This study attempts to explore the effects of work trajectory on elderly poverty. Based upon the theory of cumulative inequality, this study applies a group-based trajectory model to the Korean Labor and Income Panel Survey, identifying five groups that have experienced different poverty risk trajectories according to age change. And then, each group of poverty experience was analyzed by using the multinominal-logit model to find out what kind of experience they had in their life course.
The main results are as follows. First, as in the previous studies, low educational attainment and single-person households are at high risk of poverty. Second, even if they received public assistance before becoming an elderly period, they do not belong to a group with the low-poverty risk in the elderly period. This result shows that public assistance is limited in reducing poverty risk. Third, in the case of continuous independent work in the life course, they belonged to low risk sustained group which have a relatively low risk of poverty. The reason why they are relatively low in poverty risk is that they were able to continue working in independent work, not those who entered the independent work after retirement. In other words, they are the survivors who overcome the risks of self-employment for a long time. Fourth, those who worked in permanent job workers after their 30s belonged to a high risk reduction group with a relatively high risk of poverty. They participated in permanent jobs after their 30s but entered into self-employment or non-regular jobs after retirement earlier than other groups. As a result, it was found that they belonged to a high-risk group of poverty before they became elderly. Fifth, males were found to belong to the late poverty group when they were continuously employed in non-regular workers. Their features were that the risk of poverty was low before the elderly, but the risk of poverty increased rapidly around 65 years old. This can be seen as the result of continuous disadvantages while working mainly in non-regular workers during their life course.
The implications of this study are as follows. First of all, the elderly poverty problem in Korea is not a sudden problem in the elderly. Those who fall into poverty in the elderly are those who have consistently experienced instability throughout their life course. Some believe that this problem will be solved if the national pension is mature enough, but there is a big difference in the social insurance income between those who work permanent jobs and non-regular workers. This kinds of difference will appear even if it is mature. This policy implication also has a theoretical implication that before the elderly period, the low income instability of non-regular workers increases the risk of poverty in elderly period. The existing research on non-regular workers have mainly focused on the wage gap with regular workers. However, this study shows that the instability of non-regular workers does not end with the current wage problem, but continues income instability in the elderly period. This result is analyzed through statistical analysis.
This study also reveals that the problem of elderly poverty should not be viewed as an individual problem. The problem of poverty in the elderly cannot be fundamentally solved through individual efforts. Those who were in stable jobs do not increase the risk of poverty even if they leave the labor market, but those who were in unstable jobs in their life course have increased the risk of poverty rapidly after retirement. This shows that even if poverty risks are avoided through the labor market participation in the elderly period, they will be exposed to the high risk of poverty after leaving the labor market. Public support from the government is needed to ameliorate these problems, but current public support is limited in solving these problems.
