본 연구는 지역사회 협력에 기반한 특수교육 방과후학교의 운영 실태와 요구를 파악하여 지역사회 협력기반 특수학교 방과후학교를 활성화하고자 수립되었다. 도출된 활성화 방안은 특수학교 방과후학교의 양적 확대에 따른 학교중심 방과후학교 운영의 여러 가지 문제점을 해소하고 방과후 프로그램의 내실화에 기여하며 장애 학생, 학부모, 교사의 요구를 보다 적극적으로 수용하기 위함이다. 나아가 장애 학생들이 앞으로 살아가게 되는 지역사회에서 방과후 교육을 받는 기회가 활성화됨으로써 장애 학생의 지역사회 완전통합이라는 교육목표를 실현하고 교육공동체가 만족하는 특수학교 방과후학교의 미래를 설계하는데 기여하고자 함이다. 연구방법은 첫째, 문헌 및 선행연구 고찰을 통해 우리나라 방과후학교의 의의와 정책, 특수학교 방과후학교의 운영과 목적, 지역사회 협력에 기반한 특수학교 방과후학교의 의의와 필요성, 지역사회 협력기반 일반 학교 방과후학교의 우수사례, 외국의 방과후 교육 활동을 분석하였다. 둘째, 지역사회에서 장애 학생을 대상으로 방과후 교육을 실시하고 있는 기관을 대상으로 실제 운영현황을 사례 조사하였다. 그리고 앞서 고찰한 지역사회 협력기반 일반 학교 방과후학교 운영모델에 기초하여 운영형태에 따라 학교중심, 시·도교육청 중심, 지자체 중심, 방과후 협동조합 중심운영으로 유목화한 뒤 방과후 업무담당자를 대상으로 면담을 실시하였다. 이를 통해 지역사회 협력기반 방과후 교육의 활성화를 위한 요구를 분석했다. 셋째, 지역사회 협력기반 특수학교 방과후학교의 운영 실태와 활성화를 위한 교사의 요구를 설문 조사하였다. 그리고 지역사회 협력기반 방과후학교의 운영형태에 대한 교사들의 선호도를 파악했으며 그에 따른 이유도 함께 살펴보았다. 넷째, 학부모와의 심층면담을 통해 지역사회 협력기반 방과후학교 운영의 필요성과 활성화를 위한 요구를 파악했다. 본 연구의 사례조사 결과는 다음과 같다. 첫째, 현재는 학교가 중심이 되어 지역사회와 협력하여 방과후학교를 운영하는 것이 더 효율적임을 제안하였다. 그리고 지역사회가 방과후학교를 운영하게 되더라도 학교가 프로그램홍보, 안내, 학생에 대한 정보제공 등에 대한 역할을 담당해야 할 필요성에 대하여 제안하였다. 이는 향후 학교와 지역사회 방과후 교육기관이 협력을 위해 각각의 역할과 책임에 대한 규정할 수 있는 협의체나 네트워크 구축의 필요성을 시사한다. 둘째, 다양하고 내실 있는 프로그램을 운영할 수 있도록 학교와 공공기관 시설의 적극적인 개방을 제안하였다. 장애 학생 대상 지역사회 방과후 교육은 장애인복지관, 체육센터, 발달센터 등의 비영리단체에서 방과후 교육을 운영하는 사례가 많다. 이들 비영리단체의 방과후 ...
본 연구는 지역사회 협력에 기반한 특수교육 방과후학교의 운영 실태와 요구를 파악하여 지역사회 협력기반 특수학교 방과후학교를 활성화하고자 수립되었다. 도출된 활성화 방안은 특수학교 방과후학교의 양적 확대에 따른 학교중심 방과후학교 운영의 여러 가지 문제점을 해소하고 방과후 프로그램의 내실화에 기여하며 장애 학생, 학부모, 교사의 요구를 보다 적극적으로 수용하기 위함이다. 나아가 장애 학생들이 앞으로 살아가게 되는 지역사회에서 방과후 교육을 받는 기회가 활성화됨으로써 장애 학생의 지역사회 완전통합이라는 교육목표를 실현하고 교육공동체가 만족하는 특수학교 방과후학교의 미래를 설계하는데 기여하고자 함이다. 