Car sharing is an effective policy in solving the environmental problem and that of traffic jams at the same time. In this study, theoretical review was performed to identify the factors activating car sharing; then, the Analytic Hierarchy Process (AHP) was performed to examine the policies among the factors. On this basis, a plan for activating car sharing was presented. The main results of the analysis are as follows: First, the analysis of the principal areas gave the first priority to the infrastructural factors, followed by the operational and institutional factors, in activating car sharing. Second, the analysis of the sub-areas gave the first priority to 'the supply of car rental stations so that users can use them conveniently,' followed by 'the supply of parking lots exclusively for car sharing in urban and residential areas,' among the infrastructural factors. Third, the analysis of the sub-areas gave the first priority to 'a decrease in the burden on users by lowering the price,' followed by 'a decrease in the risk burden through insurance against accidents,' among the operational factors. Fourth, the analysis of the sub-areas gave the first priority to 'incentives for introduction of car sharing for corporational and group business,' followed by 'financial support with a subsidy to car-sharing entrepreneurs purchasing an eco-friendly vehicle,' among the institutional factors.
