(4) 교육기관의 교육·훈련을 개선하기 위해서는 국비지원 건설기능교육·훈련이 활성화 되어야 하며, 국비지원 교육·훈련을 활성화하기 위해서는 건설현장과 교육·훈련기관의 연계제도를 마련하여 소득창출과 교육·훈련의 병행이 가능하도록 하는 기반을 마련하거나, 훈련수당 증가 등 국비지원 건설기능교육·훈련 수강자에 대한 지원을 확대하여야 할 것으로 분석되었다.

Currently, however, the new manpower avoids to enter the construction industry while the existing workers in the construction industry show the high turnover rate. According to the researches that have quantitatively analyzed the shortage of construction skilled workers, despite differences in accordance with the research institute, about 80,000-100,000 local workers are lacking each year.
Currently in Korea, as the institutes for training construction skilled workers, there are construction-related specialized high schools and educational institutes performing the government-funded construction skills education course. However, a lot of workers produced by them are not equipped with the functional competencies required by construction sites while the number of skilled workers is not trained enough.
On the other hand, the most common way to be trained as a construction worker is the apprenticeship by their predecessors in the field. However, in case of apprenticeship education, there are many problems such as difficulties in systematic education, acquisition of theoretical knowledge and new techniques/construction methods, and proof of educational experience and level of skills. As these matters work as factors that reduce the improvement of employment and welfare, self-development, and future vision of construction skilled workers, the construction manpower breaks away to other industries without becoming skilled workers, which is a vicious circle.
Thus, in order to solve problems with the current education system for construction skilled workers, this study drew problems by dividing the paths of training construction skilled workers into a path of training them in construction sites, a path of training them in construction-related specialized high schools, and a path of training them in educational institutes, and analyzing the actual status of education in each path, and then suggested the improvement measures for solving these problems.
The main results of this study are as follows.
(1) In the results of analyzing the problems with each education path, the problems with site apprenticeship included 'limitation to share or deliver knowledge', 'large dependency on predecessors' technical competencies, and 'difficulties in acquiring new techniques'. The problems with the construction-related specialized high school education included 'absence of education experience recognition system' and 'low improvement of technical(functional) competencies'. The problems with the education at educational institutes were related to cost problems such as 'insufficient pay for training'.
(2) In order to improve the construction site apprenticeship education, it would be necessary to combine additional education, besides the apprenticeship. For this, it would be needed to establish the measures for solving cost problems like no creation of income during the education period, and the measures for giving benefits for the completion of education.
(3) To improve the construction education at construction-related specialized high schools, there should be the measures for recognizing the educational experience for three years. The industry-university collaboration with companies and the connected education with outside educational institutes should be vitalized to improve the functional level of graduates.
(4) To improve the education at educational institutes, the government-funded construction skills education should be vitalized. To vitalize the government-funded education, it would be necessary to establish the basis for the combination of education with the creation of income by establishing the connected system between construction sites and educational institutes, or to expand the support for the students of government-funded construction skills education.
