The number of deaths in accidents in the nation's construction industry has been on a steady rise since 2014. It declined for the first time in 2018, but still half of the deaths from business accidents in the entire industry occur in the construction industry. Domestic construction safety management is affected by the Industrial Safety and Health Act under the jurisdiction of the Ministry of Employment and Labor and the Construction Technology Promotion Act under the jurisdiction of the Ministry of Land, Infrastructure and Transport. During a safety check at construction sites, the Ministry of Employment and Labor is checking the safety and health of workers, and in the case of the Ministry of Land, Infrastructure and Transport, the safety of the structures is being checked. This dualization of construction safety is considered difficult to identify the connection and the underlying cause of the accident. Therefore, to enhance the performance capability of the Construction Technology Promotion Act and the Industrial Safety and Health Act, the government intends to identify the fundamental causes of construction accidents and develop a model for analysis of construction accidents by dividing the direct causes of accidents into structural and non-structural causes. In this study, construction accidents were largely classified as structural and non-structural causes. In addition, structural causes were further classified into structures, facilities, construction machinery and ground, and non-structural causes were subdivided into physical factors (environment), administrator characteristics and behaviors, worker characteristics and actions. To analyze these structural and non-structural causes, three accident-cause analysis models are presented that modify the existing accident-cause models. 175 accident data presented by the Construction Safety Information System (COSMIS) were applied to the accident cause analysis model from 2014 to 2016, and the analysis was conducted to explore the cause of the accident and countermeasures. In the event of an accident due to a structural problem, the site management and evaluation technology should be supplemented first, and accidents caused by an unstructured problem should be approached by improving the attitude of managers and workers to their safety, and countermeasures should be sought. The analysis of major problems among accidents causes also revealed that redundant regulations and clear role management are needed through policy implementation verification measures and institutional equipment.
