The purpose of this paper is to investigate duality of conflict and cooperation regarding maritime security in East Asia since the end of the Cold War, and to seek measures for maritime security cooperation in the future. The issue of maritime security in East Asia is not limited simply to ensuring regional security. Maritime security issue is, due to the characteristics of the sea, closely related not only to the relevant region but also to the regions beyond it, which makes international cooperation inevitable. Since the end of the Cold War, the concept of maritime security has changed from expansion of territory at the level of individual country to maritime security against nontraditional threats. It is because the end of the Cold War reduced the likelihood of war, and international cooperation for nontraditional security threats became a key issue. This trend drove the world powers to deal the international maritime security issue as an important security problem at individual nation or regional level.
International maritime security issue since the end of the Cold War has arisen from the structural change of international system, enhanced globalization and informatization, and the UN convention on the Law of the Sea. Analysis on the change of international maritime security issue at global level according to the four characteristics of the Sea shows that the threat of territory expansion during the Cold War period has been reduced greatly, while threats of maritime resource, maritime transportation, and maritime environment has been largely increased. On the other hand, in East Asia region, the characteristics of modern nation such as securing of territory or expansion of territory is prevailing over cooperation. However, growing awareness that environmental problem caused by sea lane securing and resource development is an important issue reinforces cooperation between nations. This duality comes largely from East Asian nations’ mixed characteristics of post-modern state and modern state, the competition between the United States and China for dominance following the rise of China, and the duality of conflict and cooperation caused by the attributes of the Sea.
In order to overcome the duality of conflict and cooperation regarding maritime security in East Asia, more efforts to maintain maritime order, detente of maritime competition and tension, and individual nation’s efforts to expand cooperation is much necessary.
