동북아 멸종위기종 두루미류 월동지 비오톱 특성 및 보전방안 연구 -한반도 월동지를 대상으로- A Study on the Biotope Characteristics and Conservation of Wintering Habitats of Endangered Cranes in Northeast Asia : Focused on the Wintering Habitats on the Korean Peninsula원문보기
본 연구는 동북아 멸종위기조류이며 한반도에서 월동하는 두루미, 재두루미, 흑두루미의 월동지 보전방안 수립을 목적으로 수행하였다. 두루미류는 동북아에서 자연과 인간의 상생을 상징하는 종으로서 환경보전의 깃대종이다. 그러나 동북아 국가들의 급속한 경제성장으로 인한 환경파괴는 이 지역 고유종인 두루미, 재두루미, 흑두루미와 그 서식지를 심각한 위기에 놓이게 하였다. 이에 본 연구는 동북아 멸종위기조류인 두루미류 서식지를 보전하기 위해 생태적 특성을 고려한 월동지 비오톱 평가를 통한 보전방안을 수립하였다. 특히 두루미 및 재두루미 월동지인 철원과 흑두루미 월동지인 순천만을 대상으로 서식지 보전방안과 대안으로서 동북아 생태네트워크 구축을 제안하고자 하였다. 두루미류 월동지 보전방안 수립을 위한 접근체계는, 먼저 두루미류의 생태적 특성을 분석하고 이를 토지이용에 반영하여 월동지 비오톱 유형을 도출하였다. 비오톱 지도는 두루미류 출현 현황 및 토지이용현황에 대한 현장조사를 통해 작성하였다. 이후 두루미류 월동지 비오톱에 대한 평가를 실시하고 비오톱 종합 평가도를 작성하였다. 다음 단계로 보전방안을 제시하기 위해 종합 평가도를 적용하여 관리지역 설정도를 작성하였다. 그리고 동북아 차원에서 두루미류 서식지 보전을 위한 생태네트워크 구축의 필요성을 제안하였다. 철원 두루미 및 재두루미 월동지 비오톱 대분류 유형은 하천, 호소 및 습지, 초지, 경작지 등 8개 유형으로 구분되었으며 중분류 유형은 22개 유형이었고 소분류 유형은 32개로 분류되었다. 비오톱 대분류 유형 중 경작지가 87,248,740㎡로 가장 넓었으며 전체 비오톱의 56.2%를 차지하였다. 비오톱 소분류 유형을 분석한 결과 경지정리형 논경작지가 전체 월동지 비오톱 면적의 27.9%이었으며 구릉 자연형 논경작지는 14.3%이었고 평지 자연형 논경작지는 9.6%이었다. 철원 월동지 주요 취식지 비오톱은 하천, 호소 및 습지, 초지, 경작지 4개 유형으로 대분류 되었다. 두루미류 위협요인 소분류 비오톱 유형에는 시설경작지, 농로, 농기계창고, 액비저장고, 시가지, 포장도로, 군사시설 등 인위적으로 조성된 경작시설과 시가지 비오톱 10개 유형으로 구분되었다. 순천만 흑두루미 월동지 비오톱은 하천, 호소 및 습지, 해안, 초지, 경작지 등 7개 대분류 유형으로 구분되었으며 중분류는 21개 유형, 소분류는 34개 유형이 구분되었다. 비오톱 소분류를 분석한 결과 경지정리형 논경작지가 10,037,007㎡로 전체 비오톱 면적의 32.2%였으며 갯벌은 5,327,594㎡로 17.1%이었다. 순천만 흑두루미 월동지는 경작지와 갯벌이 주요한 비오톱 유형으로 분류되었다. 순천만 비오톱 유형 중 흑두루미 취식지로 분류된 비오톱 유형은 갯벌, 갯골, 갯벌상부, ...
