Moreover, additional analysis was carried out from the perspective of overall household savings, reflecting the possibility that private pensions may have crowded out household savings. First, this study analyzed whether the contributions increased after raising the deductible amount. To conduct a DID (Difference-in-Differences) analysis, a sample was divided into the treatment group and the control group. The control group consisted of householders whose contribution into private pensions exceeded 4 million won in 2010, and therefore those not affected by the increase of deductible amount. The treatment group consisted of the householders whose contribution was equal to or less than 4 million won in 2010. The analysis showed that the raising of the deductible amount led to an increase in contributions into private pensions. However, an analysis conducted by income quartiles demonstrated that the pension contributions increased only in the upper half, i.e. the households with relatively higher incomes. Determining the effect of the policy based solely on the contributions of private pension has its limits. To this end, an additional analysis was conducted on the household savings rate and the amount of savings. The results explained that raising the deductible amount did not increase the level of household gross savings. Instead, there was evidence that private pensions tend to crowd out household savings, and the scale of crowding out was considerable. This differs from the common expectation that increasing private pension is an effective way for the public to set aside retirement income.
