The study investigated the development of child welfare for the improvement of children’s rights in Korea based on the United Nations Convention on the Rights of the Child. The international agreement on the rights of children has been established after over two decades of worldwide attention to human rights. This year marks the 26th anniversary of the ratification of the United Nations Convention on the Rights of the Child, which was unanimously adopted by the United Nations in 1989 and ratified by most countries in the world. As a recommendation of the UN Committee on the Rights of the Child, Korea has been made efforts for the child for the past 26 years. Although it is true that the Korean government has made a lot of efforts with regard to the rights and welfare of children because of the Convention on the Rights of the Child, there are still many cases where the rights of children are not recognized as 'natural'. Children are not supposed to be simply defined as an immature human being below the age of puberty. Since children are reflection of our past and future, we have to rethink about what children's right is and take it more serious. In this study, we examined the rights of children centering on literatures about children 's rights. The report compares and analyzes four national reports on the analysis of the eight areas of the National Committee on the Rights of the Child, and reviews the domestic child welfare laws developed by the United Nations Convention on the Rights of the Child, Respectively. As a result of analyzing the four national reports, it can be seen that the UN Convention on the Rights of the Child has a significant effect on the enactment and amendment of domestic child welfare laws. However, the provisions of the Child Welfare Act do not have a strict legal instrument for guaranteeing children's rights because they have more recommendation provisions than those of obligatory ones. In order for children to be guaranteed their rights, concrete and compulsory legislative measures are needed in accordance with the child's reality, centered on the recommendations of the Convention on the Rights of the Child. Moreover, the government needs to actively promote and educate the public as public awareness of children's rights needs to be backed up in order to guarantee children's rights. An analysis of the country's compliance with the recommendations of the National Report and the UN Committee on the Rights of the Child showed that there were many selective policies for all children under 18 to enjoy their rights. In order for a child to be human and happy, universal welfare without discrimination is important.