본 연구는 동북아 멸종위기조류이며 한반도에서 월동하는 두루미, 재두루미, 흑두루미의 월동지 보전방안 수립을 목적으로 수행하였다. 두루미류는 동북아에서 자연과 인간의 상생을 상징하는 종으로서 환경보전의 깃대종이다. 그러나 동북아 국가들의 급속한 경제성장으로 인한 환경파괴는 이 지역 고유종인 두루미, 재두루미, 흑두루미와 그 서식지를 심각한 위기에 놓이게 하였다. 이에 본 연구는 동북아 멸종위기조류인 두루미류 서식지를 보전하기 위해 생태적 특성을 고려한 월동지 비오톱 평가를 통한 보전방안을 수립하였다. 특히 두루미 및 재두루미 월동지인 철원과 흑두루미 월동지인 순천만을 대상으로 서식지 보전방안과 대안으로서 동북아 생태네트워크 구축을 제안하고자 하였다. 두루미류 월동지 보전방안 수립을 위한 접근체계는, 먼저 두루미류의 생태적 특성을 분석하고 이를 토지이용에 반영하여 월동지 비오톱 유형을 도출하였다. 비오톱 지도는 두루미류 출현 현황 및 토지이용현황에 대한 현장조사를 통해 작성하였다. 이후 두루미류 월동지 비오톱에 대한 평가를 실시하고 비오톱 종합 평가도를 작성하였다. 다음 단계로 보전방안을 제시하기 위해 종합 평가도를 적용하여 관리지역 설정도를 작성하였다. 그리고 동북아 차원에서 두루미류 서식지 보전을 위한 생태네트워크 구축의 필요성을 제안하였다. 철원 두루미 및 재두루미 월동지 비오톱 대분류 유형은 하천, 호소 및 습지, 초지, 경작지 등 8개 유형으로 구분되었으며 중분류 유형은 22개 유형이었고 소분류 유형은 32개로 분류되었다. 비오톱 대분류 유형 중 경작지가 87,248,740㎡로 가장 넓었으며 전체 비오톱의 56.2%를 차지하였다. 비오톱 소분류 유형을 분석한 결과 경지정리형 논경작지가 전체 월동지 비오톱 면적의 27.9%이었으며 구릉 자연형 논경작지는 14.3%이었고 평지 자연형 논경작지는 9.6%이었다. 철원 월동지 주요 취식지 비오톱은 하천, 호소 및 습지, 초지, 경작지 4개 유형으로 대분류 되었다. 두루미류 위협요인 소분류 비오톱 유형에는 시설경작지, 농로, 농기계창고, 액비저장고, 시가지, 포장도로, 군사시설 등 인위적으로 조성된 경작시설과 시가지 비오톱 10개 유형으로 구분되었다. 순천만 흑두루미 월동지 비오톱은 하천, 호소 및 습지, 해안, 초지, 경작지 등 7개 대분류 유형으로 구분되었으며 중분류는 21개 유형, 소분류는 34개 유형이 구분되었다. 비오톱 소분류를 분석한 결과 경지정리형 논경작지가 10,037,007㎡로 전체 비오톱 면적의 32.2%였으며 갯벌은 5,327,594㎡로 17.1%이었다. 순천만 흑두루미 월동지는 경작지와 갯벌이 주요한 비오톱 유형으로 분류되었다. 순천만 비오톱 유형 중 흑두루미 취식지로 분류된 비오톱 유형은 갯벌, 갯골, 갯벌상부, 염생식물, 경지정리형 논경작지 등 5개 유형이었다. 취식지 비오톱 유형 중 경지정리형 논경작지가 는 취식지 비오톱의 61.7%로 가장 높았다. 갯벌유형은 32.8%이었으며 갯벌상부 유형이 2.1%, 염생식물 0.9%, 갯골 0.6% 순으로 분포하였다. 순천만 비오톱 유형 중 흑두루미가 잠자리로 이용하는 비오톱은 갯벌상부와 염생식물지역 등 2가지 유형이었다. 비오톱유형 중 흑두루미 서식활동에 부정적 영향을 주는 위협요인 비오톱은 시설경작지, 농기계창고, 시가지, 포장도로, 비포장도로 등 5개 유형이었다. 철원에서 관찰된 두루미 출현 현황은 두루미 가족은 자연형 경작지를 선호하였으며 비가족군은 경지정리형 경작지를 선호하였다. 재두루미 출현 현황은 경지정리형 경작지를 선호하였으며 이동시기 이즈미에서 번식지로 북상하던 재두루미의 중간기착으로 인해 개체수와 출현 밀도의 변화가 많았다. 그러나 출현 밀도는 모두 자연형 경작지에서 높게 나타나 두루미와 재두루미가 교란이 적고 독립적인 서식지를 우선적으로 선호하는 것으로 판단되었다. 순천만 흑두루미의 출현 현황은 경지정리형 논경작지에서 높게 나타났으며 교란으로 인한 피난처나 휴식을 취하고 부족한 먹이를 먹기위해 갯벌과 염습지를 이용하였다. 최근 방문객 출입 증가와 인위적인 먹이 공급으로 인해 취식지 선택이 뚜렷한 선호 경향으로 나타나지 않고 무리를 지어 배회하는 것으로 관찰되었다. 철원 두루미 및 재두루미 월동지 비오톱 평가는 총40개 소유역권별 평가를 실시하였다. 평가항목은 취식지 면적과 비율, 자연성, 두루미류 출현 개체수, 위협요인으로 설정하였다. 유역권별 취식지 면적 평가에서 철원 경작지는 대부분 높은 평가 등급을 받았으며 두루미류의 주요 취식지 비오톱으로 분류되었다. 자연성평가부문은 대마리 일대 구릉 자연형 경작지와 평지 자연형 경작지가 높았다. 취식지 면적과 비율에 의한 평가는 삽슬봉 일대 경지정리형 경작지가 높게 평가되었다. 