This study questions the definition of officetels, which have been used as both business facilities and apartment housing for about 37 years in the reactive, rather than proactive, system of Korean society, and investigates their feasibility as new apartment housing. Since the first officetel was introduced on page 11 of the Maeil Business Newspaper on July 26th, 1984, a plethora of officetels have been built across the country. First, to find out the accurate residential conditions of officetels, this paper analyzes the background, building standard, Building Codes, Housing Act and other Acts and subordinate statutes relevant to officetels. Second, this paper also illuminates why officetels are well-received at present in housing market, as well as differences in tax system and architecture between the two types of buildings. Third, for an empirical case analysis, this paper limits its geographical and physical scopes to Wirye New Town, and compares 6 officetels and apartment housing built in Wirye over the past 3-5 years, considering the fast changing trends in housing market. Fourth, based on the selected buildings, this paper analyzes the residential condition of officetels. The elevation of those buildings is excluded from the comparison for fear of the author’s subjective design standard affecting the results. Finally, this paper reviews the overviews, locations, layout planning, floor plans and unit plans to describe similarities and differences before deriving its limitations and conclusions.
The foregoing comparative analysis highlights the following findings. First, it is essential to overhaul the institutional arrangements concerning the dual-purpose officetels. The permission for officetels to be used for commercial and residential purposes since their birth until now has caused a second and third ones to follow, whilst the initial confusion resulting from different applicable Acts affects architects, builders and authorizing officials and also may bring financial and psychological distress to buyers. The emergence of diverse small business facilities weakening officentels’ commercial functionality is another reason. The sensational success of serviced offices implies the declining competitive advantage of officetels as business facilities, which warrants the need to convert the officetels which are not used for business purposes into semi-houses covered by the Housing Act.
