둘째, 델파이 연구에 이어서 실시한 근거이론 연구의 개방코딩을 실시한 결과, 총 63개의 개념과 23개의 하위범주, 12개의 범주가 도출되었다. 또한 축코딩 분석 결과, ‘사설 특수체육 양적팽창’과 ‘전문성 결여’로 인하여 사설 특수체육기관의 위기에 직면하게 되는 것으로 나타났다. ‘위기의 사설 특수체육기관’ 이라는 중심현상은 비인가 형태의 사설 특수체육기관의 난립, 특수체육에 대한 의식 부족, 주먹구구식 운영으로 인하여 발생하는 것으로 분석되었다. 위기의 사설 특수체육기관은 왜곡된 인식으로 인하여 특수체육 전공자들의 기피현상과 사회서비스 실시에 따른 이해부족으로 위기가 가중되었고 기관장의 개인역량에 의해 내부적 어려움과 외부적 어려움에 대처하는 방식에 따라 사설 특수체육기관의 유형은 안정형, 내부 성장형, 외부 성장형, 고립형으로 분석되었다.

This research studies and analyzes the current situations of private adapted physical education (APE) centers to provide basic data on the challenges they face in operation, how to address them and what is required for successful operation of the centers. We have conducted mixed methods research combining quantitative and qualitative methods in collecting and analyzing data, and came to a conclusion that fits our research theme. First, we carried out a survey to study current status of Korean APE centers. Then we used the Delphi and AHP methods on a panel of experts to study the difficulties they encounter in running the centers, how to address them and what they need to ensure smooth running of center operations. In addition, grounded theory methodology suggested by Strauss and Corbin (1998) was applied to reach a profound conclusion based on the study results.
First, our Delphi survey on the difficulties faced by private APE centers showed that the biggest challenge was the difficulties in managing staff. Second on the list was difficulties in financial management, with difficulties in administrative operation and program operation in third and fourth places. As to the efforts they made to address the challenges, attempts to secure stable financial resources topped the list. Securing professional staff came second, followed by efforts to overcome difficulties in efficient administrative operation and user-centered operation in third and fourth places.
In regard to conditions for successful operation of centers, supplying and fostering the growth of professional staff topped the list, followed by stable financial structure. Stable operation management and enhanced professional education programs came third and fourth.
Second, open coding of the grounded theory research following the Delphi study produced 63 concepts, with 23 subcategories and 12 categories. Axis coding analysis showed quantitative expansion of private APE centers and lack of expertise resulted in the current crisis faced by private APE centers. It was analyzed that the main phenomenon described as "private APE centers in crisis" was caused by a random increase of unauthorized centers, lack of people's recognition of APE and unsystematic operation of the centers. Distorted views on private APE centers aggravated the problem as APE majors shunned the field and few people understood the importance of social service. Depending on the ways the administrators deal with internal and external challenges their centers face, the centers were classified into four types: stable, internal growth, external growth, isolated. Situation models were created based on the statements of private APE centers.
Finally, the Delphi survey in this research suggested that private APE centers face difficulties in staff management and this needs to be addressed by financial efforts as part of strategies for smooth operation of the centers. In addition, our research based on grounded theory approach found that intervention supported by center heads is critical in overcoming the challenges including staff management.
This research explored the obstacles faced by private APE centers, how to address them, and how to successfully operate the centers through a series of quantitative and qualitative studies. It helped identify how the heads of the centers cope with the challenges they face and how their efforts turn out.
