for Strategic Performance Management System to be implemented more effectively. They are: 1) shift from MBO to MP&D(Managing Performance & Development), 2) impartial exercise of evaluation authority as a organizational public assets, 3) reinforcement of maternal leadership and servantship instead of paternal leadership, 4) utilization of IT-based evaluation system. These may be a fundamental challenge for all firms adopting and utilizing formalized performance management system.
