Overtourism, a growth-centered developmental policy beyond sustainability is a phenomenon invoking local communities' resistance against tourism, because various social problems occur as tourists are excessively concentrated beyond the capacity limits of tourist destinations. Negative tourist phenomena triggered by gentrification have recently emerged as the overtourism via touristification. The overtourism is specially stressed, as the tourism is developed in a different way. As transportation and communication are advanced, information about destinations and more free access can be acquired and the destinations extend to hinterlands as well as corners in outdated old downtowns, so the number of tourists has been unprecedentedly increased. As tourist destinations are drastically commercialized and their own characteristics and identities are undermined, therefore, the cultural whitening event occurs and the transposition phenomenon in which local residents are involuntarily obliged to get driven out, along with the increase in real estate values also happens, and then, tourists more than a settled population are concentrated at the destinations, so residents' struggle for their fundamental rights to protect the spaces of life occurs here and there, as private areas are infringed in the communities. Hence, this study focuses on the role of social capital as a measure for the sustainable growth and development of tourist destinations. The ultimate objective of it is to prove that the social capital is an important tool used to promote the sustainable tourist development, where overtourism has an effect on local satisfaction and attitudes toward tourist development, of residents who live in tourist destinations. To this end, the diagnostic index of WTTC was used as a measurement tool for verifying whether the overtourism occurs in the Yeosu-si, Jeollanam-do, S.Korea, the area targeted by this study and for measuring the physical capacity of Goso Wall Painting Village in which tourists are concentrated in Jungan-dong, Yeosu-si. The findings show that Yeosu-si is included in the third bracket with high risk of overtourism on the quintile diagnostic index. In addition, Goso Wall Painting Village's physical capacity a day is estimated at 3456, and the average number of visitors per a day in 2018 was 8547 which was at close to 250% of its tolerance limit. From the local background, this study verified the moderating effect of social capital on the influential relationship between overtourism and residents' local satisfaction and attitudes toward tourist development. It was found that overtourism has a negative effect on residents' local satisfaction, while their local satisfaction has a positive effect on their attitudes toward tourism development. By taking some characteristics of social capital such as 'trust', 'networks' and 'norms' as interaction variables together with the overtourism, this study input them into the influential relationship between overtourism and residents' attitudes toward tourist development, and then, significant interaction occurs, so the negative magnitude of the existing path coefficient is reduced. On the contrary, social capital has no moderating effect on the relationship between residents' local satisfaction and their attitudes toward tourism development. The findings imply that although the local satisfaction is decreased, as negative effects of the overtourism are more strongly perceived along with the continuous tourist development, the unsatisfaction may be alleviated, if social capital is invigorated or expanded, and that it is not possible to invoke positive attitudes toward tourist development, even though the characteristics of social capital are run, where the local satisfaction is decreased, unless detailed management is early initiated by predicting effects of tourist development in advance. The central government and local governments should actively develop institutions and policies for invigorating and expanding social capital: enactment of the basic ordinance for promoting public-private partnership with residents in development areas; activation of public institutions such as public committees, public discussion, public inspection and participatory budget system; activation of startup in residents-led tourist industry for promoting the participatory ground of tourist economic activities; and the creation of tourist startup districts and test beds. The reason is that sustainable growth and development of areas in which the overtourism appears or is expected to occur are possible only if the culture and the environment in which residents living in touristified areas can invigorate social cost are established and administratively supported. This study is expected to contribute to developing effective policies for overtourism, as future studies on social capital in over tourism areas would be conducted based on it.
