The R&D investment of Korea at the national level over the last 3 decades have drastically increased. However, the citation frequency per paper in the SCI that relatively displays the qualitative standard have only remained within the world’s 30th. In this context, it can be assumed that we will need to consider a variety of new approaches to support high level performance in the basic science, different from those of the previous.
Based on a number of previous researches, there appears to be two contrasting opinions in understanding basic science. The first opinion emphasizes the researcher’s internal motivation to participate rather than the functional aspects of basic research. It argues that such willingness is able to cause self-induced concentration of the researchers and led to natural utilization of their achievements.
The second one, on the other hand, states that the functional aspects of the basic research should be considered from the very early stages of its construction so as to establish a purpose oriented research. This is in alignment with the opinions that promote artificial coordination and adjustments to maximize research achievement most effectively and efficiently.
Based upon this background, this research attempts to analyze factors that influence the major essential characteristics of basic science by focusing on the high quality achievements in basic science programme. This research aims to investigate the main mechanisms by proving the hypothesis - the key influential factors that induce outstanding research achievements will differ from the general research outcomes.
More specifically, it is assumed that the general research achievements are correlated to factors like research experience, research cost, and research infrastructure; while those that influence outstanding achievements are closely related to the puzzle solving attitude of the researcher, the diversity within the research group, and the relatively high willingness of the researcher in international joint research participation.
In order to figure out and investigate this hypothesis, a sample of 2,500 researchers who have participated in individual research among basic science programme were selected and surveyed. To understand the attitudes towards creativity, researchers were asked about their main motivation for becoming involved in research activities, the satisfaction levels towards the efficiency of research administration support systems, and their thoughts on why international joint research projects are promoted.
The remaining information such as project type, categorization of research level, number of participating researchers, and amalgamation of research groups were concluded from regression analysis using NTIS project data base, while the more hands-on information about how the researchers feel about the field has been gathered through interviews.
In conclusion, the group of researchers who show the puzzle solving attitude, the group of researchers who feel that research support administration system is efficient, and a heterogeneous constitute of the research group – it is found that the key influential factor that allows for outstanding research outcome.
