Nevertheless, endemic issues including limited budgets or paucity of human resources are unlikely to be solved in a foreseeable future. Inter-library collaboration, however, is a prerequisite for libraries to provide the best possible service in a knowledge-based society. In this context, it would be beneficial for effective collaborative approaches to shed light on the perception of librarians in service towards hindrance factors to collaboration between two libraries and to find out overarching issues to be addressed. In the same vein, the present study investigated hindrance factors to collaboration between school and public libraries, categorized those factors into human, institutional, physical, budget and material knowledge aspects and surveyed librarians in service in both libraries about their perception. Also, this study explored to what extent such factors influenced actual collaboration between librarians in practice with a view to presenting reference data for developing effective collaborative approaches between school and public libraries. As the human aspect of hindrance factors to collaboration between school and public libraries, the highest percentage of librarians in both libraries pointed to work overloads due to insufficient human resources followed by psychological burdens such as indifference to collaboration, demoralization and concerns over possible loss of materials. Notably, school librarians attributed lack of professionalism to short supplies of specialized staff whilst public librarians to frequent personnel replacement. Also, the paucity of knowledge about collaboration was singled out as a problem. Concerning institutional hindrance factors, many librarians mentioned the dual superior authorities in library operation caused incoherent collaborative activities, overlapping investment and decrease in efficiency and pointed out the absence of a consultative group for seamless communication or government-wide policy support as a hindrance factor. In view of the system, some librarians commented on the inconvenient book search due to incompatible programs between school and public libraries and suggested developing comprehensive library catalogues or integrating book management programs. Some school librarians viewed uniform collaborative programs as a hindrance factor to collaboration.
