학생들은 서로 다르게 성장하고 발달한다. 학교는 학생 개개인의 특성을 반영하여 학생이 자신의 필요에 따라 선택하고 학습에 참여할 수 있는 선택활동 교육과정을 개발하여 운영할 필요가 있다. 본 연구의 목적은 초등학교에서 선택활동 교육과정을 실행하기 위한 국가 수준의 교육과정 편성운영 기준을 도출하는 것이다. 이 연구 목적을 달성하기 위해 다음과 같은 연구 문제를 설정하였다. 첫째, 초등학교 선택활동 교육과정의 성격과 목표는 무엇인가? 둘째, 선택활동 교육과정을 편성운영하는 절차는 어떠해야 하며, 활동 영역은 어떻게 구성해야 하는가? 셋째, 선택활동 교육과정을 편성·운영하기 위해 학교에서 고려해야 할 방침 및 국가의 지원을 필요로 하는 것은 무엇인가? 이 문제에 답하기 위해 상징적 상호작용을 바탕으로 하는 Glaser(1992)의 근거이론 방법을 주로 적용하였다. 근거이론을 활용하여 이론과 실제의 통합이라는 측면에서 단순한 현장의 묘사나 경험의 기술이 아닌 실제적 수준의 이론 및 모형을 개발하고자 하였다. 현재 학생 선택활동을 적용하고 있는 초등학교의 교사 23명(심층면접 8명, 서면인터뷰 15명)을 선정하여 면담을 실시하였고, 운영 계획서 및 보고서 탐색, 학교 현장 관찰 등을 실시하여 자료를 수집한 후 근거이론의 개방코딩, 선택코딩, 이론적 코딩 단계에 따라 분석하였다. 초기 코딩 과정인 개방코딩 단계에서 1,424개의 개념(코드)이 생성되었으며, 36개의 하위 범주와 15개의 범주를 도출할 수 있었다. 근거이론적 접근으로 초등학교 선택활동 교육과정을 현장에 적용하고 있는 초등학교 교사들의 경험으로부터 도출되는 개념들을 통해 선택활동 교육과정 설계와 실천 이론의 기초를 만들었다. 아울러 질적 연구를 뒷받침하기 위해 초등학교에서 학생 선택활동을 적용하고 있는 교사 392명을 대상으로 양적 설문 조사를 실시하였으며, 이를 분석하여 얻은 데이터는 근거이론을 코딩하는 작업에 반영하였다. 이와 같은 근거이론을 적용한 연구 과정에서 도출한 초등학교 학생 선택활동의 핵심 범주는 ‘미래 사회가 요구하는 핵심역량 함양을 위한 초등학생 선택학습 경험의 확대 전략’이었다. 이 핵심 범주를 중심으로 학생 선택활동의 성격, 목표, 편성운영 절차, 영역, 편성운영 방침, 국가 및 교육청 지원 사항 등 여섯 가지의 선택활동 교육과정 편성·운영 기준을 도출할 수 있었다. 본 연구에서 최종 개발된 연구 결과는 다음과 같다. 첫째, 초등학교에서의 선택활동 교육과정의 성격을 규명하였다. 초등학교 선택활동 교육과정은 학생이 다양한 선택학습 경험을 통해 자신만의 흥미와 적성을 찾아가는 활동에 적극적으로 참여하게 하여 미래 역량을 갖춘 인재로 성장하도록 학교에서 개발·운영하는 교육과정의 성격을 지닌다. 따라서 초등학교 교육과정은 모든 학생이 공통적으로 학습해야 할 기초·기본 교육에 중점을 두면서 학생 개개인의 서로 다른 성장과 발달을 고려하여 다양한 선택학습 경험의 기회를 제공할 필요가 있음을 밝혔다. 또한 선택활동 교육과정에서 학교, 교사, 학생의 역할, 기존 교과 및 창의적 체험활동과의 관계, 초등학교 선택활동 교육과정의 특성, 편성·운영의 주체 등은 무엇인지를 밝혀 보았다. 둘째, 초등학교 선택활동 교육과정의 목표를 설정하였다. 즉, 초등학교가 자율성과 유연성을 발휘하여 다양한 요구와 여건에 부합하는 선택활동 교육과정을 편성·운영함으로써 초등학생들은 주도적으로 학습을 선택하고 참여하는 선택학습 경험을 확대하고, 나아가 핵심역량을 갖춘 미래 사회 시민으로 성장한다는 목표를 규명할 수 있었다. 