두루미류 출현개체와 빈도에 의한 선호 비오톱 평가 결과 두루미 가족군은 자연형 경작지를 선호하며 영역성을 가지는 것으로 나타났다. 재두루미는 두루미에 비해 넓게 개방된 자연형 경작지를 더 선호하였다. 위협요인에 대한 반응은 철원 두루미류 시설물 유무보다는 인간 간섭에 의한 위협에 더 민감하게 반응하였다. 관리지역 설정은 철원 두루미 및 재두루미 월동 비오톱 등급 종합평가현황도와 관리지역 설정도를 적용하여 제안하였다. 철원 두루미류 월동지 중 대마리 일대의 자연형 경작지와 삽슬봉 일대의 대규모 경지정리형 경작지, 한탕강 지역 일부가 핵심지역으로 제안되었다. 두루미류 월동지의 지속적 관리를 위해 도로에 의한 방문객 출입이 증가하거나 시설경작지가 많이 분포한 지역을 대상으로 완충지역을 설정하였다. 순천만 흑두루미 월동지역은 7개 권역으로 구분하여 월동지 비오톱을 평가한 결과, 취식지 면적에 의한 평가는 대대동 시가화 지역을 제외한 6개 권역 모두 등급 Ⅰ로 평가되었다. 자연성은 갯벌지역인 농주리갯벌권역과 학산리갯벌권역 그리고 대대갯벌권역이 높게 평가되었으며 인공적인 경작지 지역은 상대적으로 낮게 평가되었다. 흑두루미 출현 개체에 의한 평가는 농주리갯벌권역, 학산리갯벌권역, 대대들판권역이 등급 Ⅰ로 평가되었다. 해룡들판권역과 대대갯벌권역은 잦은 교란에 의해 흑두루미의 출현 개체수 빈도가 낮았다. 한겨울 흑두루미 선호권역 평가에서는 대대들판 선호도가 높았으며 늦겨울 선호도는 학산리 갯벌권역이 높게 평가되었다. 흑두루미 월동지 위협요인에 의한 평가에서는 갯벌지역은 모두 높은 평가를 받았으나 대대들판 등 경작지 지역은 교란에 의한 위협으로 낮은 평가를 받았다. 순천만 흑두루미 관리구역은 흑두루미 월동지 비오톱 종합평가도와 관리지역평가도 작성을 토대로 제안하였다. 설정결과 공유수면인 갯벌 지역과 대대들판권역 경작지 일부, 우산리권역의 경작지 일부를 핵심지역으로 제안하였으며 해룡들판권역 경작지와 대대들판권역 경작지, 우산리들판권역 경작지는 완충지역으로 제안하였다. 동북아시아 두루미류 공동 보전을 위한 국제협력방안으로 동북아 두루미류 서식지 보전과 관리를 통한 동북아생태네트워크 구축을 제안하였다. 동북아 지역 주요한 두루미 월동지는 중국 동해안 옌청(Yancheng, 盐城)자연보호구, 일본 홋카이도 쿠시로 습지 그리고 한국 DMZ 인근 철원평야 지역이다. 이들 월동지간 지역 연계를 통해 보다 구체적으로 두루미 서식지를 관리하는 네트워크 구축이 가능할 것이다. 철원 두루미 및 재두루미 월동지역은 한반도 3대 생태축인 DMZ 생태축에 위치하고 있다. 러시아와 중국의 두루미·재두루미 번식지와 한국·일본의 월동지를 연결하는 동북아 두루미 네트워크사이트 축과 한반도 DMZ 생태축이 만나는 지점이 바로 철원 두루미 월동지이다. 동북아 두루미류와 그 서식지 보전을 위해서는 한반도 생태축과 연계하여 두루미 서식지 보전을 통한 동북아 생태네트워크를 구축하여야 한다. 흑두루미는 중국 양쯔강 하류 총밍동탄(Chongmingdongtan, 崇明東灘), 일본 이즈미(Izumi, 出水), 한국 순천만 등에서 월동하고 있으나 이들 월동지역은 개발로 인해 자연서식지가 점차 사라지고 있다. 동북아환경협력프로그램(North-east Asia Sub-regional Programme for Environmental Cooperation: NEASPEC)의 자연보전프로그램은 재두루미, 흑두루미를 포함한 3종의 멸종위기조류를 동북아시아 환경협력의 중요한 깃대종(Flagship Species)으로 삼고 있으므로 순천만 흑두루미 월동지는 동북아 환경협력을 위한 주요 대상종과 협력지역이 될 수 있다. 흑두루미 서식지 보전을 위한 동북아 6개국 협력을 통해 동북아 환경협력과 서식지 네트워크로 발전시켜 나갈 수 있을 것이다. 두루미는 생태계를 보전하고 복원하는 지표종으로 그 생태적 의미가 있으며, 특정한 고유 생태계에 적응한 진화 특성상 두루미류 서식지 보전을 통한 지구 환경문제를 해결하는 목표종이 될 수 있다. 동북아 자연에 깃들어 살아가는 두루미, 재두루미 그리고 흑두루미 월동지를 보전하는 활동이 바로 동북아 생태네트워크의 출발점이라고 할 수 있다. 동북아 멸종위기조류인 두루미, 재두루미, 흑두루미 월동지이자 중간기착지인 철원과 순천만은 국제적으로 주목받고 있으며 멸종위기조류인 두루미류를 보전하기 위해 보호지역을 확대하거나 적극적인 보전관리 정책 수립이 요구되고 있다. 이를 위해서는 철원과 순천만 두루미류 월동지 비오톱 평가를 통한 관리구역 설정과 활용을 위한 동북아 차원의 연구와 협력이 필요할 것으로 판단되었다. 또한 동북아 생태네트워크 구축을 위해 두루미류 생태적 특성을 고려한 비오톱 평가 및 관리구역 설정 모형 개발은 반드시 필요한 연구라고 판단한다.
