본 연구는 우리 사회에서 사교육 현상이 교육을 넘어 하나의 문화로 형성될 만큼 오랫동안 일반화되어 있음에도 불구하고, 사교육을 문화적인 측면에서 조명하고 실증적으로 탐색한 연구가 부족한 현실을 바탕으로 하였다. 이에 초등학생이나 중학생을 자녀로 둔 학부모를 대상으로 우리나라의 사교육을 대표하는 학원문화의 특성을 알아보는 것을 목적으로 하였다. 학원문화에 대한 이론적 접근과 분석을 통하여 향후 학부모들이 사교육과 관련하여 합리적인 의사결정을 할 수 있도록 도움을 제공하고, 좀 더 바람직한 사교육문화를 형성하는데 시사점을 제공하고자 한다. 이상의 목적을 달성하기 위하여 현재 서울에 소재한 학원에 초등학생 또는 중학생 자녀를 보내는 학부모를 대상으로 699명의 설문과 34명의 심층면담을 통하여 자료를 수집하였다. 설문의 통계처리는 SPSSWIN 24.0 프로그램을 사용하여 분석하였으며, 유의수준 p<.05에서 검증하였다. 심층면담은 면담내용을 전사하고 자료의 맥락을 파악하여 양적 연구의 범주와 일치하거나 유사한 내용을 체계적으로 정리하였다. 위와 같은 연구절차를 거쳐 얻은 연구결과 및 결론은 다음과 같다. 첫째, 초·중등 학부모의 학원문화를 분석한 결과, 학원의 표면문화는 사교육의 특성(2.97)>게임이론(2.56)>회고편향(2.47)>사회적 선호(2.27)순이고, 중간문화는 인적자본이론(2.99)>소비자선택이론(2.78)>신호선별이론(2.68)>지위경쟁이론(2.20)순이며, 내재된 문화는 유교문화(2.81)>교육열(2.50)>집산주의(2.48)순으로 높게 나타났다. 이상의 내용으로 볼 때, 학원문화는 사교육의 특성과 학부모의 불안 심리로 인하여 형성되고, 인적자본이론을 축적하거나 좀 더 나은 졸업장을 얻기 위해 유지되며, 유교문화 및 교육열로 인하여 공고히 되고 있다고 볼 수 있다. 둘째, 초·중등 학부모 개인배경에 따른 학원문화를 분석한 결과, 성별에서는 여자가 남자보다 회고편향과 사교육의 특성, 인적자본이론과 신호선별이론이 높은 것으로 나타났다. 연령에서는 30대와 50대가 회고편향이 높고, 50대는 소비자 선택이론과 교육열, 그리고 집산주의문화가 높은 것으로 나타났다. 이어서 학력에서는 고등학교 졸업이 회고편향이 높고, 2∼3년 전문대학 졸업이 인적자본이론이 높게 나타났다. 자녀학년에서는 초등4∼초등6이 게임이론이 높고, 중등1∼중등3이 교육열이 높은 것으로 나타났다. 월평균 소득에서는 500만원이상이 사교육의 특성이 높고, 1,000만원이상이 소비자 선택이론이 높게 나타났다. 300만원이상∼900만원미만이 집산주의가 높은 것으로 나타났다. 이상의 내용으로 볼 때, 학원문화는 ‘어머니가 자녀의 인적자본이나 졸업장을 취득하기 위해 주도하는 문화’, ‘회고편향문화’, 게임이론에 근거한 ‘불안심리로 유발되는 문화’, ‘입시중심 문화’, ‘고소득 학부모들이 주도하는 문화’, ‘교육열· 유교문화·집산주의 문화와 밀접하게 관련된 문화’이다. 셋째, 사교육 실태에 따른 학원문화를 분석한 결과, 사교육비용에서는 50만원이상이 소비자선택이론이 높고, 70만원이상이 게임이론과 사회적 선호, 지위경쟁이론, 내재된 문화의 모든 요인이 높고, 90만원이상이 회고편향, 사교육의 특성, 인적자본이론과 신호선별이론이 높게 나타났다. 가계의 사교육비 지출비중에서는 20%이상이 소비자 선택이론과 교육열이 높고, 30%이상이 사회적 선호와 지위경쟁이론이 높았으며, 40%이상이 게임이론과 회고편향, 사교육의 특성, 신호선별이론과 집산주의가 높게 나타났다. 사교육 참여 개수에서는 4개이상이 소비자 선택이론을 제외한 모든 요인에서 높고, 5개이상이 소비자 선택이론이 높게 나타났다. 사교육 참여시간에서는 3시간이상∼4시간미만이 교육열이 높고, 4시간이상이 사회적 선호와 신호선별이론, 유교문화에서 높게 나타났다. 사교육 결정주체에서는 어머니가 중간문화의 모든 요인과 게임이론, 교육열이 높고, 아버지는 회고편향과 사회적 선호, 유교문화, 집산주의가 높게 나타났다. 사교육 분야에서는 표면문화와 중간문화의 모든 요인에서 교과분야가 높고, 교육열, 집산주의도 교과분야가 높게 나타났다. 