연구방법은 첫째, 문헌 및 선행연구 고찰을 통해 우리나라 방과후학교의 의의와 정책, 특수학교 방과후학교의 운영과 목적, 지역사회 협력에 기반한 특수학교 방과후학교의 의의와 필요성, 지역사회 협력기반 일반 학교 방과후학교의 우수사례, 외국의 방과후 교육 활동을 분석하였다. 둘째, 지역사회에서 장애 학생을 대상으로 방과후 교육을 실시하고 있는 기관을 대상으로 실제 운영현황을 사례 조사하였다. 그리고 앞서 고찰한 지역사회 협력기반 일반 학교 방과후학교 운영모델에 기초하여 운영형태에 따라 학교중심, 시·도교육청 중심, 지자체 중심, 방과후 협동조합 중심운영으로 유목화한 뒤 방과후 업무담당자를 대상으로 면담을 실시하였다. 이를 통해 지역사회 협력기반 방과후 교육의 활성화를 위한 요구를 분석했다. 셋째, 지역사회 협력기반 특수학교 방과후학교의 운영 실태와 활성화를 위한 교사의 요구를 설문 조사하였다. 그리고 지역사회 협력기반 방과후학교의 운영형태에 대한 교사들의 선호도를 파악했으며 그에 따른 이유도 함께 살펴보았다. 넷째, 학부모와의 심층면담을 통해 지역사회 협력기반 방과후학교 운영의 필요성과 활성화를 위한 요구를 파악했다. 본 연구의 사례조사 결과는 다음과 같다. 첫째, 현재는 학교가 중심이 되어 지역사회와 협력하여 방과후학교를 운영하는 것이 더 효율적임을 제안하였다. 그리고 지역사회가 방과후학교를 운영하게 되더라도 학교가 프로그램홍보, 안내, 학생에 대한 정보제공 등에 대한 역할을 담당해야 할 필요성에 대하여 제안하였다. 이는 향후 학교와 지역사회 방과후 교육기관이 협력을 위해 각각의 역할과 책임에 대한 규정할 수 있는 협의체나 네트워크 구축의 필요성을 시사한다. 둘째, 다양하고 내실 있는 프로그램을 운영할 수 있도록 학교와 공공기관 시설의 적극적인 개방을 제안하였다. 장애 학생 대상 지역사회 방과후 교육은 장애인복지관, 체육센터, 발달센터 등의 비영리단체에서 방과후 교육을 운영하는 사례가 많다. 이들 비영리단체의 방과후 교육시설의 부족함과 협소함에 대한 대책이 필요함을 시사한다. 셋째, 개별지도가 필요한 중증의 장애 학생의 교육 활동을 보조하고 원활한 수업운영을 지원하는 자원봉사자의 체계적인 수급방안에 대한 필요성을 제안하였다. 넷째, 지속적이고 충분한 예산지원의 필요성을 제안하였다. 본 연구의 설문조사 연구결과는 다음과 같다. 첫째, 지역사회 협력기반 방과후학교의 필요성 및 활성화에 대한 교사의 요구가 매우 높은 것으로 나타났다. 이는 현재 방과후학교가 단위학교중심으로 운영됨으로써 수요자의 요구를 충족하는 다양한 프로그램을 운영하고 질 높은 강사를 채용하는 것에 대하여 어려움을 겪는 것으로 나타나 학교는 많은 부담을 가지고 있는 것으로 분석되었다. 둘째, 지역사회 협력기반 방과후학교의 활성화가 필요한 이유로 장애 학생의 지역사회 참여 증대와 사회적응능력 함양으로 지역사회 통합계기 마련이라는 의견이 가장 높았다. 따라서 지역사회 협력기반 방과후학교의 활성화는 평생 교육적 측면에서 장애 학생이 지역사회 일원으로서 성공적인 전환의 계기가 마련됨을 시사한다. 셋째, 지역사회 협력기반 방과후학교의 활성화를 위한 요구사항으로는 지역사회 협력을 추진하기 위한 방과후학교 운영시스템 구축 및 방과후학교협의체의 활성화, 지역사회 방과후 교육 참여 학생의 안전대책 수립 순으로 나타났다. 넷째, 교사는 지역사회 협력기반 방과후학교의 활성화를 위하여 비영리법인이나 단체, 지자체 순으로 협력하는 것을 선호하며 시·도교육청 중심과 지자체 중심의 방과후학교 운영형태를 가장 희망하는 것으로 파악되었다. 