또한 하위 목표로서 창의적 문제해결력 및 자기주도적 학습 능력, 감성 능력과 표현력, 협업 능력과 진로 개척, 의사소통 및 정보 활용 능력 등으로 설정할 수 있었다. 셋째, 학교에서 선택활동 교육과정을 편성하고 운영하는 절차를 진술하였다. 실행 여건 만들기, 요구 조사 및 기본 방향 설정, 선택활동 편성 및 세부 활동 개설, 선택활동 교육과정 개발, 선택활동 운영, 평가 및 피드백 등의 6가지 절차를 제시하였다. 다만, 이 절차는 일반적 절차이므로 학교는 학교 상황에 맞게 적절히 활용할 수 있음을 밝혔다. 넷째, 초등학교 선택활동 교육과정의 영역을 제시하였다. 교과 연계 통합형, 문화 예술 체육형, 주제 탐구형, 자율 선택형 등의 4가지 영역과 하위 21개의 예시 활동을 제시하였다. 이 영역 및 활동은 본 연구에 참여한 23개 학교의 사례를 종합하고, 참여 교사의 의견을 반영하여 설정한 것이다. 따라서 각 학교는 이 영역을 기본으로 활동 및 세부 활동을 정하여 운영하되, 필요에 따라 영역 및 활동을 선택적으로 편성하거나 다른 영역 및 활동을 추가할 수 있음을 밝혔다. 즉, 학생 및 학부모의 요구, 학생의 발달 수준 및 교사의 역량과 희망, 학교 여건, 교과 교육과정의 학년군별 성취기준 등을 고려하여 선택활동 영역 및 하위 활동을 설정할 수 있다. 다섯째, 초등학교에서 선택활동 교육과정을 편성·운영하기 위한 국가 수준의 방침을 제시하였다. 방침으로는 ‘기본 사항’ 15개 항목, ‘교수·학습’ 7개 항목, ‘평가’ 6개 항목으로 구성되었다. 주로 학교에서의 선택활동 운영 방법, 교원 연수, 학교 폭력 예방, 안전사고 예방, 선택활동 교수·학습 방법, 학생 평가 방법 등을 제시하였다. 여섯째, 국가 및 교육청 차원에서 지원할 사항을 제시하였다. 국가 지원 사항으로 9개 항목을 제시하였다. 주요 내용으로는 초등학교 선택활동 교육과정을 위한 국가 교육과정의 개선 방안, 교재 및 자료 개발 보급, NEIS 시스템 개선, 행·재정적 지원, 정책 연구 등을 제안하였다. 교육청 지원 사항으로 6개 항목을 제시하였다. 선택활동 교육과정의 원활한 운영을 위한 교원 연수 및 컨설팅, 교사의 행정 업무 간소화, 자료 개발 보급, 지역 사회 연계 방안 등을 제시하였다. 이와 같은 결론을 통해 연구자는 다음과 같이 제언하였다. 정책적 제언으로는 선택활동 적용을 위한 국가 교육과정 개정, 학교 현장 중심의 국가 교육과정 개정 시스템 구축, 교원 배치 및 공간 혁신 정책의 개선을 제안하였다. 후속 연구를 위한 제언으로는 초등학생 개별 특성에 따른 선택활동의 효과 연구, 초등학교와 중·고등학교와의 선택 교육과정 연계성, 초등학교 선택활동 편제 방식에 대한 연구 등을 제안하였다. 본 연구를 통해 초등학교에서의 선택활동 교육과정 실현 가능성을 탐색하고, 국가 수준의 선택활동 교육과정 편성·운영 기준을 제시하였다. 선택활동 교육과정을 통해 학생은 주도적 학습 역량을 길러줄 수 있을 것이며, 학교는 교육과정을 더 적극적이면서 자율적으로 편성·운영하는 교육과정 패러다임의 변화에 기여할 수 있을 것이다. 학생들이 서로 다르게 태어나서 서로 다르게 성장하고 발달한다는 철학을 바탕으로 미래를 살아갈 인재로 성장하도록 하기 위해 초등학교에서 선택활동 교육과정이 적극적으로 도입되어 의미 있게 적용되기를 기대한다.

