오늘날 영국과 프랑스는 문화·예술선진국가로서 국가적 위상을 가진다. 일찍이 영국과 프랑스는 문화예술교육의 가치를 인식하고, 문화예술교육의 발전을 위한 정책적 지원을 펼쳐왔기 때문이다. 서유럽 국가들은 19세기말부터 20세기 무렵 직업적 교육을 벗어난 전인 교육의 개혁을 시도하였다. 이에 정부는 학교 내 예술교육의 중요성을 강조하였고, 학교 밖에서도 아동과 청소년이 문화예술을 체험 할 수 있는 환경이 조성되었다. 영국의 경우에는 Creative Partnership을 통하여 소외계층 아동과 청소년에게 문화예술교육의 양질의 체험을 장려하였다. 한편, 프랑스는 ‘문화의 집(Maison de la Culture)’과 지방문화행정사무국(DRAC)을 통해 지방 및 지역에 미술관, 도서관 등과 같은 공공문화자원이 확대 되었다. 지식문화사회가 도래함에 따라 전 세계적으로 ‘창의 인재’ 함양이 국가경쟁력의 중요한 동력으로 떠올랐다. 따라서 국내에서도 창의력을 키울 수 있는 문화예술교육에 대해 관심을 갖게 되었다. 국내 문화예술교육의 정책의 흐름을 살펴보면, 2003년 8월에 ‘문화예술교육부’가 신설되었다. 이후 2005년에는「문화예술교육 지원법」에 근거하여 한국문화예술교육진흥원이 설립하게 되었고, 이때부터 국내 문화예술교육정책이 본격적으로 시행되었다. 2012년 주5일제 수업이 전면 시행되면서 학교 밖에서 진행되는 문화예술교육의 수요가 증가하였다. 이에 학교 밖 다양한 문화·예술 체험이 가능한 복합문화시설 및 공간들이 점차 확대되어지고 있다. 본 논문에서는 문화시설 중 다양한 문화예술을 체험의 기회와 욕구를 충족시킬 수 있는 복합문화시설에 대해 주목하였다. 복합문화공간을 활용한 학교 밖 교육 사례로는 세종문화회관 내에서 진행되는 ‘세종 꿈나무 오케스트라’를 선정하였다. 세종문화회관이 가지는 인적자원과 공간적 특수성을 활용한 문화예술교육프로그램이 운영되고 있기 때문이다. 2010년에 시작된 ‘세종 꿈나무 오케스트라’가 단기적인 프로그램으로 끝나지 않기 위해선 체계적인 운영방식과 프로그램에 관한 고찰이 필요하다. 본 논문을 통해 시행착오를 겪으며 문화예술교육의 기반을 튼튼히 다져온 영국과 프랑스의 문화예술교육정책을 살펴보았다. 또한 영국의 ‘로열 오페라 하우스(Royal Opera House)’와 프랑스의 ‘조르쥬 퐁피두 국립문화센터(Centre National d'Art et de Culture Georges Pompidou)’의 ...

Out-of-school culture and art education policies through operation of complex cultural facility programs : Focusing of England and France Case
Today, England and France have seen their national status as advanced cultural and art nations. It's because England and France early recognized the value of culture and art education and have provided political support to the field to develop it. Western European countries tried to reform whole-person education escaping from professional education from the end of the 19th century to the 20th century. Accordingly, the governments emphasized the importance of art education in school and the environments that children and adolescents can experience culture and arts out of school were promoted. England encouraged children and adolescents of neglected classes of people to experience high-quality culture and art education through Creative Partnership. Meanwhile, in case of France, public cultural resources such as art museums and libraries were expanded to the provinces and areas through 'Maison de la Culture' and Directions Regionales Des Affairs Culturellers (DRAC). As knowledge-based and cultural society arrived, fostering creative talents globally became the main drivers of national competitiveness. Therefore, Korea got to be interested in culture and art education that can develop creativity. As for the flow of Korean culture and art education policies, the Ministry of Culture and Arts Education was newly established in August 2003. After that, the Korea Arts and Culture Education Service got to be established based on 「Support for Arts and Culture Education Act」 in 2005. As the five-day school week was fully implemented in 2012, demands in culture and art education arranged out of school increased. Accordingly, complex cultural facilities and spaces that various culture and art experiences are possible out of school have gradually expanded. This paper focused on the complex cultural facilities that can satisfy opportunities and desire for experiencing various types of culture and arts. 'Sejong Dream Tree Orchestra' arranged in the Sejong Center for the Performing Arts was selected as an example of out-of-school education utilizing complex cultural spaces. It's because the cultural and art education programs that utilize human resources of the Sejong Center for the Performing Arts and spatial distinct characteristics have been operated. Considerations on systematic operation methods and programs of 'the Sejong Dream Tree Orchestra' that began in 2010 are needed not to be a short-term program. This paper examined the cultural and art education policies of England and France which have laid firm foundations of cultural and art education undergoing trial and error. And a case study of the 'Royal Opera House' in England and the 'Centre National d'Art et de Culture Georges Pompidou' in France could be found that cultural and art education programs utilizing cultural resources have been arranged with the complex cultural facilities' own operation systems. It is expected that the study will serve as a momentum that out-of-school complex cultural facilities in Korea will have their independent operation systems and be helpful for planning and producing their characteristic programs.