본 연구는 동북아 멸종위기조류이며 한반도에서 월동하는 두루미, 재두루미, 흑두루미의 월동지 보전방안 수립을 목적으로 수행하였다. 두루미류는 동북아에서 자연과 인간의 상생을 상징하는 종으로서 환경보전의 깃대종이다. 그러나 동북아 국가들의 급속한 경제성장으로 인한 환경파괴는 이 지역 고유종인 두루미, 재두루미, 흑두루미와 그 서식지를 심각한 위기에 놓이게 하였다. 이에 본 연구는 동북아 멸종위기조류인 두루미류 서식지를 보전하기 위해 생태적 특성을 고려한 월동지 비오톱 평가를 통한 보전방안을 수립하였다. 특히 두루미 및 재두루미 월동지인 철원과 흑두루미 월동지인 순천만을 대상으로 서식지 보전방안과 대안으로서 동북아 생태네트워크 구축을 제안하고자 하였다. 두루미류 월동지 보전방안 수립을 위한 접근체계는, 먼저 두루미류의 생태적 특성을 분석하고 이를 토지이용에 반영하여 월동지 비오톱 유형을 도출하였다. 비오톱 지도는 두루미류 출현 현황 및 토지이용현황에 대한 현장조사를 통해 작성하였다. 이후 두루미류 월동지 비오톱에 대한 평가를 실시하고 비오톱 종합 평가도를 작성하였다. 다음 단계로 보전방안을 제시하기 위해 종합 평가도를 적용하여 관리지역 설정도를 작성하였다. 그리고 동북아 차원에서 두루미류 서식지 보전을 위한 생태네트워크 구축의 필요성을 제안하였다. 철원 두루미 및 재두루미 월동지 비오톱 대분류 유형은 하천, 호소 및 습지, 초지, 경작지 등 8개 유형으로 구분되었으며 중분류 유형은 22개 유형이었고 소분류 유형은 32개로 분류되었다. 비오톱 대분류 유형 중 경작지가 87,248,740㎡로 가장 넓었으며 전체 비오톱의 56.2%를 차지하였다. 비오톱 소분류 유형을 분석한 결과 경지정리형 논경작지가 전체 월동지 비오톱 면적의 27.9%이었으며 구릉 자연형 논경작지는 14.3%이었고 평지 자연형 논경작지는 9.6%이었다. 철원 월동지 주요 취식지 비오톱은 하천, 호소 및 습지, 초지, 경작지 4개 유형으로 대분류 되었다. 두루미류 위협요인 소분류 비오톱 유형에는 시설경작지, 농로, 농기계창고, 액비저장고, 시가지, 포장도로, 군사시설 등 인위적으로 조성된 경작시설과 시가지 비오톱 10개 유형으로 구분되었다. 순천만 흑두루미 월동지 비오톱은 하천, 호소 및 습지, 해안, 초지, 경작지 등 7개 대분류 유형으로 구분되었으며 중분류는 21개 유형, 소분류는 34개 유형이 구분되었다. 비오톱 소분류를 분석한 결과 경지정리형 논경작지가 10,037,007㎡로 전체 비오톱 면적의 32.2%였으며 갯벌은 5,327,594㎡로 17.1%이었다. 순천만 흑두루미 월동지는 경작지와 갯벌이 주요한 비오톱 유형으로 분류되었다. 순천만 비오톱 유형 중 흑두루미 취식지로 분류된 비오톱 유형은 갯벌, 갯골, 갯벌상부, 염생식물, 경지정리형 논경작지 등 5개 유형이었다. 취식지 비오톱 유형 중 경지정리형 논경작지가 는 취식지 비오톱의 61.7%로 가장 높았다. 갯벌유형은 32.8%이었으며 갯벌상부 유형이 2.1%, 염생식물 0.9%, 갯골 0.6% 순으로 분포하였다. 순천만 비오톱 유형 중 흑두루미가 잠자리로 이용하는 비오톱은 갯벌상부와 염생식물지역 등 2가지 유형이었다. 비오톱유형 중 흑두루미 서식활동에 부정적 영향을 주는 위협요인 비오톱은 시설경작지, 농기계창고, 시가지, 포장도로, 비포장도로 등 5개 유형이었다. 철원에서 관찰된 두루미 출현 현황은 두루미 가족은 자연형 경작지를 선호하였으며 비가족군은 경지정리형 경작지를 선호하였다. 재두루미 출현 현황은 경지정리형 경작지를 선호하였으며 이동시기 이즈미에서 번식지로 북상하던 재두루미의 중간기착으로 인해 개체수와 출현 밀도의 변화가 많았다. 그러나 출현 밀도는 모두 자연형 경작지에서 높게 나타나 두루미와 재두루미가 교란이 적고 독립적인 서식지를 우선적으로 선호하는 것으로 판단되었다. 순천만 흑두루미의 출현 현황은 경지정리형 논경작지에서 높게 나타났으며 교란으로 인한 피난처나 휴식을 취하고 부족한 먹이를 먹기위해 갯벌과 염습지를 이용하였다. 최근 방문객 출입 증가와 인위적인 먹이 공급으로 인해 취식지 선택이 뚜렷한 선호 경향으로 나타나지 않고 무리를 지어 배회하는 것으로 관찰되었다. 철원 두루미 및 재두루미 월동지 비오톱 평가는 총40개 소유역권별 평가를 실시하였다. 평가항목은 취식지 면적과 비율, 자연성, 두루미류 출현 개체수, 위협요인으로 설정하였다. 유역권별 취식지 면적 평가에서 철원 경작지는 대부분 높은 평가 등급을 받았으며 두루미류의 주요 취식지 비오톱으로 분류되었다. 자연성평가부문은 대마리 일대 구릉 자연형 경작지와 평지 자연형 경작지가 높았다. 취식지 면적과 비율에 의한 평가는 삽슬봉 일대 경지정리형 경작지가 높게 평가되었다. 