사교육 부담정도에서는 ‘매우 부담된다’가 게임이론과 회고편향, 인적자본이론과 신호선별이론, 집산주의가 높았으며, ‘전혀 부담되지 않는다’가 소비자 선택이론이 높게 나타났다. 사교육 기대정도에서는 표면문화, 중간문화, 내재된 문화의 모든 요인이 ‘많이 기대한다’가 높게 나타났다. 사교육 의존정도에서는 표면문화, 중간문화, 내재된 문화의 모든 요인에서 ‘혼자 스스로 공부할 수 없다’가 모두 높게 나타났다. 사교육 정보의 공유여부에서는 표면문화와 중간문화의 모든 요인과 유교문화, 집산주의가 ‘그렇다’에서 높게 나타났다. 이상의 내용으로 볼 때, 사교육 실태에 따른 학원문화는 ‘고비용문화’, ‘고관심문화’, ‘고참여문화’, ‘교과사교육이 주도하는 문화’, ‘학부모의 기대감과 의존도가 높은 문화’, ‘집산주의 문화·회고편향·사회적선호 현상과 밀접하게 관련된 문화’이다. 이상의 내용을 토대로 바람직한 학원문화를 형성하기 위해서, 학부모는 학원을 선택하고 이용할 때 신호·선별적 선택, 회고편향적 선택, 사회적 선호적 선택, 게임이론적 선택을 지양하고, 자녀가 인적자본을 축적하고 수강목적을 달성 할 수 있도록 합리적인 의사결정을 할 수 있도록 노력해야 한다. 학원종사자는 게임이론과 같은 수요자 불안 심리를 이용한 불건전한 마케팅이나 단순하고 소모적인 시험 중심 교육을 지양하고, 인적자본을 축적할 수 있는 교육서비스를 제공하여야 한다.

Although the phenomenon of private tutoring in our society has been generalized to go beyond education to form as a culture, empirical studies examining private tutoring in terms of cultural phenomena have been sparse. Therefore, the purpose of the present study was to explore the characteristics of Hagwon culture, which represents private tutoring in Korea from the perspectives of parents of elementary or middle school students. Through theoretical approach and analysis of Hagwon culture, the present study aims to help parents make rational decisions regarding private tutoring in the future, and to provide suggestions for creating a more desirable private tutoring culture.
To achieve this goal, data were collected through a survey of 699 parents who send their children to private institutes in Seoul, and through conducting in-depth interviews with 34 of them. Statistical analysis of the survey were conducted using the SPSSWIN 24.0 program and verified at the significance level p game theory (2.56) > retrospective bias (2.47) > social preference (2.27). The intermediate culture is in the order of the theory of human capital (2.99) > the theory of customer choice (2.78) > the theory of signal screening (2.68) > the theory of status competition (2.20). The inherent culture was high in the order of Confucianism (2.81) > education (2.50) > collectivism (2.48).