이는 협력을 위해서는 이미 우리가 활용하고 있는 기관과 연계하는 것이 용이하기 때문에 장애 학생들이 현재 방과후 활동이나 치료 활동이 이루어지는 비영리법인이나 단체를 선호함을 알수 있다. 그리고 시·도교육청이 중심이 되어 방과후학교를 운영할 경우 인력관리나 예산확보 면에서 용이하고 학부모의 신뢰도가 높기 때문에 지역사회 협력기반 방과후학교 운영의 중심적인 역할을 담당하기 적합한 것으로 파악되었다. 다섯 번째, 학교중심의 지역사회 협력형 방과후학교 운영 시 요구사항으로는 행정 인력 및 자원봉사자 확대, 장애 학생의 장애를 고려한 질 높고 다양한 프로그램 운영, 학생안전 사고에 대한 명확한 책임소재 순으로 나타났다. 이는 방과후학교 운영 중 발생 되는 많은 행정업무에 대하여 업무를 담당할 전담인력의 확보·배치를 통해 업무 부담을 해소하고자 하는 것으로 파악되었다. 여섯 번째, 지역사회 중심 학교협력형 방과후학교의 요구사항으로는 학생안전 책임소재 등 학생안전대책 수립, 우수강사 확보 및 강사에 대한 지속적이고 체계적인연수, 수요자 중심의 다양한 프로그램 순으로 나타났다. 본 연구의 심층면담 연구결과는 다음과 같다. 첫째, 지역사회 협력기반 방과후학교 활성화의 필요성에 대한 학부모의 인식은 매우 긍정적이었으며, 이는 학교 방과후 교육 참여시 경험한 학교중심의 방과후학교 운영이 갖는 한계와 프로그램, 강사, 시설 등에 대한 실망감 등으로 지역사회 협력 기반 방과후학교의 필요성을 높게 인식하는 것으로 나타났다. 둘째, 지역사회 협력기반 특수학교 방과후학교의 활성화를 위해서는 학교와 지역사회 협력시스템 구축, 강사수급을 위한 체계적인 방안 마련, 주거지역과 근접한 방과후 지역사회 시설 및 기관의 증대, 지역사회 협력기반 방과후 운영 관련정보 제공, 장애 정도와 특성을 고려한 수준별 프로그램의 개발과 이를 운영하기 위한 충분한 예산확보가 마련되어야 한다고 밝혔다. 셋째, 지역사회 협력기반 방과후학교의 활성화를 위해 바람직한 운영기관으로 지자체, 방과후 협동조합, 시·도교육청, 비영리단체 등이며 어느 기관에 편중되지 않고 다양하게 선호하는 것으로 나타났다. 이상의 내용을 토대로 연구자가 제안한 지역사회 협력기반 특수학교 방과후학교의 활성화 방안은 다음과 같다. 첫째, 지역사회 협력 및 방과후 교육 활동을 추진하기 위한 시스템이 구축되어야 한다. 이를 위해 방과후 협의체의 구성, 온라인 플랫폼 개발, 특수교육지원센터의 방과후 교육지원 역할 강화가 필요하다. 둘째, 물적 자원의 인프라 구축이다. 이를 위해 지역사회 방과후 교육기관 및 시설의 확충, 장애 학생 치료서비스의 확대, 방과후 교육 활동 장소의 연계, 학생 안전망 구축방안이 마련되어야 한다. 셋째, 인적자원의 인프라 구축이다. 이를 위해 우수강사 수급방안 및 관리시스템 구축, 지원인력 지원강화가 필요하다. 넷째, 프로그램 운영의 내실화가 필요하다. 이를 위해 수요자 중심의 질 높은 프로그램 운영, 통합 방과후 프로그램의 개발 및 보급이 이루어져야 한다. 다섯 번째, 지역사회 협력기반 특수학교 방과후학교의 활성화를 위한 문화조성이 필요하다. 이를 위해 장애 학생의 지역사회참여 증대와 사회적응능력 함양으로 사회통합의 계기 마련, 장애공감문화 조성이 이루어져야 한다. 여섯 번째, 법 제도 및 재정 지원체계 구축이 마련되어야 한다. 이를 위해 재정적 기반 마련, 법·제도 지원체계 마련이다. 일곱 번째, 운영방식의 다변화이다. 이를 위해 방과후학교 운영 주체의 다양성과 운영형태의 다양성을 추구해야 한다. 