The analysis will provide implications for devising a policy that can assist in resolving the North’s nuclear issue and promote the stable development of inter-Korean relations by providing a comparison between the progressive and conservative governments and evaluating similarities and differences among the four presidencies. The North Korea engagement policy pursued by progressive governments drew significant results in improving inter-Korean relations, achieving inter-Korean summits and talks in a variety of areas, and advancing exchanges and economic cooperations.