두루미류 출현개체와 빈도에 의한 선호 비오톱 평가 결과 두루미 가족군은 자연형 경작지를 선호하며 영역성을 가지는 것으로 나타났다. 재두루미는 두루미에 비해 넓게 개방된 자연형 경작지를 더 선호하였다. 위협요인에 대한 반응은 철원 두루미류 시설물 유무보다는 인간 간섭에 의한 위협에 더 민감하게 반응하였다. 관리지역 설정은 철원 두루미 및 재두루미 월동 비오톱 등급 종합평가현황도와 관리지역 설정도를 적용하여 제안하였다. 철원 두루미류 월동지 중 대마리 일대의 자연형 경작지와 삽슬봉 일대의 대규모 경지정리형 경작지, 한탕강 지역 일부가 핵심지역으로 제안되었다. 두루미류 월동지의 지속적 관리를 위해 도로에 의한 방문객 출입이 증가하거나 시설경작지가 많이 분포한 지역을 대상으로 완충지역을 설정하였다. 순천만 흑두루미 월동지역은 7개 권역으로 구분하여 월동지 비오톱을 평가한 결과, 취식지 면적에 의한 평가는 대대동 시가화 지역을 제외한 6개 권역 모두 등급 Ⅰ로 평가되었다. 자연성은 갯벌지역인 농주리갯벌권역과 학산리갯벌권역 그리고 대대갯벌권역이 높게 평가되었으며 인공적인 경작지 지역은 상대적으로 낮게 평가되었다. 흑두루미 출현 개체에 의한 평가는 농주리갯벌권역, 학산리갯벌권역, 대대들판권역이 등급 Ⅰ로 평가되었다. 해룡들판권역과 대대갯벌권역은 잦은 교란에 의해 흑두루미의 출현 개체수 빈도가 낮았다. 한겨울 흑두루미 선호권역 평가에서는 대대들판 선호도가 높았으며 늦겨울 선호도는 학산리 갯벌권역이 높게 평가되었다. 흑두루미 월동지 위협요인에 의한 평가에서는 갯벌지역은 모두 높은 평가를 받았으나 대대들판 등 경작지 지역은 교란에 의한 위협으로 낮은 평가를 받았다. 순천만 흑두루미 관리구역은 흑두루미 월동지 비오톱 종합평가도와 관리지역평가도 작성을 토대로 제안하였다. 설정결과 공유수면인 갯벌 지역과 대대들판권역 경작지 일부, 우산리권역의 경작지 일부를 핵심지역으로 제안하였으며 해룡들판권역 경작지와 대대들판권역 경작지, 우산리들판권역 경작지는 완충지역으로 제안하였다. 동북아시아 두루미류 공동 보전을 위한 국제협력방안으로 동북아 두루미류 서식지 보전과 관리를 통한 동북아생태네트워크 구축을 제안하였다. 동북아 지역 주요한 두루미 월동지는 중국 동해안 옌청(Yancheng, 盐城)자연보호구, 일본 홋카이도 쿠시로 습지 그리고 한국 DMZ 인근 철원평야 지역이다. 이들 월동지간 지역 연계를 통해 보다 구체적으로 두루미 서식지를 관리하는 네트워크 구축이 가능할 것이다. 철원 두루미 및 재두루미 월동지역은 한반도 3대 생태축인 DMZ 생태축에 위치하고 있다. 러시아와 중국의 두루미·재두루미 번식지와 한국·일본의 월동지를 연결하는 동북아 두루미 네트워크사이트 축과 한반도 DMZ 생태축이 만나는 지점이 바로 철원 두루미 월동지이다. 동북아 두루미류와 그 서식지 보전을 위해서는 한반도 생태축과 연계하여 두루미 서식지 보전을 통한 동북아 생태네트워크를 구축하여야 한다. 흑두루미는 중국 양쯔강 하류 총밍동탄(Chongmingdongtan, 崇明東灘), 일본 이즈미(Izumi, 出水), 한국 순천만 등에서 월동하고 있으나 이들 월동지역은 개발로 인해 자연서식지가 점차 사라지고 있다. 동북아환경협력프로그램(North-east Asia Sub-regional Programme for Environmental Cooperation: NEASPEC)의 자연보전프로그램은 재두루미, 흑두루미를 포함한 3종의 멸종위기조류를 동북아시아 환경협력의 중요한 깃대종(Flagship Species)으로 삼고 있으므로 순천만 흑두루미 월동지는 동북아 환경협력을 위한 주요 대상종과 협력지역이 될 수 있다. 흑두루미 서식지 보전을 위한 동북아 6개국 협력을 통해 동북아 환경협력과 서식지 네트워크로 발전시켜 나갈 수 있을 것이다. 두루미는 생태계를 보전하고 복원하는 지표종으로 그 생태적 의미가 있으며, 특정한 고유 생태계에 적응한 진화 특성상 두루미류 서식지 보전을 통한 지구 환경문제를 해결하는 목표종이 될 수 있다. 동북아 자연에 깃들어 살아가는 두루미, 재두루미 그리고 흑두루미 월동지를 보전하는 활동이 바로 동북아 생태네트워크의 출발점이라고 할 수 있다. 동북아 멸종위기조류인 두루미, 재두루미, 흑두루미 월동지이자 중간기착지인 철원과 순천만은 국제적으로 주목받고 있으며 멸종위기조류인 두루미류를 보전하기 위해 보호지역을 확대하거나 적극적인 보전관리 정책 수립이 요구되고 있다. 이를 위해서는 철원과 순천만 두루미류 월동지 비오톱 평가를 통한 관리구역 설정과 활용을 위한 동북아 차원의 연구와 협력이 필요할 것으로 판단되었다. 또한 동북아 생태네트워크 구축을 위해 두루미류 생태적 특성을 고려한 비오톱 평가 및 관리구역 설정 모형 개발은 반드시 필요한 연구라고 판단한다.