The way students grow and develop is different from each other. Schools need to develop and operate elective activity curriculum that allow students to choose and participate in learning according to their own needs by reflecting the individual characteristics of each student. The purpose of this study is to derive national standards for organizing and operating curriculum for the implementation of elective activities in elementary schools. To achieve this research objective, the following research problems were formulated: First, what are the characteristics and goals of the curriculum for elementary school elective activities? Second, what should be the procedure for organizing and operating the curriculum for elective activities, and how should the areas of the activities be organized? Third, In order to organize and operate the curriculum for elective activities, what is the policy that schools should consider and what needs the support of the state? To answer this question, Glaser(1992)’s grounded theory method based on symbolic interaction was mainly applied. Based on the grounded theory, this study attempted to develop a theory and model at a practical level in terms of integration between theory and practice, not a simple description of the field or a description of experience. 23 elementary schools teachers (8 in-depth interviews and 15 written interviews) who are currently applying for student elective activities were selected and interviewed. Data were collected by exploring operational plans and reports, observing school sites, etc., and then analyzed according to the open coding, selection coding, and theoretical coding stages of the grounded theory. In the initial coding process, the open coding stage, 1,424 concepts (codes) were generated, resulting in 36 subcategories and 15 categories. Based on the grounded theory approach, the basis of the selection activity curriculum design and practice theory was created through the concepts derived from the experiences of elementary school teachers applying the elementary school activities to the field. In addition, to support qualitative research, a quantitative survey was conducted on 392 teachers applying student selection activities in elementary school, and the data obtained from the analysis reflected in the work of coding the grounded theory. The core category of elementary school students' elective activities derived from the research process applying the grounded theory was “Expansion strategy for elementary school students' selective learning experience to cultivate core competencies required by the future society.” Based on this core category, six criteria for the organization and operation of the curriculum were derived including the nature and goals of students’ elective activity, procedures, areas, and policies of organization and operation, and supports by state and Education offices. The final results of this study are as follows. First, the characteristic of the elective activity curriculum in elementary school was identified. The elementary school's elective activity curriculum is characterized by the nature of the curriculum developed and operated by the school, which enables students to actively participate in activities that seek their own interests and aptitudes through various optional learning experiences and to grow into talented individuals with future capabilities. Thus, the study found that elementary school curriculum needs to provide a variety of selective learning experiences considering the different growth and development of each student focusing while focusing on basic education that all students should learn in common. In addition, the role of schools, teachers, and students in the elective activity curriculum, the relationship between the existing curriculum and creative experience activities, the characteristics of the elementary school's elective activity curriculum, and the subjects of organization and operation were examined.
