본 연구는 청소년수련시설에서 근무하는 청소년지도자의 안전의식을 생활, 교통, 소방, 학교폭력, 재난, 응급처치, 청소년활동안전의 7개 영역으로 나눠 알아보고, 청소년수련시설에서 실시되고 있는 청소년 안전교육의 실태를 분석하여 청소년지도자의 안전의식과 현장 안전교육 개선방안 마련을 위한 연구를 실시하였다. 이를 위해, 2019년 10월 ~ 11월까지 강원도 지역 청소년수련시설의 청소년지도자 128명을 대상으로 안전의식과 청소년안전교육의 실태와 개선방안에 관해 설문조사를 실시하였다. 본 연구에 대한 주요 연구 결과는 다음과 같다. 우선, 청소년지도자 안전의식의 주요결과를 살펴보면 다음과 같다. 첫째, 청소년지도자의 안전의식은 평균 4.38점으로 높은 수준을 보이고 있었으며, 하위영역의 우선순위는 학교폭력, 소방안전, 응급처치, 생활안전, 청소년활동안전, 교통안전, 재난안전의 순으로 나타났다. 남성지도자가 여성지도자에 비해 위생, 식품, 전기, 가스안전에 관한 생활영역에서 상대적으로 낮게 나타났다. 둘째, 연령·경력 많을수록 학력이 높을수록, 청소년지도사 자격을 갖추고 있을수록 안전의식이 상대적으로 높게 나타났다. 다음으로, 청소년안전교육의 실태에 관한 주요결과는 다음과 같다. 첫째, 대부분의 시설에서 청소년안전교육계획안의 수립과 활용이 잘 유지·관리되고 있으며, 안전교육 자료와 교구의 배치도 잘 하고 있는 것으로 나타났다. 청소년안전교육의 교육방법에 기관의 특성을 반영한 자체안전교육자료를 제작·활용하며, 지도방법에서도 실제적 훈련과 현장지도를 수행하고 있었다. 둘째, 청소년안전교육의 내용 구성에서 가장 고려되는 점은 안전사고의 발생빈도였으며, 청소년안전교육 과정운영에 청소년활동안전교육을 가장 많이 하는 것으로 나타났다. 이러한 안전교육이 안전의식에 변화를 준다고 생각하는지에 대부분의 지도자가 ‘그렇다’(81.2%)라고 응답하였다. 셋째, 청소년안전교육의 정보 유입는 청소년활동진흥센터로부터 받는 경우가 가장 높았고 그 외의 다양한 유입경로가 부족한 것으로 나타났다. 청소년안전교육 담당 전문지도자의 배치 유무와 관련해서는 전혀없거나 타업무와 겸직하여 운영하는 경우가 44.6%로 매우 높은 것으로 나타났다. 넷째, 사전 청소년안전교육은 96.1%가 주도적으로 실시하고 있었으나, 전문화·특성화 된 청소년안전교육은 없는 경우가 42.7%로 그 이유는 ‘안전기술의 부족’으로 나타났다. 특성화 안전교육 내용으로는 ‘응급처치’를 가장 많이 운영하였으며, 교통, 약물·사이버중독 및 가스·전기·식품위생 관련 특성화 프로그램은 매우 적거나 전혀 없는 것으로 나타났다. 다섯째, 청소년지도자의 연간 안전교육 이수 시간은 1~10시간이 가장 많았음으로써 주로 단기교육에 그치고 있었으며, 응급처치를 교육내용으로 한 과정이수가 가장 많았다. 다음으로, 청소년안전교육의 개선방안에 관한 주요결과는 다음과 같다. 첫째, 청소년지도자의 안전교육 연수와 수련시설에서 필요한 안전교육 분야의 우선순위로는 청소년활동안전교육이었으며, 연 1회~2회의 교육 횟수가 적절하다고 응답하였다. 교육연수의 주최기관은 청소년활동안전센터로 청소년활동에 대한 높은 전문성을 갖춘 교육을 요구하고 있었다. 둘째, 청소년안전교육 활성화를 위해 지도자의 안전교육 연수 강화였으며, 안전관련 지식과 기술을 갖춘 안전교육전문가에 의한 교육이 적절한 것으로 나타났다. 셋째, 청소년안전교육의 효과적인 교수방법으로 반복연습으로 안전지식·기술을 행동으로 숙달하는 것이 가장 높았으며, 다음으로 전문적인 체험 기관 방문으로 나타났다. 청소년안전교육의 활성화를 위한 제언으로 안전교육컨설팅, 안전교육자료 이용 편의성 향상, 안전전담인력의 배치지원을 요구하였다. 이러한 결과를 종합하여, 본 연구자는 첫째, 청소년안전사고예방을 위한 지도자의 성별, 경력, 연령, 학력, 자격에 따른 맞춤형 안전교육의 지원, 둘째, 청소년수련시설의 지역적 특성, 프로그램 특징, 사고발생빈도 청소년 발단계에 따른 안전교육 내용과 교육방법의 마련, 셋째, 청소년지도자의 안전기술 및 지식 습득을 위한 전문적인 안전교육과정의 개발, 넷째, 실습위주의 체험형 안전교육프로그램 마련, 다섯째, 청소년안전전문가의 양성과 안전교육전담인력의 지원의 마련, 여섯째, 청소년지도사의 양성기관 및 자격연수, 보수교육에 의무안전교육시간의 제도적 마련의 필요성을 강조하였다. 특히 강원도 지역은 ...

