넷째, 식품안전 확보를 위한 정부 정책에 대한 질문에서 정부 정책이 ‘충분하지 않다’와 ‘매우 충분하지 않다’는 답변이 69.3%로 조사되었고, 3.3%만이 ‘충분하다’와 ‘매우 충분하다’고 응답하여, 식품안전에 대한 정부의 지속적인 관리가 요구된다. 다섯째, 가공식품 구입 시 제품 불량 경험에서는 냉동식품류가 31.1%로 가장 높았으며, 과자 및 음료류가 24.9%, 일반가공식품이 11.7% 등으로 나타났다. 여섯째, HACCP 의무화가 필요한 제품으로는 ‘일반가공식품(수산물가공품)’이 가장 높았으며, ‘건강기능식품’, ‘식용유지류’, ‘장류’, ‘일반가공식품’ 등으로 조사되어 향후 HACCP 의무화 진행에 검토가 필요한 것으로 사료된다.

Recently, HACCP accreditation has been rapidly increasing due to the introduction of mandatory accreditation of HACCP in Korea. To investigate the improvement of food safety with increasing HACCP accreditation, several food safety indicators such as recall occurrence and foreign material occurrence reported by KFDA(Korea Food and Drug Administration) were analyzed. In addition, consumer’s awareness for food safety issue and HACCP was also investigated.
HACCP accreditation has been underway since 1999 in Korea, and the number of HACCP accreditation had reached 4,544 in the last 3 years, accounting for 55% of the total. The HACCP accreditation was made mandatory for frozen foods from year 2006 to year 2012, and for confectionaries and beverages from 2014 to 2016.
According to a KFDA report, total of 397 food recall cases occurred in Korea during the period of 2013 to 2016, and the rate of recall occurrence with HACCP-accreditation mandatory products in the total was 10.5%, while the rate of occurrence with HACCP-accreditation non-mandatory products was 89.5%. The main causes of food recall during the same period were related to illegal issue and hazard issues, which occurred mostly in food companies without HACCP accreditation. The number of cases reported with regard to foreign materials were 7,491 and 6,017 in 2011 and 2015, respectively, showing gradual decrease up to 20%. The number of cases for adulterated food decreased by 43.9% from 2011 to 2015. However, the number of outbreaks of food poisoning accidents did not decrease, and food safety-related accidents in schools with food poisoning increased every year.
Survey research, in which 332 married women living in Seoul participated, was carried out to examine the awareness of consumer about food safety and HACCP, and summarized as followings. First, 85.5% of all the respondents answered ‘interested’ or ‘very interested’ in food safety issues. Only 0.6% of the respondents answered ‘not interested’ or ‘not interested at all’. Second, 64.7% of all the respondents answered ‘anxious’ or ‘very anxious’ about food safety. Only 3.9% of the respondents answered ‘safe’ or ‘very safe’. Third, it is shown that most of the respondents (50.3%) acquire the information about food safety through ‘mass media such as TV and Radio’ and 39.5% of all respondents acquires through internet. Fourth, 69.3% of all the respondents answered that current government policy is ‘insufficient’ or ‘very insufficient’ for the solution of food safety issues. Only 3.3% of the respondents answered ‘sufficient’ or ‘very sufficient’. It is required to keep the continuous management for food safety by government. Fifth, on the survey respondents’ experience of buying defective foods and food types, the respondents answered that they have experience with ‘frozen foods’ (31.1%), confectionaries and beverages (24.9%), and general processed food (11.7%). Sixth, survey respondents answered on HACCP-accreditation required products, and suggested that processed marine product was the most urgent product for HACCP accreditation, and health foods, oil, fermented foods also require HACCP accreditation.
