This study analyzed the nature of Social policy for people with disabilities, focusing on the concepts of exclusion and inclusion from the perspective of historical institutionalism. First, it aimed to describe the factors and path‐dependent characteristics of institutional changes in welfare policies for the disabled in the historical context. Specifically, institutions change as a result of the introduction and extension of welfare policies for the disability caused by the factors of historical transition. As a consequence, welfare policies for the disabled create social attitudes toward the disabled such as social discrimination, inclusion, and exclusion of the disabled. Introduced existing welfare policies for the disabled and resultantly formed social attitudes toward the disabled influence the process of change in welfare policies for the disabled in the institutional context. Because the nature of welfare policies for the disabled and resultant social attitudes toward the disabled are in certain path dependency with each other.
Korean social policies for the disabled, which have over 20 years’ history, appeared as a reaction to social discrimination against the disabled, but they have still induced invisible patterns of social discrimination against the disabled. In order to understand such outcomes of social policies for the disabled and find solutions, we need to analyze from the perspective of historical institutionalism, focusing on the historical process and institutional context of policy making. Moreover, by analyzing what path‐dependent characteristic social policies created for the disabled and attitudes toward the disabled in our society have with each other focusing on the concepts of social exclusion and inclusion, we may suggest the future direction of social policies for the disabled that pursue social inclusion.
For these purposes, this study reviewed theories on historical institutionalism, the concept of the disabled and disability paradigm for solving disability programs, and social exclusion and inclusion. Then, a research model and research questions were presented in order to analyze social policies for the disabled from the perspective of historical institutionalism, and literature research and comparative case study were used as research methods. The factors to be analyzed in this study were historical transition (institutional change) and path dependency. Particularly to see how these factors influenced each other in historical processes and contexts, we used the periodization approach that divided time into the periods of policy formation, policy introduction, and policy extension. For the analysis of the historical transition of policies introduced and extended based on institutional heritages, in addition, the factor was divided into institutional contexts, actors, and important turning points. For the path dependency factor, moreover, social policies for the disabled and resultant social attitudes toward the disabled were analyzed in the concepts of social exclusion and inclusion.
The results of these analyses are as follows.
First, policies before the formation of social policies for the disabled targeted people who got a disability during the war, or they classified the disabled into a special group. In addition the policies focused on the recovery of personal functions and treatment as solutions for disability problems, and in this sense, they discriminated the disabled explicitly.
Second, in the period of policy formation, social policies for the disabled were promoted intentionally by the government for its legitimacy, unintentionally by global trends in policies for the disabled, and by the organized demands of handicapped people’s movements. These changes were historical transitions of welfare for the disabled in that they attempted to lower social barriers against the disabled. However, the contents of introduced policies failed to reflect the interested parties’ needs or to lower social barriers against the disabled. Consequently, they generated many different patterns of social exclusion against the disabled.
Third, social policies for the disabled formed in such a way changed through historical development. Particularly after the declaration of ‘Convention on the Rights of Persons with Disabilities,’ attention was paid to the disabled’s human rights and particularly their rights to participate in society as citizens and to enjoy opportunities for work and education. Compared to previous ones, accordingly, the policies covered a larger scope of subjects, raised the level, and prohibited discrimination against the disabled by law. Nevertheless, existing policies and attitudes toward the disabled, being in a path‐dependent relationship with each other, restricted the new policies. That is, the change of policies was restricted by characteristics such as ‘developmentalist thinking of social policies,’ ‘balanced power relationship between the Administration and the Parliament,’ ‘the trend of social policies for the disabled where economic growth is compatible with welfare values.’ As a result, policies for the disabled excluded handicapped people, not guaranteeing them to enjoy their social rights together with ordinary people.
Fourth, nevertheless, the influence of the disabled is growing gradually. As shown in the period of policy extension, policy making demanded by the disabled is being tried more frequently.