This research examined the safety awareness of youth leaders who work at youth training facilities by focusing on 7 areas: life, transportation, fire fighting, school violence, disaster, emergency treatments and youth activity safety. This research aimed to provide improvement measures for the safety awareness of youth leaders and site safety education by analyzing the state of youth safety education implemented at youth training facilities. For this, the survey on safety awareness, the state of youth safety education, and improvement measures was implemented from October 2019 to November 2019 with 128 youth leader subjects of youth training facilities in the Gangwon-do area. Major research results are as follows. Most importantly, taking a look at the major results of the research on the safety awareness of youth leaders indicates that, first, the average level of safety awareness of youth leaders was high at 4.38, while the remaining areas were ranked in the following order: school violence, fire fighting, emergency treatments, life safety, youth activity safety, transportation safety, and disaster safety. Compared to female leaders, male leaders showed relatively lower figures in life field concerning sanitation, food, and electricity and gas safety. Second, safety awareness seemed to have comparatively higher figures when age, work experience, and education was higher and the person had a youth leader certificate. Next, major results of research on the state of youth safety education indicate that, first, improvements in such are dependent on the settings and usages of youth safety education plans at most of the facilities. They should be well kept and monitored and the safety education data and placement of teaching tools should facilitate learning. An organization’s own safety educational data reflecting the characteristics of its youth safety education methods was produced and used, and practical training in, and site guides for, guiding methods were offered. Second, the most considered content of youth safety education is the frequency of accidents and youth safety education was in raising awareness of safety issues. Most leaders responded ‘yes’ (81.2%) when asked if such safety education changes safety awareness. Third, receiving youth safety education from a youth activity promotion center was found to be most efficient, while various other introduction routes were found to be insufficient. For the arrangement of professional leaders in charge of youth safety education, it was indicated that there was none or the case to operate with other works was 44.6% which was significantly high. Fourth, although 96.1% implemented precautious youth safety education proactively, 42.7% of youth safety education was not professionalized and specialized as a result of ‘insufficiency of safety technology.’ For the content of specialized safety education, ‘emergency treatments’ were used the most while specialization programs related to transportation, drugs, cyber addiction, and gas·electricity·food sanitation were used significantly less often or not at all. Fifth, the highest completion hours of annual safety education of youth leaders were 1 ~ 10 hours which was limited to mainly short-term education and the completion of program with educational contents on emergency treatment was the highest. Next, major results of research on improvement methods of youth safety education indicate that, first, youth activity safety education was ranked most necessary for safety education category at the safety education training of youth leaders and training facilities, and the response indicated that annual 1 ~ 2 times were appropriate for the number of education. The sponsoring organization of education training was the youth activity safety center and it demands education with a high level of professionalism in regard to youth activities. Second, for youth safety education, the safety education training of a leader was strengthened, and it was indicated that the education by a safety education specialist who has knowledge and technology related to safety was appropriate. Third, for effective teaching methods of youth safety education, studying safety knowledge·technology through repetitive practices was the best way, and visiting a professional experience organization was the next best way. For the activation of youth safety education, the support of safety education consulting, improvement of safety education data usage convenience, and a work force in full charge of safety was demanded. To sum up these results, the researcher emphasized the necessity of, first, supporting safety education tailored to gender, career, age, education, and qualifications of the leader to prevent youth safety accidents; second, preparing safety educational content and educational methods according to the local characteristics of youth training facilities, characteristics of programs, and accident frequency at the youth development stage; third, developing a professional safety educational process to acquire safety technology and educate youth leaders; fourth, preparing an experience-based safety educational program focused on practices; fifth, training youth safety professionals and preparing the support of a work force in full charge of safety education; and sixth, training organizations and qualifying youth leaders with training, and preparing mandatory safety education hours for conservative education systematically. In particular, the Gangwon-do area needs accident prevention measures because of its geographical location close to mountains, the ocean, and lakes, as well as its abnormal climate. In such conditions, the youth accident cases need to be analyzed to prevent youth accidents in the Gangwon-do area. Thus, preparing accident prevention measures, countermeasures, and accident recovery measures, and support for examining and monitoring various categories by supporting the acquisition of qualifications related to professional safety of youth leaders is necessary. Also, youth activity safety centers, Gangwon-do youth activity promotion centers, and local youth training facilities emphasize the necessity to develop youth safety education and construct systems which are useful for minimizing harm and assisting injured youth in the case of youth safety accidents through their efforts and collaboration.

In particular, the Gangwon-do area needs accident prevention measures because of its geographical location close to mountains, the ocean, and lakes, as well as its abnormal climate. In such conditions, the youth accident cases need to be analyzed to prevent youth accidents in the Gangwon-do area. Thus, preparing accident prevention measures, countermeasures, and accident recovery measures, and support for examining and monitoring various categories by supporting the acquisition of qualifications related to professional safety of youth leaders is necessary. Also, youth activity safety centers, Gangwon-do youth activity promotion centers, and local youth training facilities emphasize the necessity to develop youth safety education and construct systems which are useful for minimizing harm and assisting injured youth in the case of youth safety accidents through their efforts and collaboration.