본 연구에서는 지역사회 협력기반 특수학교 방과후학교의 운영형태를 크게 4가지로 제안하였다. 학교중심 방과후학교 운영형태는 학교가 행정, 책임, 학생모집 등 제반의 업무를 담당하고 지역사회가 예산, 장소, 인력 등을 지원하며 교육 장소가 학교 안에서 이루어지는 형태이다. 시·도중심 방과후학교 운영형태는 프로그램 운영에 필요한 인적자원과 재원을 시·도교육청이 주관하는 형식이며 학교는 장소를 제공하거나 학생모집을 위해 협력하는 형태이다. 지자체 중심 방과후학교 운영형태는 방과후학교 운영 시 직접 가르칠 강사와 교 육내용, 시설 등을 지자체가 직접 선발하여 운영하는 방식으로 지역의 유관기관 및 학교시설을 활용하여 학생들에게 방과후 교육을 실시하는 형태이다. 방과후학교협동조합 중심 운영형태는 학부모, 지역사회 인사, 강사 등이 중심이 되는 교육협동조합이 방과후학교의 기획, 운영, 강의, 지역사회 연계의 주체가 되는 형태로서 학교협동조합과 방과후 교육을 결합한 형태이다. 지역사회 협력기반 특수학교 방과후학교의 운영형태에 대하여 학부모들은 4가지 운영형태를 골고루 선호한 반면, 교사들은 시·도교육청 중심형과 지자체 중심형을 선호하였다. 종합적으로 제안된 4가지 대안적 방과후학교 운영형태들은 지역사회의 여건과 학교의 현황에 따라 달리 적용될 수 있으며 이를 본격적으로 이행하고 실천할 구체적인 실행방안에 대한 연구가 더 필요함을 시사한다.
본 연구는 지역사회 협력에 기반한 특수교육 방과후학교의 운영 실태와 요구를 파악하여 지역사회 협력기반 특수학교 방과후학교를 활성화하고자 수립되었다. 도출된 활성화 방안은 특수학교 방과후학교의 양적 확대에 따른 학교중심 방과후학교 운영의 여러 가지 문제점을 해소하고 방과후 프로그램의 내실화에 기여하며 장애 학생, 학부모, 교사의 요구를 보다 적극적으로 수용하기 위함이다. 나아가 장애 학생들이 앞으로 살아가게 되는 지역사회에서 방과후 교육을 받는 기회가 활성화됨으로써 장애 학생의 지역사회 완전통합이라는 교육목표를 실현하고 교육공동체가 만족하는 특수학교 방과후학교의 미래를 설계하는데 기여하고자 함이다. 연구방법은 첫째, 문헌 및 선행연구 고찰을 통해 우리나라 방과후학교의 의의와 정책, 특수학교 방과후학교의 운영과 목적, 지역사회 협력에 기반한 특수학교 방과후학교의 의의와 필요성, 지역사회 협력기반 일반 학교 방과후학교의 우수사례, 외국의 방과후 교육 활동을 분석하였다. 둘째, 지역사회에서 장애 학생을 대상으로 방과후 교육을 실시하고 있는 기관을 대상으로 실제 운영현황을 사례 조사하였다. 그리고 앞서 고찰한 지역사회 협력기반 일반 학교 방과후학교 운영모델에 기초하여 운영형태에 따라 학교중심, 시·도교육청 중심, 지자체 중심, 방과후 협동조합 중심운영으로 유목화한 뒤 방과후 업무담당자를 대상으로 면담을 실시하였다. 이를 통해 지역사회 협력기반 방과후 교육의 활성화를 위한 요구를 분석했다. 셋째, 지역사회 협력기반 특수학교 방과후학교의 운영 실태와 활성화를 위한 교사의 요구를 설문 조사하였다. 그리고 지역사회 협력기반 방과후학교의 운영형태에 대한 교사들의 선호도를 파악했으며 그에 따른 이유도 함께 살펴보았다. 넷째, 학부모와의 심층면담을 통해 지역사회 협력기반 방과후학교 운영의 필요성과 활성화를 위한 요구를 파악했다. 본 연구의 사례조사 결과는 다음과 같다. 첫째, 현재는 학교가 중심이 되어 지역사회와 협력하여 방과후학교를 운영하는 것이 더 효율적임을 제안하였다. 