Second, the goal of the curriculum for the elective activities of elementary schools was set. In other words, it was possible to identify the goal that is for elementary school students to take the lead in selecting learning, to expand their participation in selective learning experiences, and to grow into future social citizens with core competencies by implementing and operating an elective activity curriculum that meets various needs and conditions by providing elementary school with autonomy and flexibility. In addition, it was able to set creative problem solving ability, self-directed learning ability, emotional ability and expressive ability, collaboration ability and career development, communication and information utilization as lower goals. Third, the procedures for organizing and operating the curriculum for elective activities in schools were stated. Six procedures were presented: creating implementation conditions, survey of requirements and setting basic directions, organizing elective activities and opening of detailed activities, developing and operating curriculum for elective activities, evaluating and feedback. However, this procedure is a general procedure, so the school can use it appropriately according to the school situation. Fourth, the area of the curriculum for elective activities in elementary schools was presented. Four areas of curriculum-linked integration type, cultural arts and physical education type, topic inquiry type, and autonomous choice type as well as the lower 21 example activities were presented. This area and activities are based on the case studies of 23 schools that participated in this study and reflect the opinions of participating teachers. Therefore, this study found that each school can set and operate activities and detailed activities based on this area, but can selectively organize areas and activities or add other areas and activities as needed. In other words, the area of elective activities and sub-activity can be established in consideration of the needs of students and parents, the level of development of students, their competences and hopes of teachers, school conditions, and standards of achievement by school grade curriculum. Fifth, a national-level policy was proposed to organize and operate the curriculum for elective activities in elementary schools. The policy consisted of 15 items for ‘basics’, 7 items for ‘teaching and learning’ and 6 items for ‘assessment’. The Act mainly presented operating methods of elective activities in schools, training of teachers, prevention of school violence, prevention of safety accidents, methods for teaching and learning of elective activities, and methods for evaluating students. Sixth, the study suggested support at the national and the Office of Education level. Nine items were presented for national support. The main contents were proposed to improve the national curriculum for the curriculum of elective activities in elementary schools, disseminate teaching materials and data, improve the NEIS system, provide administrative and financial support, and study policies. Six items were presented for education office support; training and consulting teachers for the smooth operation of elective activities curriculum, simplifying teachers’ administrative work, disseminating data development and linking them to the local community. In this conclusion, the researchers suggested that: Policy suggestions were to revise the national curriculum for the application of elective activities, to establish a national curriculum revision system centered on the school site, and to improve the policy for teacher placement and space innovation. Suggestions for follow-up research included research on the effects of elective activities according to the individual characteristics of elementary school students, linkage of elective curriculum with middle and high schools, and research on the method of compiling elementary school elective activities. This study explored the feasibility of the elective activity curriculum in elementary school, and suggested the standard for organizing and operating the elective curriculum. The elective activity curriculum will enable students to develop initiative learning competencies, and schools will contribute to a change in the curriculum paradigm that organizes and operates the curriculum more actively and autonomously. It is hoped that the elective activity curriculum will be actively introduced and meaningfully applied in elementary schools to enable students to grow into talents who will live in the future based on the philosophy that they are born differently and grow and develop differently.

Based on the grounded theory, this study attempted to develop a theory and model at a practical level in terms of integration between theory and practice, not a simple description of the field or a description of experience. 23 elementary schools teachers (8 in-depth interviews and 15 written interviews) who are currently applying for student elective activities were selected and interviewed. Data were collected by exploring operational plans and reports, observing school sites, etc., and then analyzed according to the open coding, selection coding, and theoretical coding stages of the grounded theory. In the initial coding process, the open coding stage, 1,424 concepts (codes) were generated, resulting in 36 subcategories and 15 categories. Based on the grounded theory approach, the basis of the selection activity curriculum design and practice theory was created through the concepts derived from the experiences of elementary school teachers applying the elementary school activities to the field. In addition, to support qualitative research, a quantitative survey was conducted on 392 teachers applying student selection activities in elementary school, and the data obtained from the analysis reflected in the work of coding the grounded theory. The core category of elementary school students' elective activities derived from the research process applying the grounded theory was “Expansion strategy for elementary school students' selective learning experience to cultivate core competencies required by the future society.” Based on this core category, six criteria for the organization and operation of the curriculum were derived including the nature and goals of students’ elective activity, procedures, areas, and policies of organization and operation, and supports by state and Education offices. The final results of this study are as follows. First, the characteristic of the elective activity curriculum in elementary school was identified. The elementary school's elective activity curriculum is characterized by the nature of the curriculum developed and operated by the school, which enables students to actively participate in activities that seek their own interests and aptitudes through various optional learning experiences and to grow into talented individuals with future capabilities. Thus, the study found that elementary school curriculum needs to provide a variety of selective learning experiences considering the different growth and development of each student focusing while focusing on basic education that all students should learn in common. In addition, the role of schools, teachers, and students in the elective activity curriculum, the relationship between the existing curriculum and creative experience activities, the characteristics of the elementary school's elective activity curriculum, and the subjects of organization and operation were examined.
