교육이 조직 구성원 개인의 지식, 스킬, 태도의 증진 뿐 아니라 구성원 개인의 행동변화를 통해 조직의 성과에 기여하도록 교육 패러다임이 학습중심에서 성과중심으로 이동하고 있다. 조직의 실제문제를 해결하는 과정에서 개인의 수행증진 및 조직의 성과향상이 이루어지도록 요구받고 있는 것이다. 수행공학(Human Performance Technology, HPT)은 개인 및 조직의 수행 문제를 체계적이고 분석적으로 접근할 수 있는 다양한 방법을 제공함으로써 수행증진을 도모할 수 있는 유용한 접근법이다. 그동안 수행공학의 절차와 방법론을 적용하고자 하는 다양한 시도가 있었으나 수행공학 모형을 가지고 전체 프로세스를 조직 상황 맥락에 적용하여 모형을 실증한 실천적 사례연구는 찾아보기 힘들다. 성과중심의 교육을 위해 수행공학 이론과 실천에 대한 관심이 증대되고, 실제 선행연구자들이 그 필요성을 논리적으로 역설하거나 모형의 일부를 적용하여 연구를 수행해 왔으나 대부분 수행 및 원인분석에 치중해 있다. 수행공학 모형을 적용하여 실제 현장에서 성과 중심의 교육이 활성화 되고 조직 및 구성원의 수행 개선이 이루어지려면 분석과 해결책을 제시하는 수준을 넘어 구체적 실천 맥락에서 해결책을 실행하고 평가하여 그 효과성과 타당성을 검증할 필요가 있다. 따라서 본 연구에서는 수행공학의 학문영역에서 가장 일반적으로 활용되고 있는 ISPI(International Society for Performance Improvement) 모형을 국가 감염병 위기대응 상황 맥락에 적용하여 위기대응 주요 조직과 핵심 인력의 수행증진을 위한 실천적 연구를 진행하게 되었다. 이를 위해 먼저 문헌연구를 통해 기존 모형과 선행연구를 비교 분석하여, 감염병 위기대응 상황맥락에 맞도록 ISPI모형의 각 단계별 적절한 방법과 도구를 선정하였다. 다음으로 감염병 위기대응 핵심조직인 중앙 및 지방 공무원 조직과 핵심인력인 역학조사관 등을 대상으로 ISPI 수행공학 모형의 5단계 절차에 따라 수행분석, 원인분석, 해결책 선정과 설계, 해결책 실행 및 변화관리, 결과평가의 순서로 실제 현장에 적용하였다. 실제 적용하는 과정에서 모형과 각 단계별로 선정되어 활용한 세부모형 및 도구의 개선점 및 적합성을 탐색하였으며, 실제 모형적용 결과를 종합 분석하여 감염병 위기대응 조직 및 개인의 수행개선을 위한 최종 모형을 제안하였다. 먼저 수행분석 단계에서는 감염병 위기대응 조직과 인력 그리고 환경에 대한 분석을 실시하였으며, 이를 위해 문헌고찰 및 주요 핵심인력들에 대한 면담과 설문조사를 실시하였다. 이러한 조직 및 환경 분석, 면담 및 설문조사를 통해 감염병 위기대응의 현황을 파악하고, 조직 및 인력에 대한 이상적인 기대수준(To-Be)과 현재수준(As-Is)의 차이인 수행격차(Performance Gap)를 확인하였다. 원인분석 단계에서는 수행격차가 발생하는 원인에 대해 Gilbert의 행동공학모형(Behavioral Engineering Model, BEM)과 Engestrom의 활동이론(Activity System Analysis, ASA), 그리고 Robinson & Robinson의 수행관계지도(Performance RelationMap)를 분석도구로 활용하였다. 각 분석도구별로 수행격차의 원인에 대해 행동공학모형에서는 환경적 자원부족과 행동래퍼토리, 활동이론에서는 주체, 대상, 도구, 공동체, 분업, 규칙을 구성요소로 하여 원인과 이에 따른 교육적 요구를 파악하였으며, 수행관계지도에서는 조사결과에 대한 정보를 일목요연하계 정리하고 분석하여 수행격차의 원인을 내적원인과 외적원인으로 제시하였다. 수행 및 원인분석 단계에서는 모형 적용에서 있어 분석의 기준 또는 수준의 중요성이 파악되었고, 수행의 수준을 개인, 프로세스, 그리고 직무의 세 가지 수준으로 제시한 러믈러와 브라체 모형을 토대로 하였다. 해결책 선정 및 설계단계에서는 문제점에 대한 원인분석 결과 직무수행에 필요한 지식 및 기술적 요소에 대한 우선순위가 높아 직무역량 향상을 위한 직무분석 및 역량모델링, 역량기반 교육프로그램 개발, 그리고 직무 보조물 개발 등이 해결책으로 제시되었다. 직무분석의 경우, 수행 및 원인분석 단계에서 분석의 기준이 된다는 점에서 해결책 선정 단계가 아닌 분석단계에서 이루어지는 것이 바람직하다는 것이 발견되었다. 해결책 실행 및 변화관리에서는 3단계에서 개발된 감염병 위기대응 역량기반 교육프로그램을 실행하였다. 마지막 평가단계에서는 실행된 역량기반 교육프로그램에 대해 커크패트릭의 4단계 평가모형을 적용하여 교육만족도(반응평가), 학업성취도(학습평가), 현업적용도(행동평가), 역량향상도(결과평가)평가를 실시하여 수행공학의 수행개선 프로세스 5단계 실행을 완료하였다. ISPI 모형을 적용하여 수행 및 원인분석, 해결책설계 및 실행, 그리고 평가의 절차를 통해 감염병 위기대응 역량향상을 위한 교육프로그램을 개발하여 개선안을 도출하고 실행하여 모형검증의 일정한 성과를 달성한 본 연구결과를 토대로 수행공학을 적용한 감염병 위기대응 교육프로그램 개선에 대해 다음과 같은 결론을 도출하였다. 첫째, 수행공학은 조직의 전략과 연계하여 개인 및 조직의 수행을 증진시키는 전략적 과정으로서, ISPI 모형은 감염병 위기대응 핵심조직 및 인력에 대한 역량강화를 위한 교육프로그램 개선과 이를 통한 조직 및 개인의 수행개선에 유용하며, 실행가능성이 높은 도구임을 확인할 수 있었다. 특히 감염병 위기대응 역량향상이라는 수행개선 과제에 대한 수행수준을 고려할 때 조직수준에서는 감염병 위기대응 조직, 프로세스 수준에서는 감염병 위기대응 4단계 프로세스, 직무(수행자) 수준에서는 직무분석이 이루어져 3단계와 4단계의 공통 및 직무역량기반 교육프로그램이 프로세스와 직무별로 설계 및 실행되는데 중요한 기준이 되었다. 둘째, Gilbert의 행동공학모형(BEM)과 Engestrom의 활동이론(Activity System Analysis, ASA), 그리고 Robinson & Robinson의 수행관계지도(Performance Relation Map)는 수행격차(Performance Gap) 확인 및 원인분석에 유용하게 활용되었다. 특히 수행관계지도는 기대수준과 현재수준차이에 대한 내 외부 원인들을 한 개의 그림으로 시각화하여 연구의 방향을 제시함으로 전체 연구목표를 지속적으로 고려하면서 연구를 진행할 수 있도록 해 주었다. 행동공학이론을 수행관계지도와 연계해서 활용함으로 거시적(Mega) 수준에서는 국가 감염병 위기대응 역량향상을, 일반적(Macro) 수준에서는 질병관리본부 및 시도와 시군구 감염병 위기대응 조직의 역량향상을, 그리고 개인적(Micro) 수준에서는 중앙 및 시도 역학조사관과 감염병 위기대응 업무담당자의 역량향상과 같이 다양한 수준의 조직 및 개인을 대상으로 하는 거시적이고 복합적인 성격의 본 연구에 주효했다고 생각된다. 