This study aims to explore perception between kindergarten teachers and child-care teachers regarding integrated early childhood education and care. This will help to identify the difficulties and positive aspects for integrated early childhood education and care. The purpose of this study is to gather opinions that can be reflected in the integration process of early childhood education and care and to use it as basic data for integrated policy. First, what is the positive perception of kindergarten and child-care directors about integrated early childhood education and care. Second, what is the negative perception of kindergarten and child-care center directors about integrated early childhood education and care. The subjects of this study were four directors of kindergartens and four directors of child-care centers in Seoul and Gyeonggi province. In order to collect the research data, a total of 16 in-depth interviews and one focus group interviews were conducted from April 2016 to October 2016. The contents of the data collected during the research period (recording, interview transcript, field note) were coded and categorized according to the method presented by Biklen and Bogdan (2010/2007). As a result, the kindergarten directors and the child-care center directors who were working in the field agreed on the necessity of integrating early childhood education and care. However, there were differences in the perception of the positive and negative aspects of the integration between the two directors. The details are as follows. First, Kindergarten directors' perceptions about the integrated early childhood education and care are as follows. Kindergarten directors' positive perceptions about integrated early childhood education and care showed securing the ease of recruitment of kindergarten according to ages integration, efficiency of government policy, increase of convenience of parents, and connection of kindergarten curriculum and nursery child care process. In other words, it recognized service improvement and policy effectiveness as positive aspects. On the other hand, the negative perceptions about the integration of kindergarten directors were concerned that the quality of teachers in all early childhood education institutions would be lowered through unification of teacher training system, and was perceived as negative in terms of deteriorating quality of education. Also, they were concerned about the change of the image of kindergarten as a school in early childhood due to the integration of education and child care. Second, child-care center directors' perceptions about the integrated early childhood education and care are as follows. Child-care center directors' positive perceptions about integrated early childhood education and care showed parents' service improvement and increased efficiency by the unification of administrative departments, the change in the image of child-care centers and teachers, and the improvement of labor condition of child-care teachers. The negative perceptions of the child-care center directors showed to be due to difficulties in the integration process, concerns about the integration of teacher qualifications, concerns about the developmental gap between infants and young children due to age integration, and concerns about the supply and demand of young children. At this point, it was found that enough communication and mature attitudes among stakeholders were needed in order to solve the anxiety expressed by kindergarten and child-care center practitioners, reduce the side effects, and make process of integrated early childhood education and care in the desirable direction. It is also expected that this study will be provided as a basis data of policy on integration.
