The crisis situation of labor movements in the period of conservative governments cannot be denied. Attempts were made jointly by employers, governments, and the Creative Consulting to destroy unions and to further shrink labor movements during conservative governments, and most unions were destroyed accordingly. However, specific organizations have been preserved to some extent in a few cases. Consequently, in the Korean Metal Workers' Union(KMWU), this study compared the Yoosung Enterprise Branch of KMWU(YEBK), which is a representative example of the few cases, and the Bosch Korea Branch of KMWU(BKBK), which is a typical example of union destruction. Both unions have maintained a stable labor-management relationship with strong organizational power as the union of mid-sized automotive parts companies located in the Daejeon-Chungcheong region. The YEBK has led the nationwide struggle and local solidarity activities, including the introduction of the five-day workweek. In addition, in the face of a situation in which there was only one active field organization with few activists, union leaders devoted themselves to work and responded promptly, which was evidenced by their actions such as actively establishing field agendas and persuading in rank and files members who were voicing their disgruntlement with union decisions. As for the BKBK, it was divided into four field organizations because of differences in restructuring at the time of the Korean financial crisis. The field organizations supported by employers or other field organizations were linked to the Kookmin-pa, the Chungang-pa, and the Hyunjang-pa, the central factions of the KCTU. In the BKBK, these field organizations were more factions of human networks than policy positions, fiercely competed in every election, and experienced the serious aftermath of such strident competition. The YEBK strike was triggered by the lockout and has been witnessing protest occupations for a long time. The corporation gave into temptation those union members who were tired of long-standing conflicts and created the company union. This was an attempt to bring back the situation in which the YEBK was dominated by the employer; for instance, their actions aimed at separating the enthusiastic cadres from the rank-and-file members to worsen the leadership of the executives. However, the YEBK maintained its hold over power just strongly enough to thwart the withdrawal, albeit at the inevitable loss of some of its field power. This means that the strategies of the company simultaneously resulted in not only limited success but also failure in the YEBK case. On the other hand, BKBK cases were triggered by incentives and time-off conflicts. Intermediate managers were deeply involved in union busting to induce union members to withdraw from the KMWU. A certain number of members, including activists and those who had withdrawn, gathered and launched a company union, and along with that, the company concluded negotiations with the company union and abolished bargaining with the KMWU. Therefore, the company created a negative environment for the KMWU at Bosch Korea to serve its business interests. While the BKBK lost its legitimacy within the workplace, the YEBK maintained its legitimacy, including preserving the organization to a certain extent. For example, in the union busting phase, the YEBK dominated, contributing more than 50 percent of the union member, before the company installed its management staff into the company union. On the other hand, the Bosch employers broke the collective bargaining agreement with the KMWU and joined hands with the middle managers to threaten the union members. In other contexts, the number of union members in the KMWU fell sharply to approximately 40 as former and current cadres, including former field organizers, joined the company union. This situation came to pass because the staff who managed affairs in the field was relied upon by the workers, and now they were being transferred to the company union, which prompted the union members to do the same. From the perspective of the union members, these events were attempts to frustrate the existing union by weakening their legitimacy and to attenuate the influence exerted by the Korean Metal Workers' Union on the company in the future. Both the YEBK and the BKBK prosecuted to restore their organizations through reconstruction using specific targets. The key to the reorganization was to establish the core of reorganization through actions such as organizing key people leading a line or a process and persuading these people around the core person to organize key person. This reorganization movement was an attempt to regain the workplace power that had been damaged, through forging legitimacy and leadership by riding out the union destruction phase. On the other hand, the two unions have also been involved in creating furores through actions such as blaming and shaming, restructuring, and demanding normal wages in the workplace, as well as attracting the attention of company unions with Creative Consulting to the unfairness of the employers. However, the number of members who returned to the KMWU from the YEBK was relatively bigger than that from the BKBK because of a few activists who were engaged in the field organization at the YEBK. In contrast to the case of the BKBK, persistent conflicts discouraged the activists at the YEBK from convincing the others. In this context, reorganization activities were influenced by the presence of legitimacy or leadership in the workplace. These factors are the consequences of the conflict-induced factionalization and responsiveness of the field organization. Employers tend to attack union leadership and legitimacy in an attempt to exacerbate union dominance in the workplace. To that end, the employers utilize the faction system of the existing unions or disturb their leadership. They utilize the faction system in the knowledge that it capable of causing conflict in leadership. In the case of the BKBK, the faction system was divided into four and functioned with the human network at its heart. Consequently, in BKBK the formation of leadership experienced inevitable failure, which was caused by an immature system with artifacts such as the withholding of information of delegate conferences because of leaders' conflicts. It made the union fragile enough to collapse under the weight of union busting. On the other hand, the YEBK, with no faction system, succeeded in establishing responsive leadership by forming its union, which actively and devotedly works with its members; provides briefings on delegate conferences; and personally persuades members disgruntled with union decisions. A relationship of trust between the executives and members was established, and they were able to set an example by promptly and decisively responding to union busting. Under particular conditions, analyzing the comparison results of two different cases, one with responsiveness but no competitions and the other with great competitions but no responsiveness, demonstrates that the first case delivers satisfying outcomes. Accordingly, it is necessary to consider various dimensions of the quality of democracy.
