Abstract
The Korean National Parks have been designated and managed uniformly according to categories, such as natural ecosystem, natural landscape, cultural landscape, geographical preservation, and location and convenience of use. However, in essence, it seems reasonable to classify national parks into mountain type, seacoast type and historical site type. From this point of view, Gyeongju National Park is categorized into an historical-site type national park, the only one in Korea.
Unfortunately, the plans to establish national parks based on the National Parks Act, do not include plans for an historical-site type park focusing on cultural assets. The existing plans for Gyeongju National Park have not dealt with plans to establish parks for cultural historical sites, either. Therefore, in reality, it is difficult to draw plans for parks by which cultural assets in Gyeongju National Park can be effectively preserved, managed and used.
For this study, an evaluation was carried out of eight districts in Gyeongju National Park under the criteria of the National Parks Act and the results were processed into data. Also, the results were compared with that of Doegyusan National Park and Odaesan National Park. The results showed that four out of eight districts in Gyeongju National Park were behind the criteria. Based on the results, this dissertation recommends that for effective management of a historical-site type national park, four out of eight districts in Gyeongju National Park have their boundaries adjusted.
The problem of the inconsistent boundaries of Gyeongju National Park should be solved, in principle, by measuring boundaries. This dissertation suggests, however, that errors be revised by measuring coordinates of a supplementary control point at a cadastral map given costs and time.
In addition, as Gyeongju National Park has been transferred from Gyeongju city to Korea National Park Service for management, this dissertation sets up the criteria for transferring and accepting the park facilities and suggests measures to manage and transfer national parks in an effective way.
The result will suggest directions to establish further plans for Gyeongju National Park, the sole historical-site type national park as well as encourage professionals in the field to participate and put their efforts into the task.
