Currently, the capital region has changed into an ultra-mega city where about 25 million people or 50% of nation's population reside, and more than 10 million commuters use the region-wide traffic system for workplaces, schools, shopping, etc., because business organizations, cultural facilities and educational institutions are concentrated in Seoul. Among the region-wide public transportations, buses account for 24.8%, while the subways are responsible for 24.1%. More specifically, the express red buses account for 9% of the region-wide buses. Since the majority of the red bus users are commuters, meaning their traffic demands are concentrated during the rush hours, they are much responsible for the traffic congestions. On the other hand, since the new licenses of the red buses have been limited in consideration of the existing red bus operators' profitability, the standing seats have been tolerated. Anyway, the Road Traffic Act has prohibited the standing seats for the red buses running on the express way, which means that this legal prohibition is still effective primarily for the social traffic safety. The purpose of this study is to discuss the metropolitan express bus seat system that is temporarily suspended due to the commuting traffic congestions, and thereby, suggest some reform measures for the safety of public transportation users as well as for the improvement of the traffic services for them. The Korean Transportation Safety Authority surveyed the public transportation users' transfers and satisfaction in 2014. The researcher reviewed the results of the questionnaire survey, focusing on Inchon Metropolitan City and 15 Gyeonggi-do cities that had once operated the metropolitan express bus seat system: Suwon, Seongnam, Gwangmyeong, Yongin, Hwaseong, Osan, Goyang, Paju, Gimpo, Gunpo, Siheung, Ansan, Guri, Pocheon and Namyangju. Furthermore, the researcher requested the Ministry of Land, Infrastructure and Transport as well as the relevant city administrations to make open the information about the express red bus system and, thereupon, analyzed the data provided by them, using the Ordered Logit Model to determine the important factors affecting users' satisfaction with the public transport services. The dependent variables set were as follows: users' demographic variables (age, gender, driver's licence, weekly frequency of using the red bus), regional variables (number of the lines for the express red bus), service variables (safe operation, safe getting on/off, in-bus congestion, waiting time at the bus stops, total riding hour to the destination, traffic conditions on the exclusive red bus lanes). Therewith, the factors affecting users' satisfaction with the metropolitan express bus seat system was analyzed. Furthermore, citizens' satisfaction was analyzed by sub-region depending on the availability of the public transport system. As a result, it was found that the older a user was, he or she was more satisfied with the metropolitan express bus seat system. In short, 'age' was the most significant variable, followed by waiting time at the bus stops, safe operation, total hour to the destination, safe getting on/off, smooth traffic conditions on the exclusive bus lanes and in-bus congestion in their order. On the other hand, in the sub-regions covered by an alternative public transportation system, the waiting time at the bus stops was most significant, while in the other sub-regions, the safe operation was the most significant. Based on the above results, it was perceived that in order to help improve users' satisfaction with the metropolitan express bus seat system, it would be necessary to differentiate the traffic administration policies in consideration of users' demographic variables and regional ones rather than enforce a uniform policy. All in all, the most essential factors for the express red bus system could be determined through this study. In particular, in order to shorten the long waiting time at the bus stops that was the least satisfactory, a multi-faceted approach was deemed necessary: warranty of punctuality of the bus operation for users' convenience, increase of the bus seats, introduction of a rental bus system during the rush hours, operation of strategic traffic points, etc. Lastly, it is hoped that this study will be useful to planning of a future metropolitan red bus policies for improvement of the traffic safety and users' satisfaction.