This study is to establish measures to conserve wintering habitats for Red-crowned cranes(Grus japonensis), White-naped Cranes(Grus vipio), and Hooded Cranes(Grus monacha) of which wintering habitats exist in the Korean peninsula and of which species are faced with near extinction in North-east Asia. The cranes symbolize the harmonized existence between the nature and the humans in North-east Asia, which makes them the flagship species. However, the environmental degradation in the region due to rapid economic development has placed the species and their habitats in great danger. Thus, this research has established conservation measures through wintering habitats biotope assessment in consideration of their ecological characteristics in order to conserve habitats for cranes that are faced with near extinction in North-east Asia. This study placed additional focus on Cheolwon and Suncheon bay, which serve as wintering habitats for Red-crowned cranes and White-naped cranes to provide habitat conservation measures as well as propose the ecological network establishment in North-east Asia as an alternative. We approached this objective by analyzing the ecological characteristics of cranes of which result was reflected in how the land is utilized in order to draw the biotope type of wintering habitats. Biotope map was created through field investigation subjecting how often the cranes appear and how the land is utilized. After that, we assessed the wintering habitats biotope for cranes and established the comprehensive assessment of biotope. The next step was to apply the comprehensive biotope assessment to designate management areas, which is to provide conservation measures. And then, we suggested the necessity of ecological network establishment to protect habitats for cranes in the North-east Asian region. The top-level classification of wintering habitats biotope of Red-crowned Cranes and White-naped Cranes in Cholwon provides total of 8 top-level categories including stream, wetland, grassland, and arable land. The medium-level classification included 22 categories, and the low-level classification included 32 categories. Arable land accounted for the most area at 87,248,740㎡, which takes up 56.2% of the entire biotope. The analysis result of low-level classification revealed that land consolidated arable land was accountable for 27.9% of the entire wintering habitat biotope, and the hill-type arable land at 14.3% while the flat arable land was accountable for 9.6% The foraging land biotope of Cheolwon wintering habitat was largely categorized into 4 categories: stream, wetland, grassland and arable land. The wintering habitat biotope for Hooded Cranes in Suncheon bay included 7 top-level classification including stream, wetland, coast, grassland and arable land. The medium-level classification included 34 categories. Tidal-flat was responsible for 17.1% at 5,327,594㎡. The wintering habitat for Hooded Cranes in Suncheon bay incorporated arable land and tidal-flat as its main biotope type. In the biotope type of Suncheon Bay, the biotope type categorized as the foraging land for Hooded Cranes included 5 types: tidal-flat, tidal-creek(Gatgol), upper tidal-flat, salt martsh, and land consolidated arable land. Out of this, the land consolidated arable land accounted for the most at 61.7%. Tidal-flat accounted for 32.8%, upper tidal-flat 2.1%, salt marsh 0.9%, and tidal-creek 0.6%. The biotope that Hooded Cranes use as roosting site in Suncheon bay biotopes were 2 types: upper tidal-flat and salt marsh. The threats included 5 types: plastic tillage, agricultural equipment storage, downtown, paved road, and non-paved road. The appearing trend of cranes in Cheolwon showed that crane families preferred natural arable land, and non-families preferred land consolidated arable land. The White-naped Cranes preferred land-consolidated arable land, and the number of individual crane and the appearance frequency fluctuated largely due to the stopover of White-naped Cranes travelling from Izumi, Japan to breeding sites. The appearance frequency was high in natural arable land for all; thus, it is safe to conclude that the exchanges between Red-crowned Cranes and White-naped Cranes rarely made exchanges and they primarily preferred independent habitat. Hooded Cranes of Suncheon bay appeared the most in land consolidated arable land and they frequented tidal-flat and salt marsh to rest and acquire nutrition. Due to the high number of visitors and artificial feeding, the foraging land selection did not appear as a clear preference trend, and it was observed that they wander in groups. The wintering habitat biotope assessment for Red-crowned cranes and White-naped Cranes in Cheolwon included assessment for the total of 40 sub-watersheds. The assessment items included the size and ration of foraging land, naturalness, the number of appearing cranes, and threatening factors. In the watershed foraging land size assessment, Cheolwon arable land received high level, and it was categorized as the main foraging land biotope for cranes. In the naturalness assessment, hill type natural arable land near Daemari and natural flat arable land received high grade. In the foraging land size and ration assessment, land consolidated arable land near Sapseulbong received high grade. The result of appearing cranes and the preferred biotope analysis by the appearance frequency revealed that crane families are more prone to territoriality and prefer