The purpose of this study was to forecasting changes in HRD and HRD practitioners’ roles in response to the advances of Artificial Intelligence. First, how will HRD be changed according to artificial intelligence? Second, how will the role of HRD practitioner change and what point of changes in HRD affect role change? This study conducted literature review and the Delphi survey three times to gather expert opinions for the forecasting. Delphi survey members are consisted of 11 HRD experts included 4 professors, 3 consultants and 4 practitioners in company. Based on the literature survey and the first open Delphi survey, the initial draft was constructed. A 2nd round Delphi survey was conducted for the amended draft, and the final results were drawn through the 3rd round Delphi survey. The results of the study are as follows. First, it is expected that advances of Artificial Intelligence will make a significant difference in personal development, career development, organizational development and HRD areas. First of all, it is expected that the tendency to learn from the perspective of life and learning will be strengthened. In addition, artificial intelligence can be used to apply learning methods that were difficult to implement, such as personalized learning. In areas of career development, career transformation based on life-career concept would seem necessary depending on displacement of jobs. The scope of career development is also expected to expand to lifelong learning. Artificial intelligence will also accelerate workplace changes, requiring HRD to build a new culture of change management, communication and collaboration, and it is expected to change its leadership model and development approach. And it will become increasingly important to manage a core talent with extremely high levels of expertise, creative and social intelligence that is impossible to be replace by artificial intelligence. In the area of HRD, HRD is expected to shrink its own organization and workforce, and consolidate data and systems with HRM to drive more automated system-based operation. Routine tasks will disappear, and policies, strategy-oriented tasks and face-to-face tasks will become important. Fixed facilities may be reduced, but facilities for employee welfare and teamwork activities are likely to continue. Second, most of the current role is likely to change very much, or at least a little in the future. The role of integrated talent managers is expected to change most, they will actively participate in the entire HR process, and perform core talent management and career development support. Also, the role of instructional designer and HRD strategist is expected to change a lot next time. In particular, the HRD strategist role should play a role as a technology strategist who suggests not only an uncertain future direction of change but also the use of artificial intelligence and task allocation. The role of organizational learning and organizational change facilitators is expected to be strengthened in terms of identifying and coping with organizational strategies, culture, and networks, including dynamics between stakeholders and internal political conflicts. It is expected that the role of the learning effect evaluator, HRD operator, and training deliverer will be able to use artificial intelligence to lessen the burden of simple tasks and focus on more valuable tasks. The factors that directly affect the change in these roles are changes in the area of personal development. In particular, informal learning or organizational learning will be the most influential factor in learning for reflection and problem solving and will link the work and learning. The conclusions of the study are as follows. First, it is unlikely that all of the HRD will be drastically changed by 2030, but many changes are inevitable. HRD should make a policy decision about artificial intelligence's area and the area to be left to human. And this will be a chance to reflect on meaning of human, work and learning. In the field of career development and organizational development, compared with individual development areas, it is hard to find the research that has widely accepted in academia. However, new theories and practices will be materialized if the change becomes concrete. The role and status of HRD will be decided depending on whether it can find a valuable new role such as keeping and enhancing human value in the change of work due to advances of Artificial Intelligence.
Second, a lot of changes were forecast in HRD area. Important roles that could not yet be performed will be strengthened with the support of artificial intelligence, and roles that could not be replaced with artificial intelligence will also be reinforced. However, the role that artificial intelligence can perform better at a lower cost is expected to be reduced. This does not mean only simple and routine tasks, it also applies to HRD expertise tasks that can be configurable. If artificial intelligence will not change the nature of specific roles, those roles will not be changed significantly until 2030, but learning tools and methods can be changed. Based on these results and conclusions, this study explored the ways how HRD practitioner to cope with the changes in artificial intelligences in Korea. Finally, this study suggested the follow-up studies.
