The purpose of this study is to investigate the actual conditions and status of the schools that keep operating student orchestras program even after the termination of financial support from the Ministry of Education in order to propose implications for a sustainable plan on how to effectively operate the orchestra without financial support from the Ministry of Education. The target of this study is 23 elementary, middle and high schools that had received financial support from the Ministry of Education since 2012 and still managed to sustain the student orchestra even after they do not receive the support and any longer Questionnaires were developed and used to conduct surveys of basic investigation, environmental investigation, actual conditions and plans for improvement of their student orchestras. The results of the survey showed that in most of the schools, teachers of the program are putting a lot of effort into sustaining the student orchestra, especially to secure funding for the program. In addition, principals of most schools had low interest in the orchestra programs, and it was another cause of concern for the continuous operation of the orchestra program. Most of the teachers responded that the activities of the orchestra did not affect the studies of students in a negative way. Rather, they reported that the grades of the students participating in the orchestra improved. They were also unsatisfied regarding the support of the Ministry of Education and had no expectation for big changes in relation to the support. The development plan for the student orchestra based on the results of this study is as follows. First, in order for the orchestra to be sustained, the teachers (orchestra instructors) should be provided with reasonable compensations in relation to the arrangement of songs and instrument guidance as well as the professional training of conducting, arrangement and management. If the teachers receive sufficient support to gain skills and knowledge regarding conducting and arrangement, they will be able to maintain the orchestra program on their own even without any financial support from government. Second, instead of distributing budget, manpower, and other efforts to many schools, if they can be focused on stronghold schools that are designated by region the budget can be saved and the sustainability will increase. In addition, the orchestra network should be built between the local government and orchestra so that an orchestra that includes everyone from elementary school students to adults can be organized. It will help the students to continue to participate in the orchestra after they graduate. Third, another study should be conducted to investigate how the orchestras of 500 schools with the title of "Self-support Orchestras" after the end of support from the Ministry of Education are operated and to find out how they can be sustainable. Furthermore, the sustainability of the student orchestras will increase. if a plan can be developed to make a network of the schools operating the “self-support orchestra” by region. Fourth, a study on the 'Social Changes through the Education of Orchestra" needs to be conducted.