From above, Hagwon culture is formed by the nature of private tutoring and the anxiety of parents, and is maintained by the Confucian culture and the need to earn more prestigious diplomas or to accumulate human capital theory. This is further strengthened by Confucian culture and the zeal of education. Second, the analysis of the Hagwon culture based on the individual backgrounds of the parents of primary and secondary schools showed that women had higher biases to look back in the past, characteristics of private tutoring, human capital theory, and signal screening theory than men. People in their 30s and 50s tend to have a high tendency to look back in the past, while those in their 50s tend to have higher values in consumer choice theory, education, and collectivist culture.
High school graduates had a high tendency to look back on their academic backgrounds, and a high degree of human capital theory emerged when they graduated from two- or three-year college. For the age of their children, those who have children between 4th and 6th grade in primary school have high game theory and those with children between 1st and 3rd grade in secondary school have high educational zeal. In terms of average monthly income, those who earn 5 million won or more are more likely to provide their children with private tutoring, and consumer choice theory has been high for those with income of more than 10 million won. It has been revealed that collectivism is high among those who pay between 3 million won and 9 million won. In terms of the aforementioned findings, Hagwon culture is the culture led by mothers to give their children human capital or diplomas, culture of retrospective bias, culture driven by anxiety based on game theory, and college entrance exams.
Third, the analysis of the culture of private tutorial institutes according to private tutoring status showed that consumer choice theory is high for those whose income is more than 500,000 won, and those earning 700,000 won or more is high in game theory, social preference, competition theory, and internal factors. Those who spend more than 20 percent of households income on private tutoring were high in the theory of consumer choice and education, and those who spend 30 percent were high in social preferences and competition for status, and those who spend 40 percent were highly biased by game theory and retrospective bias. In terms of the number of private tutoring participants, more than four were high in all factors except for the consumer choice theory, and more than five were high in the consumer choice theory. As for the amount of time spent on private tutoring, education fever was high for those who spend more than 3 hours but less than 4. Those who spend more than 4 hours were high in the Confucian culture and social preferences and signal screening theory. In the private tutoring decision-making, mothers have high zeal in game theory, education, and all factors of intermediate culture, whereas fathers have high zeal in retrospective bias, social preference, Confucian culture, and collectivism. At the level of private tutoring burden, responses of ‘very concerned’ were high for the theory of game and reflection bias, as well as for the theory of selecting human capital and the theory of signal and selective choice. Responses of ‘not concerned at all’ was high for the theory of consumer choice. Intermediate culture, inner culture, and all factors of surface culture were high in the level of private tutoring expectations. In terms of the degree of reliance on private tutoring, the findings showed that responses of ‘very much anticipating’ was high for surface culture, intermediate culture and all factors of innate culture. In terms of whether private tutoring information is shared or not, all factors of surface culture and intermediate culture, Confucian culture, and collectivism were high in the yes responses. In terms of the findings above, the Hagwon culture reflecting current state of private tutoring is ‘high-cost culture’, ‘high-expectation culture’, ‘high-participation culture’, ‘culture of curriculum’, ‘culture with high expectation of students’ parents’,and ‘culture in close relations with collectivism, reflection-biased, and the phenomena of social preference’.
In order to achieve desirable Hagwon culture based on above content, parents must refrain from selecting and using private institutes with a signal and selective choice, a retrospective bias, a social preference, and a game theory. Rather, efforts should be made to ensure that children make reasonable decisions to expand their human capital and achieve their teaching objectives. Finally, Hagwon workers should not only refrain from unhealthy marketing such as game theory which utilizes the anxiety of consumers but also simple and exhaustive test-oriented education, but rather provide educational services that increase and accumulate human capital.