현재까지 수행된 대부분의 연구가 행동공학 모형을 수행 및 원인분석의 도구로 활용하고 있으나, 연구의 규모 및 대상자 특성에 맞게 다양한 모형과 분석도구들을 검토하여 적용할 필요가 있다. 특히 수행공학 모형을 적용하여 연구대상자가 다양하고, 현장이 다른 상황맥락 적 특징을 가진 거시적 연구를 진행할 때는 2개 이상의 도구를 활용하는 것이 연구의 효율성과 결과지향성, 실행가능성을 높일 수 있을 것이다. 셋째, 해결책설계 단계의 직무분석과 역량모델링, 그리고 역량에 기반 한 교육프로그램 개발 및 교육체계수립의 경우 복잡하고 시간이 많이 걸리는 작업이다. 그러나 메르스로 인한 국가 사회적 위기대응처럼 사전에 미리 예방과 대비가 필요한 분야, 새롭게 시도되는 국가정책 및 제도, 그리고 전국이 동일한 인식과 체계 하에 긴밀한 협조체제를 가지고 대응해야 하는 영역 등에 대해서는 향후 지속적인 수행개선의 기초가 될 수 있으므로 교육적 해결책으로서 역량기반 교육프로그램을 개발하여 활용하는 것이 조직과 개인의 성과향상에 중요하다. 넷째, 수행공학의 모든 절차를 실행하고자 할 때 비용효과성 및 실행용이성, 부작용 발생가능성 등을 사전에 고려하여 연구 프로젝트 및 수행컨설팅을 하기가 쉽지 않으므로 사전연구로 래피드프로토타입 형태의 모델을 만들어 활용하면 모델의 실행가능성 및 효과성, 그리고 효율성이 높을 것으로 예상된다. 본 연구에서는 본격적인 연구가 실행되기 전, 수행공학 모형(ISPI)을 적용한 감염볌 위기대응 역량강화 방안에 대해 해결책 설계까지 1차 연구를 진행하였으며, 이 연구결과는 관련 조직 및 이해 관계자들을 설득하여, 예산과 인력을 확보하고 연구를 실행할 환경과 자원을 준비하는데 매우 유용하였다. 그러므로 국가조직 차원 또는 단위조직이나 단위부서 차원, 그리고 개인 차원 등, HPT 모델을 적용하고자 하는 수준과 환경에 따라 이에 대한 사전준비 단계를 갖는 것이 모형의 실행가능성을 높이는데 중요한 요소로 작용할 것으로 여겨진다. 이에 따라 수행공학 모형의 RPT 모형을 개발하여 전단연구 또는 준비연구(Pre-Research) 단계의 단순화한 모형개발을 후속연구로 제안한다. 특히 공무원 및 공공기관에서 정부정책 또는 거시적 수준의 교육정책 및 특정영역의 국가 전체 역량강화를 위한 프로그램 개발 및 개선 시 HPT 모델을 적용하여 교육적 또는 교육외적 수행 및 원인분석을 통해 수행격차를 종합적으로 파악하는 것이 교육적 해결책 설계 및 실행에 있어 교육의 효과성 측면에서, 시간 및 비용효율성 측면에서, 그리고 조직 유효성 측면에서 중요하다 생각한다. 본 연구는 메르스 라는 사태를 겪고 있는 상황에서 설계되고, 실행된 연구로서 감염병 위기대응이라는 상황맥락 속에서 이루어졌으므로 위기상황이 종식된 이후 상시 감염병 위기대응 조직과 개인의 수행을 위한 예방 및 대비단계에서의 역량에 초점을 맞춘 후속연구를 진행할 필요가 있다.

A paradigm shift is taking place from a learningoriented to performanceoriented education, where individuals within an organization is required not only to improve their knowledge, skill and behaviors but also to contribute to the overall performance of the organization through such personal behavioral changes. Human Performance Technology (HPT) is a useful approach that leads to fundamental changes in performances, as it provides various methodologies for individuals and organizations to address performance issues in a systematic and analytical way. There has been a growing interest in the theory and practice of HPT for performanceoriented education and previous literatures have already stressed the need for HPT and partially applied the model in their studies. However, most studies have so far focused only on the performance or cause analysis. To promote performanceoriented education in real settings and improve individual and organizational performances through the application of HPT models, we must go beyond analyses and solutions, to finally test and evaluate the usability of such solutions in the realworld context, and verify their effects as well as validities. This study used the typical International Society for Performance Improvement (ISPI) model to carry out an exploratory case study on major organizational and key workforce performance improvements during responses to crises, by applying the model during national crisis responses to infectious diseases. First, comparative analyses were conducted on previous models and studies through literature review, and adequate methodologies, as well as tools, were selected for each stage of ISPI models that would best suit infectious disease crisis response contexts. Next, the performance analysis, cause analysis, selection and designing of solutions, execution of solutions and change management, and result evaluation were applied to public officials in central and regional organizations and epidemiologists, key human resources, in charge of infectious