natural arable land. White-naped cranes preferred more open natural arable land than Red-crowned Cranes. In terms of threats, they were more sensitive to human interference than facilities built for cranes in Cheolwon. The proposal for management area was made based on the current comprehensive assessment diagram for wintering habitats biotope level for Red-crowned Cranes and White-naped Cranes and the management area diagram. For wintering habitat for cranes in Cheolwon, the core zones suggested were natural arable land near Daemari, large-sized consolidated arable land near Sapseulbong, and some areas near Hantan river. In order for the sustainable management for wintering habitats for cranes, areas with high number of visitors due to road construction and plastic tillage were selected as buffer zones. The wintering area for Hooded Cranes in Suncheon bay was divided into 7 regions for wintering habitat biotope assessment. The foraging land size analysis showed that all 6 areas except for downtown in Daedae-dong are level Ⅰ. The naturalness assessment showed that Nongjuri tidal-flat, Haksanri tidal-flat and Daedae tidal-flat were graded highly and artificial arable land were given relatively low grade. The assessment of appearing Hooded Cranes showed that Nongjuri tidal-flat, Haksanri tidal-flat and Daedae field were given Grade Ⅰ. In the assessment of preferred area of Hooded Cranes in the mid-winter, it was revealed that they highly preferred Daede field, and they preferred Haksanri tidal-flat in the late winter. The threatening factors assessment for Hooded Cranes’ wintering habitat showed that all tidal-flat areas were given high grades, but arable land such as Daedae field were given low grade due to threats from disturbances. The management area for Hooded Cranes in Suncheon bay were proposed based on the comprehensive biotope assessment diagram and the management area assessment diagram. As a result of selection, tidal-flat area which is public waters, part of the arable land in Daedae field, part of the arable land in Usanri region were proposed as the core zones, and the arable land in Haeryong field and the arable land in Daedae field as well as the arable land in Usanri field were suggested as buffer zones. The establishment of North-east Asian ecological network through conservation and management of crane habitats in North-east Asia was suggested in order to conserve the North-east Asian cranes. The wintering habitats for main cranes species in North-east Asia are Yancheng nature conservation area in the east coast of China, Kusiro wetland in Hokkaido, Japan, and Cheolwon basin nearby the DMZ area of Korea. By connecting these wintering habitats, the network to manage the habitats for cranes will become more readily available. The wintering habitats for Red-crowned Cranes and White-naped Cranes in Cholwon are located in DMZ ecological axis, which is one of the 3 ecological axes of Korea. Connecting point between breeding sites for Red-crowned Cranes and White-naped Cranes in China and Russia with their wintering habitats in Korea and Japan is Cholwon wintering habitat for cranes. Thus, in order to conserve Northeastern Asian cranes and their habitats, North-east Asian ecological network connecting to ecological axis of the Korean peninsula has to be established. Hooded cranes are wintering in Chongmingdongtan near the estuary of the Yangtze river in China, Izumi in Japan and Suncheon bay in Korea, but their natural wintering habitat is disappearing due to development. The nature conservation programme of the North-east Asian Sub-regional Programme for Environmental Cooperation (NEASPEC) designated the 3 endangered birds including White-naped Cranes and Hooded Cranes as flagship species which are important for North-east Asian environmental cooperation. Thus, the wintering habitat for Hooded Cranes in Suncheon bay can serve as a cooperative area for the environmental cooperation of North-east Asia. The cooperation among the 6 countries in North-east Asia to conserve habitats for Hooded Cranes can be developed into North-east Asian environmental cooperation and habitat network. Cranes are ecologically meaningful due to the fact that they are indicative species to conserve and restore ecosystem. They have evolutionary traits, which adapted to their specific ecosystem; thus, by conserving their habitat, they can serve as the targeted species to solve environment issues. Conserving wintering habitats for Red-crowned Cranes, White-naped Cranes, and Hooded Cranes, which live harmoniously with the North-east Asian environment is the starting point for building North-east Asian ecological network. Cheolwon and Suncheon bay are the stopover sites and wintering habitats for endangered birds in North-east Asia, Red-crowned Cranes, White-naped Cranes, and Hooded Cranes; thus, these two areas are gaining international recognition. In order to conserve endangered cranes, it is urged that the protected areas be expanded and conservation/management policy be established in a more active manner. To do such, it is recognized that research and cooperation at North-east Asian level is necessary in order to designate and utilize management areas by analyzing the wintering habitat biotope for cranes in Cheolwon and Suncheon bay. In addition, biotope assessment in consideration of ecological traits of cranes and development of management area selection are largely necessary to establish North-east Asian ecological network.