Second, the goal of the curriculum for the elective activities of elementary schools was set. In other words, it was possible to identify the goal that is for elementary school students to take the lead in selecting learning, to expand their participation in selective learning experiences, and to grow into future social citizens with core competencies by implementing and operating an elective activity curriculum that meets various needs and conditions by providing elementary school with autonomy and flexibility. In addition, it was able to set creative problem solving ability, self-directed learning ability, emotional ability and expressive ability, collaboration ability and career development, communication and information utilization as lower goals. Third, the procedures for organizing and operating the curriculum for elective activities in schools were stated. Six procedures were presented: creating implementation conditions, survey of requirements and setting basic directions, organizing elective activities and opening of detailed activities, developing and operating curriculum for elective activities, evaluating and feedback. However, this procedure is a general procedure, so the school can use it appropriately according to the school situation. Fourth, the area of the curriculum for elective activities in elementary schools was presented. Four areas of curriculum-linked integration type, cultural arts and physical education type, topic inquiry type, and autonomous choice type as well as the lower 21 example activities were presented. This area and activities are based on the case studies of 23 schools that participated in this study and reflect the opinions of participating teachers. Therefore, this study found that each school can set and operate activities and detailed activities based on this area, but can selectively organize areas and activities or add other areas and activities as needed. In other words, the area of elective activities and sub-activity can be established in consideration of the needs of students and parents, the level of development of students, their competences and hopes of teachers, school conditions, and standards of achievement by school grade curriculum. Fifth, a national-level policy was proposed to organize and operate the curriculum for elective activities in elementary schools. The policy consisted of 15 items for ‘basics’, 7 items for ‘teaching and learning’ and 6 items for ‘assessment’. The Act mainly presented operating methods of elective activities in schools, training of teachers, prevention of school violence, prevention of safety accidents, methods for teaching and learning of elective activities, and methods for evaluating students. Sixth, the study suggested support at the national and the Office of Education level. Nine items were presented for national support. The main contents were proposed to improve the national curriculum for the curriculum of elective activities in elementary schools, disseminate teaching materials and data, improve the NEIS system, provide administrative and financial support, and study policies. Six items were presented for education office support; training and consulting teachers for the smooth operation of elective activities curriculum, simplifying teachers’ administrative work, disseminating data development and linking them to the local community. In this conclusion, the researchers suggested that: Policy suggestions were to revise the national curriculum for the application of elective activities, to establish a national curriculum revision system centered on the school site, and to improve the policy for teacher placement and space innovation. Suggestions for follow-up research included research on the effects of elective activities according to the individual characteristics of elementary school students, linkage of elective curriculum with middle and high schools, and research on the method of compiling elementary school elective activities. This study explored the feasibility of the elective activity curriculum in elementary school, and suggested the standard for organizing and operating the elective curriculum. The elective activity curriculum will enable students to develop initiative learning competencies, and schools will contribute to a change in the curriculum paradigm that organizes and operates the curriculum more actively and autonomously. It is hoped that the elective activity curriculum will be actively introduced and meaningfully applied in elementary schools to enable students to grow into talents who will live in the future based on the philosophy that they are born differently and grow and develop differently.