disease crisis responses. Individual models and tools to be applied at each step were selected and explored for improvements and adequacy. Comprehensive analysis on the result of the application of the actual model was done to propose a final HPT model for organizational and individual performance improvement during crisis responses against infectious diseases. For each analytical tool, environmental insufficiency and behavioral repertory of the Behavioral Engineering Model and subject, object, tool, community, division of labor, and rules of the Activity Theory were used as factors to identify the root causes and relevant educational needs. The result of the survey was analyzed and summarized clearly in the Performance Relation Map, suggesting potential internal and external causes. During the implementation and cause analysis phase, the criteria and levels essential to the analyses when applying the model were identified; the performance was categorized into 3 levels, individual, process, and job, based on Rummler & Brache's model. During the solution selection and designing phase, knowledge required to perform the job and technical factors ranked high in terms of priority, suggesting job analysis and capacity modeling, development of capacitybased educational programs and provision of relevant supporting materials as solutions for job capacitybuilding. In case of job analysis, it is probably more desirable to perform during the analysis, and not the solution selection. In the solution implementation and change management phase, capacitybased educational program on infectious disease crisis responses developed in phase 3 was implemented. In the final evaluation phase, Kirkpatric's fourstep evaluation model was applied to the capacitybased educational program, to evaluate the educational satisfaction (evaluation on responses), academic achievement (evaluation on learning), usability (evaluation on behaviors), and capacity improvement (evaluation on result) and complete five step performance improvement processes of HTP. Based on the performance and cause analysis, solution designing and implementation, and evaluation processes applying the ISPI model, an educational program to improve infectious disease crisis response capacity was developed and implemented after revisions. The following findings resulted from this study which succeeded in verifying the model to a considerable extent. First, HPT is a strategic process to improve the organizational and individual performances linked to their strategies and ISPI model is a useful tool to improve such performances through revised educational programs that build capacity in key infectious disease crisis response organizations and work forces, as well as a highly usable tool. But developing and using capacitybased educational programs as part of educational solutions are key to improving organizational and individual performances in areas where preventive measures are required such as national and social crisis responses against MERS outbreak; new initiatives related to national policy or system; and areas where national consensus and system are required to respond together under close cooperation, because they will lay the foundations for future performance improvements. Fourth, since it is not easy to consider the costeffectiveness, performance usability, and potential sideeffects prior to conducting the