그리고 지역사회가 방과후학교를 운영하게 되더라도 학교가 프로그램홍보, 안내, 학생에 대한 정보제공 등에 대한 역할을 담당해야 할 필요성에 대하여 제안하였다. 이는 향후 학교와 지역사회 방과후 교육기관이 협력을 위해 각각의 역할과 책임에 대한 규정할 수 있는 협의체나 네트워크 구축의 필요성을 시사한다. 둘째, 다양하고 내실 있는 프로그램을 운영할 수 있도록 학교와 공공기관 시설의 적극적인 개방을 제안하였다. 장애 학생 대상 지역사회 방과후 교육은 장애인복지관, 체육센터, 발달센터 등의 비영리단체에서 방과후 교육을 운영하는 사례가 많다. 이들 비영리단체의 방과후 교육시설의 부족함과 협소함에 대한 대책이 필요함을 시사한다. 셋째, 개별지도가 필요한 중증의 장애 학생의 교육 활동을 보조하고 원활한 수업운영을 지원하는 자원봉사자의 체계적인 수급방안에 대한 필요성을 제안하였다. 넷째, 지속적이고 충분한 예산지원의 필요성을 제안하였다. 본 연구의 설문조사 연구결과는 다음과 같다. 첫째, 지역사회 협력기반 방과후학교의 필요성 및 활성화에 대한 교사의 요구가 매우 높은 것으로 나타났다. 이는 현재 방과후학교가 단위학교중심으로 운영됨으로써 수요자의 요구를 충족하는 다양한 프로그램을 운영하고 질 높은 강사를 채용하는 것에 대하여 어려움을 겪는 것으로 나타나 학교는 많은 부담을 가지고 있는 것으로 분석되었다. 둘째, 지역사회 협력기반 방과후학교의 활성화가 필요한 이유로 장애 학생의 지역사회 참여 증대와 사회적응능력 함양으로 지역사회 통합계기 마련이라는 의견이 가장 높았다. 따라서 지역사회 협력기반 방과후학교의 활성화는 평생 교육적 측면에서 장애 학생이 지역사회 일원으로서 성공적인 전환의 계기가 마련됨을 시사한다. 셋째, 지역사회 협력기반 방과후학교의 활성화를 위한 요구사항으로는 지역사회 협력을 추진하기 위한 방과후학교 운영시스템 구축 및 방과후학교협의체의 활성화, 지역사회 방과후 교육 참여 학생의 안전대책 수립 순으로 나타났다. 넷째, 교사는 지역사회 협력기반 방과후학교의 활성화를 위하여 비영리법인이나 단체, 지자체 순으로 협력하는 것을 선호하며 시·도교육청 중심과 지자체 중심의 방과후학교 운영형태를 가장 희망하는 것으로 파악되었다. 이는 협력을 위해서는 이미 우리가 활용하고 있는 기관과 연계하는 것이 용이하기 때문에 장애 학생들이 현재 방과후 활동이나 치료 활동이 이루어지는 비영리법인이나 단체를 선호함을 알수 있다. 그리고 시·도교육청이 중심이 되어 방과후학교를 운영할 경우 인력관리나 예산확보 면에서 용이하고 학부모의 신뢰도가 높기 때문에 지역사회 협력기반 방과후학교 운영의 중심적인 역할을 담당하기 적합한 것으로 파악되었다. 다섯 번째, 학교중심의 지역사회 협력형 방과후학교 운영 시 요구사항으로는 행정 인력 및 자원봉사자 확대, 장애 학생의 장애를 고려한 질 높고 다양한 프로그램 운영, 학생안전 사고에 대한 명확한 책임소재 순으로 나타났다. 이는 방과후학교 운영 중 발생 되는 많은 행정업무에 대하여 업무를 담당할 전담인력의 확보·배치를 통해 업무 부담을 해소하고자 하는 것으로 파악되었다. 여섯 번째, 지역사회 중심 학교협력형 방과후학교의 요구사항으로는 학생안전 책임소재 등 학생안전대책 수립, 우수강사 확보 및 강사에 대한 지속적이고 체계적인연수, 수요자 중심의 다양한 프로그램 순으로 나타났다. 본 연구의 심층면담 연구결과는 다음과 같다. 