Hooded Cranes of Suncheon bay appeared the most in land consolidated arable land and they frequented tidal-flat and salt marsh to rest and acquire nutrition. Due to the high number of visitors and artificial feeding, the foraging land selection did not appear as a clear preference trend, and it was observed that they wander in groups. The wintering habitat biotope assessment for Red-crowned cranes and White-naped Cranes in Cheolwon included assessment for the total of 40 sub-watersheds. The assessment items included the size and ration of foraging land, naturalness, the number of appearing cranes, and threatening factors. In the watershed foraging land size assessment, Cheolwon arable land received high level, and it was categorized as the main foraging land biotope for cranes. In the naturalness assessment, hill type natural arable land near Daemari and natural flat arable land received high grade. In the foraging land size and ration assessment, land consolidated arable land near Sapseulbong received high grade. The result of appearing cranes and the preferred biotope analysis by the appearance frequency revealed that crane families are more prone to territoriality and prefer natural arable land. White-naped cranes preferred more open natural arable land than Red-crowned Cranes. In terms of threats, they were more sensitive to human interference than facilities built for cranes in Cheolwon. The proposal for management area was made based on the current comprehensive assessment diagram for wintering habitats biotope level for Red-crowned Cranes and White-naped Cranes and the management area diagram. For wintering habitat for cranes in Cheolwon, the core zones suggested were natural arable land near Daemari, large-sized consolidated arable land near Sapseulbong, and some areas near Hantan river. In order for the sustainable management for wintering habitats for cranes, areas with high number of visitors due to road construction and plastic tillage were selected as buffer zones. The wintering area for Hooded Cranes in Suncheon bay was divided into 7 regions for wintering habitat biotope assessment. The foraging land size analysis showed that all 6 areas except for downtown in Daedae-dong are level Ⅰ. The naturalness assessment showed that Nongjuri tidal-flat, Haksanri tidal-flat and Daedae tidal-flat were graded highly and artificial arable land were given relatively low grade. The assessment of appearing Hooded Cranes showed that Nongjuri tidal-flat, Haksanri tidal-flat and Daedae field were given Grade Ⅰ. In the assessment of preferred area of Hooded Cranes in the mid-winter, it was revealed that they highly preferred Daede field, and they preferred Haksanri tidal-flat in the late winter. The threatening factors assessment for Hooded Cranes’ wintering habitat showed that all tidal-flat areas were given high grades, but arable land such as Daedae field were given low grade due to threats from disturbances. The management area for Hooded Cranes in Suncheon bay were proposed based on the comprehensive biotope assessment diagram and the management area assessment diagram. As a result of selection, tidal-flat area which is public waters, part of the arable land in Daedae field, part of the arable land in Usanri region were proposed as the core zones, and the arable land in Haeryong field and the arable land in Daedae field as well as the arable land in Usanri field were suggested as buffer zones. The establishment of North-east Asian ecological network through conservation and management of crane habitats in North-east Asia was suggested in order to conserve the North-east Asian cranes. The wintering habitats for main cranes species in North-east Asia are Yancheng nature conservation area in the east coast of China, Kusiro wetland in Hokkaido, Japan, and Cheolwon basin nearby the DMZ area of Korea. By connecting these wintering habitats, the network to manage the habitats for cranes will become more readily available. The wintering habitats for Red-crowned Cranes and White-naped Cranes in Cholwon are located in DMZ ecological axis, which is one of the 3 ecological axes of Korea. Connecting point between breeding sites for Red-crowned Cranes and White-naped Cranes in China and Russia with their wintering habitats in Korea and Japan is Cholwon wintering habitat for cranes. Thus, in order to conserve Northeastern Asian cranes and their habitats, North-east Asian ecological network connecting to ecological axis of the Korean peninsula has to be established. Hooded cranes are wintering in Chongmingdongtan near the estuary of the Yangtze river in China, Izumi in Japan and Suncheon bay in Korea, but their natural wintering habitat is disappearing due to development. The nature conservation programme of the North-east Asian Sub-regional Programme for Environmental Cooperation (NEASPEC) designated the 3 endangered birds including White-naped Cranes and Hooded Cranes as flagship species which are important for North-east Asian environmental cooperation. Thus, the wintering habitat for Hooded Cranes in Suncheon bay can serve as a cooperative area for the environmental cooperation of North-east Asia. The cooperation among the 6 countries in North-east Asia to conserve habitats for Hooded Cranes can be developed into North-east Asian environmental cooperation and habitat network. Cranes are ecologically meaningful due to the fact that they are indicative species to conserve and restore ecosystem. They have evolutionary traits, which adapted to their specific ecosystem; thus, by conserving their habitat, they can serve as the targeted species to solve environment issues. Conserving wintering habitats for Red-crowned Cranes, White-naped Cranes, and Hooded Cranes, which live harmoniously with the North-east Asian environment is the starting point for building North-east Asian ecological network. Cheolwon and Suncheon bay are the stopover sites and wintering habitats for endangered birds in North-east Asia, Red-crowned Cranes, White-naped Cranes, and Hooded Cranes; thus, these two areas are gaining international recognition. In order to conserve endangered cranes, it is urged that the protected areas be expanded and conservation/management policy be established in a more active manner. To do such, it is recognized that research and cooperation at North-east Asian level is necessary in order to designate and utilize management areas by analyzing the wintering habitat biotope for cranes in Cheolwon and Suncheon bay. In addition, biotope assessment in consideration of ecological traits of cranes and development of management area selection are largely necessary to establish North-east Asian ecological network.