research project and performance consulting, considering the use of a certain rapid prototype model before the actual study may increase the effectiveness and usability of the model. This study carried out a preliminary study that included solution designing phase on infectious disease crisis response capacity building measures, applying HPT model (ISPI) prior to the actual study. The result of the preliminary study helped to persuade relevant organizations and stakeholders; secure budgets and human resources; and lay the foundation for the actual research, both in terms of environment and resources. Therefore, setting up a preliminary study that accommodates the HPT model's level and environment to be applied, whether national, organizational, divisional, or individual level, is essential if one is to increase the usability of the model. Therefore, it is highly recommended to conduct subsequent studies which develop simple preresearch models by furthering RPT models of HPT. Identifying general performance gaps through internal/external educational performance and cause analysis by applying HPT models when developing or revising government policies, megalevel educational policies, and nationwide capacity building programs for government officials and public institutions is extremely important in designing and implementing educational solutions from an educational effectiveness, time and costeffectiveness, and organizational usability perspective. This study was designed and conducted during the MERSoutbreak incident, within the context of infectious disease crisis management, and therefore subsequent studies which focus on capacitybuilding of yearround organizational and individual prevention and countermeasure performance postcrisis will be necessary in the future.
A Case Study on HPT Model for Performance Improvements of Infectious Disease Crisis Response Organizations in the Field of Education

A paradigm shift is taking place from a learningoriented to performanceoriented education, where individuals within an organization is required not only to improve their knowledge, skill and behaviors but also to contribute to the overall performance of the organization through such personal behavioral changes. Human Performance Technology (HPT) is a useful approach that leads to fundamental changes in performances, as it provides various methodologies for individuals and organizations to address performance issues in a systematic and analytical way. There has been a growing interest in the theory and practice of HPT for performanceoriented education and previous literatures have already stressed the need for HPT and partially applied the model in their studies. However, most studies have so far focused only on the performance or cause analysis. To promote performanceoriented education in real settings and improve individual and organizational performances through the application of HPT models, we must go beyond analyses and solutions, to finally test and evaluate the usability of such solutions in the realworld context, and verify their effects as well as validities. This study used the typical International Society for Performance Improvement (ISPI) model to carry out an exploratory case study on major organizational and key workforce performance improvements during responses to crises, by applying the model during national crisis responses to infectious diseases.
