The purpose of this study is to investigate how the formation process of local based lifelong learning community is centered on 'Namyangju Learning Lighthouse' and to analyze the social practices of local based lifelong learning community. This paper raises two key questions: First, what is the nature of the characteristics and changes of the Namyangju Learning Lighthouse? Second, what are the characteristics and values of the Namyangju Learning Lighthouse in view of local based lifelong learning community? This study used a hermeneutic approach as the research methodology. The research targets were 100 Learning Lighthouses, established and operated from 2011 to 2016. The researcher was a participant, who directly participated in the research case, but became an interpreter by keeping a gap-term of over a year. The research progress is as follows. Through the literature from 2011 to 2016, the major issues and changes were analyzed in the practice lighthouse. In-depth interviews were conducted to capture vivid experiences of the participants in the Learning Lighthouse operation. A total of 23 participants were selected for the administration, the learning manager, and the village(lighthouse management committee). The interviews were conducted from October, 2016 to February, 2017 and analyzed one to three times depending on the participants. The result of the first analysis was reevaluated through the second practical interpretation of what it means in the whole of local based lifelong learning community. The results of the study are summarized as follows. First, the process of forming the practice community of Namyangju Learning Lighthouse was analyzed as follows. In potential stage, a Learning Lighthouse model was developed, and a Learning Lighthouse was established by administrative body and programs were operated. Through Learning Lighthouses, learning opportunities were given to residents and exchange of kinship among residents were established, which became the foundation of local based lifelong learning community. In coalescing stage began to develop with concrete goal, direction and activity of the Learning Lighthouse and established the basic system of practice. Moreover, the Learning Lighthouse was installed and operated as a village led by residents’ needs and residents' participation, and it became a local based lifelong learning community. In maturity, Learning Lighthouses expanded quantitatively and sharing and learning among villages increased to solve the gap between Learning Lighthouses. It became the stage of maturation of the local based lifelong learning community that generates and learns the knowledge of the practices particular to Namyangju. The stewardship stage is the time when the interaction and connection between village and village as well as village to the local area become prominent. Learning and other emergent cases occurred and their know-how and knowledge were shared. The local based lifelong learning community extends beyond the village to the whole world. The Namyangju Learning Lighthouse was analyzed as a principle of the practice community and turned into local based lifelong learning community. Second, the implications for local based lifelong learning community's subjectivity, practicality, sustainability, and ecosystem characteristics have been found through the practical interpretation of the Namyangju Learning Lighthouse at the local lifelong learning community level. In terms of subjectivity, The emergence of new residents of local lifelong learning such as learning managers and Learning Lighthouse steering committees has led to various conflicts in the local based lifelong learning community development that had been carried out in the past. Learning from the aspect of practicality, solving problems and conflicts arising from the practice of lighthouse participation is itself a process of learning and becoming a subject. This practical experience is valuable in that the residents themselves find out the village agenda through lifelong learning, resolve, and form a self-supporting culture that changes the village. In terms of sustainability, Learning Lighthouse management promotes the formation of local communities as it becomes a task for villages, not individuals. The Learning Lighthouse has become the central agenda of the region through the process of democratic deliberation, such as forums or workshops centered on residents. Local lifelong learning requires a balance between institutional and movement aspects. In terms of ecosystem characteristics, the Learning Lighthouse has expanded the learning opportunities of residents by transforming villagers' living spaces into learning spaces and playing a central role in community revitalization by promoting exchanges between residents. It also carries the possibility of affecting the social system part of the country beyond regional lifelong education. Through Learning Lighthouses, the local based lifelong learning community can realize a citizen-led network-based learning society in which local practice knowledge is shared and recreated. The conclusions of local based lifelong learning community based on the above findings are as follows. First, it should be noted that villages, which are residential living spaces, are important lifelong learning systems for expanding learning opportunities for residents and networking learning resources. Second, what is needed to form a local based lifelong learning community is the intellectual common ground that enables social participation and social network expansion. The intellectual commons, which connect residents and residents and villages and villages to promote exchanges, are a place of possibilities to provide the wisdom of collective intelligence. Third, in the formation process of local based lifelong learning community, new concepts are created and new vitality is created in the region.
