제2차 세계대전 시 추축국(일본, 독일, 이탈리아)의 패배로 우리나라는 일본의 식민지에서 독립하였다. 연합군은 얄타회담(1945년 2월)에서 한반도의 38도선 분단을 결정하였다. 소련이 진주한 북한은 공산주의 국가가 되었고, 미군이 진주한 남한은 자유민주주의 국가가 되었다. 1950년 6월 25일 발발한 한국전쟁은 3년 동안 한반도를 국제전장으로 만들었고 1953년 7월 27일 정전협정이 체결되었다. 남한은 공산주의의 위협을 억지하기 위해 1953년 10월 1일 미국과 한·미 상호방위조약을 체결하였고 현재까지 대한민국 외교안보의 가장 큰 자산으로 남아있다. 1965년 한·일 국교정상화 이후 동북아는 해양세력(한⋅미⋅일)과 대륙세력(북⋅중⋅러)의 힘이 충돌하고 있다. 한미 양국은 통일이후에도 한·미 상호방위조약의 골격을 유지하고 미군을 지역 안정군으로 지속적으로 한반도에 주둔시키는 것에 합의하였다. 냉전은 서방 자유민주주의의 승리로 끝났다. 舊소련은 붕괴되었고 동유럽을 비롯한 많은 국가들은 시장경제를 도입하여 경제발전을 도모하고 있다. 한·소 수교, 한·중 수교, 동구권 붕괴로 북한은 1990년대 외교적으로 고립되었다. 90년대 중반 경제난으로 배급제가 붕괴되면서 시작된 '고난의 행군'은 북한의 1인 수령 독재 체제를 더욱 위협하였다. 북한은 체제안전을 위해 핵개발을 지속하였다. 벼랑 끝 전술로 한반도의 전쟁위기를 고조시켰으며 미국 본토를 공격할 수 있는 미사일 개발도 지속하고 있다. 김정은 국무위원장이 권력을 승계한 이후에도 6차 핵실험, 장거리미사일 시험발사, 잠수함발사탄도미사일(SLBM)개발 등 지속적인 도발행위가 있었다. 다행히도 2018년 한반도는 해빙무드가 조성되고 있다. 남북정상회담이 판문점에서 열렸다. 역사상 처음으로 싱가포르에서 북미정상회담이 개최되었다. 한미정상은 북한의 비핵화(FFVD : 최종적이고 충분히 검증된 비핵화)를 위해 UFG와 같은 대규모 한·미 연합군사훈련 유예에 합의하였다. 대북경제재제는 지속되고 있지만 남북철도연결과 같은 남북경협이 논의되고 있다. 또한 북미수교를 통해 북한 체재 안정 및 경제발전을 도모해야한다는 의견도 늘어나고 있다. 많은 국제정치학자들이 북한의 김정은 국무위원장이 핵무장을 통한 체재 안전보장이 아닌, 핵을 포기하고 미국과 수교 및 경제발전을 통한 체재보장을 도모하는 전략적 결단을 한 것이라 생각하고 있다. 한반도 평화체제 구축 및 북한 지역 안정화를 위해서는 정치⋅경제적 통합뿐만 아니라 군사통합도 중요하다. 북한의 지역 군 사령관이 무장단체 및 지방군벌로 성장하는 것을 방지해야 한다. 또한 한반도 통일과정이 주변국이 군사적 개입을 하는 국제적 분쟁상황으로 확대되는 것을 억지하기 위해서라도 굳건한 한·미 공조를 통한 안정적인 북한군 해체 및 한국군 주도의 남북 군사통합이 중요하다. 남북군사통합의 연구를 위해서는 다양한 방향으로 문제에 접근해야 한다. 주변국의 對한반도 군사·안보정책, 타국 군사통합사례 연구, 한·미동맹의 발전방향, 안보의 외주화 방안, 한반도 미래 인구동향 등이다. 안보의 외주화 방안은 조금 생소할 수 있다. 그러나 통일한국군의 규모를 20~30만 명으로 주장하는 학자들이 근거로 내세우는 것이 안보의 외주화 방안이기 때문에 우리도 한번 연구해 볼 필요가 있다. 실제로 우리의 동맹국인 미국이 2003년 이라크전을 수행할 때 비전투분야의 외주화를 통해 1991년 걸프전 때보다 적은 병력으로도 전쟁을 준비할 수 있었다. 또한 미국이 타 대륙에서 대규모 지역분쟁을 수행하고 있어 미군의 한반도 전개가 축소 또는 지연될 경우 민간군사업체가 한반도 작전에 투입될 수도 있다. 이 논문에서는 타국 군사 통합 사례(독일중심), 주변국의 對한반도 군사·안보정책(영향요인), 안보의 외주화 방안을 고찰하였다. 주변국의 對한반도 군사·안보정책은 미국의 역할을 중심으로 기술하였다. 안보의 외주화 방안도 장단점을 분석하여 우리나라의 실정에 적합한지 고찰하였다.

