Using a panel data of 34 OECD countries over 1980-2013 on Tax, the study finds that the average level of corporate tax rates of 2010s is already below the Laffer’s revenue maximizing tax rate. As globalization index, openness and FDI inflow still have negative impact on corporate tax rate, the tax policy makers moved onto quite different situation. In early 1980s, the OECD countries’ average corporate tax rate was above the Laffer’s revenue maximizing tax rate, the policy makers thus were in a position to cut corporate tax rates. However the economic and fiscal environment has changed, the policy makers now face a conundrum between the tax revenue and tax rate which have a trade-off relation on the left side of Laffer curve. On the one hand, to reduce government debt it desperately needs more tax revenue, on the other hand to provide more favorable environment to entrepreneur it seems inevitable to cut tax rate. The second chapter studies the government tax policy’s effects on income distribution. The data from the top income database were instrumental to identify the different effects on income distribution of corporate tax and personal income tax. While the personal income tax has a more improving effect on income distribution expressed by gini coefficients, the corporate tax has more attenuating effect on the top 1~10% income concentration than the personal income tax. The result of this study has implication that the policy maker may as well pull both strings of the personal income tax and the corporate tax in order to reduce income inequality. The third chapter investigates the relation between personal income tax structure and gini-Gap (before tax and transfer gini coefficient minus after tax and transfer gini coefficient). By introducing OECD Taxing Wages Comparative Table into this investigation which comprises 8 household types covering one- and two-earner families of varying size and different fractions of average gross wage earnings, a spectrum according to tax rate(or tax burden) ranging from statutory top income tax rate to a two children family with one earner of 100% of average production worker income level is possible to set up. Regressing each tax rate (or the tax burden) on gini-Gap, we gained a meaningful result that the gini-Gap is not most sensitive to top rate. This result is not supportive to the result of Duncan & Peter(2012). They suggested that the income distribution is more sensitive to the change of top tax rate rather than other tax rate of middle or lower income tax bracket.
