This study has set the purpose of green building as the energy saving and mitigating greenhouse gas emissions of buildings as presented in 「Basic Act on Low Carbon Green Growth」and will conduct comparative analysis on the G-SEED of Korea with LEED, BREEAM and CASBEE to look at conformity of evaluation items and method of G-SEED. This study aims to propose improvement scheme for G-SEED under the objectives of energy saving and mitigating greenhouse gas emissions of buildings. The findings result of this study is summarized as follows. First, it is necessary to formulate the basic concepts and objectives of green building in line with the purpose of "building energy-saving and greenhouse gas emissions" of "Low Carbon, Green Growth Basic Law" and to set up the clear directions of the regulation. Secondly, LEED regulates energy consumption through the prerequisite requirements and BREEAM focus on controlling the energy of building through building regulations, whereas there is no institutional framework to regulate energy consumption and greenhouse gas emission within building codes and certification scheme in Korea. In this reason, G-SEED needs to establish the standard for energy consumption greenhouse gas emissions of the building, where building energy consumption should be based on the analysis of total amount of energy. Thirdly, comparative analysis on the certified buildings as green building in Korea has shown that the subject building show the uneven score distribution in different evaluation items. And, the buildings have been standardized downward in comparison with the reference assigned scores in the compulsory items. Moreover, these items lack the enforceability and effectiveness. In addition, it indicates that a number of evaluation items are duplicated with regulatory provisions. It is essential to remove the minimum rate from compulsory items and to adjust evaluation criteria higher than the one in the regulatory provisions and lastly to delete low scoring items in the evaluation criteria, or the irrelevant criteria in the view of purpose of green building certification. Fourthly, this study has attempted to reformulate the certification system in order to reinforce the energy assessment, in which the remained scores should be adjusted and allocated preferentially to energy sections. Also, in order to formulate the institutional frameworks of G-SEED so that it may contribute to reduce the greenhouse gas emission of building, it is necessary to conduct actual certification after 1 year operation of the building to implement realistic energy performance evaluation. In this way, the certification system should be supported by the process revision. In conclusion, in order to achieve the national greenhouse gas reduction targets, it requires substantial effort in the field of architecture; also G-SEED needs to be conformed with the purpose of related regulations and to be capable of assessing realistically the energy and greenhouse gas emissions of buildings. Also, it is necessary to expand G-SEED not only quantitatively but also qualitatively by implementing effective performance evaluation.