A Study on the Military Integration of North and South Korea - Focused on German Military Integration Case and Unification Korean Armed Forces -

Due to the defeat of the Axis powers (Japan, Germany, Italy) in World War II, Korea became independent from the Japanese colonies. The coalition decided in the Yalta Talks(February 1945) to partition the 38th parallel on the Korean peninsula. North Korea occupied by the Soviet Union became a communist state, and South Korea occupied by the US military became a liberal democracy. The Korean War, which broke out on June 25, 1950, made the Korean Peninsula an international battlefield for three years, and an armistice agreement was signed on July 27, 1953. South Korea signed the ROK-US Mutual Defense Treaty with the United States on October 1, 1953 to deter the threat of communism and remains the greatest asset of the ROK's foreign security. Since the normalization of diplomatic relations between South Korea and Japan in 1965, Northeast Asia has been in conflict with the forces of the maritime forces (South Korea, the US and Japan) and the continental forces (North Korea, China and Russia). The two countries agreed to maintain the framework of the ROK-US Mutual Defense Treaty even after reunification and to keep US forces stationed on the Korean Peninsula as regional stabilized forces. The Cold War ended with the victory of Western liberal democracy. The collapse of the rationing system in the mid-1990s due to economic hardship and famine further threatened the one-man dictatorship in North Korea. North Korea has continued to develop nuclear weapons for its regime's safety. The brinkmanship tactic has heightened the crisis of the Korean peninsula and continues to develop missiles capable of attacking the US mainland. Even after Kim Jong-un's successor succeeded, there were continuous provocations such as the 6th nuclear test, the long-range missile test launch, and the development of the submarine-launched ballistic missile (SLBM). Fortunately, there is a thawing mood in the Korean Peninsula in 2018. The inter-Korean summit was held at Panmunjom. For the first time in history, the North American Summit was held in Singapore. The United States and North Korea agreed to a massive US - ROK military training delay, such as the UFG, for the denuclearization of North Korea (FFVD: final and fully verified denuclearization). Although the economic sanctions on the North continue, inter-Korean economic cooperation is being discussed, such as the result of the inter-Korean railroad. There is also a growing opinion that North Korea and the United States should promote stability and economic development through diplomatic relations. Many international political scholars believe that North Korea's Kim Jong Eun made a strategic decision not to guarantee the stay security through nuclear armed forces but to abandon nuclear weapons and guarantee the stay through diplomatic and economic development with the United States. For the establishment of a peace regime on the Korean Peninsula and the stabilization of North Korea, not only political and economic integration but also military integration is important. North Korean regional commanders should be prevented from growing into armed groups and local military clique. In order to prevent the process of unification of the Korean peninsula from expanding into international conflict situations in which neighboring countries are engaged in military intervention, it is important to secure a stable disengagement of North Korean troops through cooperation between South Korea and the United States. In order to study inter-Korean military integration, problems should be approached in various directions. Military and security policies on the Korean Peninsula of the neighboring countries, case studies on military integration in other countries, development direction of the Korea-US alliance, ways to outsource security, and future population trends on the Korean peninsula. The outsourcing of security can be a little unfamiliar. However, it is necessary for us to study it because it is the outsourcing plan of security that the scholars claiming that the size of the unified Korean army is between 200,000 and 300,000. Indeed, when our ally, the United States, conducted Iraqi warfare in 2003, it was able to prepare for war with fewer troops than in the 1991 Gulf War through outsourcing of the non-combat sector. Also, if the United States is carrying out a large-scale regional dispute on the other continent, if the development of the Korean peninsula is reduced or delayed, a private military company may be put into operation for stabilizing the Korean peninsula. In this paper, we will discuss examples of military integration in other countries (Germany-centered), military and security policies (impact factors) on the Korean Peninsula and ways to privatize security. The military and security policy for neighboring countries on the Korean Peninsula will be focused on the US role. We will analyze the advantages and disadvantages of outsourcing security to see if it is appropriate for the nation's reality. This will affect the size and defense policy of the unified Korean forces.