첫째, 지역사회 협력기반 방과후학교 활성화의 필요성에 대한 학부모의 인식은 매우 긍정적이었으며, 이는 학교 방과후 교육 참여시 경험한 학교중심의 방과후학교 운영이 갖는 한계와 프로그램, 강사, 시설 등에 대한 실망감 등으로 지역사회 협력 기반 방과후학교의 필요성을 높게 인식하는 것으로 나타났다. 둘째, 지역사회 협력기반 특수학교 방과후학교의 활성화를 위해서는 학교와 지역사회 협력시스템 구축, 강사수급을 위한 체계적인 방안 마련, 주거지역과 근접한 방과후 지역사회 시설 및 기관의 증대, 지역사회 협력기반 방과후 운영 관련정보 제공, 장애 정도와 특성을 고려한 수준별 프로그램의 개발과 이를 운영하기 위한 충분한 예산확보가 마련되어야 한다고 밝혔다. 셋째, 지역사회 협력기반 방과후학교의 활성화를 위해 바람직한 운영기관으로 지자체, 방과후 협동조합, 시·도교육청, 비영리단체 등이며 어느 기관에 편중되지 않고 다양하게 선호하는 것으로 나타났다. 이상의 내용을 토대로 연구자가 제안한 지역사회 협력기반 특수학교 방과후학교의 활성화 방안은 다음과 같다. 첫째, 지역사회 협력 및 방과후 교육 활동을 추진하기 위한 시스템이 구축되어야 한다. 이를 위해 방과후 협의체의 구성, 온라인 플랫폼 개발, 특수교육지원센터의 방과후 교육지원 역할 강화가 필요하다. 둘째, 물적 자원의 인프라 구축이다. 이를 위해 지역사회 방과후 교육기관 및 시설의 확충, 장애 학생 치료서비스의 확대, 방과후 교육 활동 장소의 연계, 학생 안전망 구축방안이 마련되어야 한다. 셋째, 인적자원의 인프라 구축이다. 이를 위해 우수강사 수급방안 및 관리시스템 구축, 지원인력 지원강화가 필요하다. 넷째, 프로그램 운영의 내실화가 필요하다. 이를 위해 수요자 중심의 질 높은 프로그램 운영, 통합 방과후 프로그램의 개발 및 보급이 이루어져야 한다. 다섯 번째, 지역사회 협력기반 특수학교 방과후학교의 활성화를 위한 문화조성이 필요하다. 이를 위해 장애 학생의 지역사회참여 증대와 사회적응능력 함양으로 사회통합의 계기 마련, 장애공감문화 조성이 이루어져야 한다. 여섯 번째, 법 제도 및 재정 지원체계 구축이 마련되어야 한다. 이를 위해 재정적 기반 마련, 법·제도 지원체계 마련이다. 일곱 번째, 운영방식의 다변화이다. 이를 위해 방과후학교 운영 주체의 다양성과 운영형태의 다양성을 추구해야 한다. 본 연구에서는 지역사회 협력기반 특수학교 방과후학교의 운영형태를 크게 4가지로 제안하였다. 학교중심 방과후학교 운영형태는 학교가 행정, 책임, 학생모집 등 제반의 업무를 담당하고 지역사회가 예산, 장소, 인력 등을 지원하며 교육 장소가 학교 안에서 이루어지는 형태이다. 시·도중심 방과후학교 운영형태는 프로그램 운영에 필요한 인적자원과 재원을 시·도교육청이 주관하는 형식이며 학교는 장소를 제공하거나 학생모집을 위해 협력하는 형태이다. 지자체 중심 방과후학교 운영형태는 방과후학교 운영 시 직접 가르칠 강사와 교 육내용, 시설 등을 지자체가 직접 선발하여 운영하는 방식으로 지역의 유관기관 및 학교시설을 활용하여 학생들에게 방과후 교육을 실시하는 형태이다. 방과후학교협동조합 중심 운영형태는 학부모, 지역사회 인사, 강사 등이 중심이 되는 교육협동조합이 방과후학교의 기획, 운영, 강의, 지역사회 연계의 주체가 되는 형태로서 학교협동조합과 방과후 교육을 결합한 형태이다. 지역사회 협력기반 특수학교 방과후학교의 운영형태에 대하여 학부모들은 4가지 운영형태를 골고루 선호한 반면, 교사들은 시·도교육청 중심형과 지자체 중심형을 선호하였다. 종합적으로 제안된 4가지 대안적 방과후학교 운영형태들은 지역사회의 여건과 학교의 현황에 따라 달리 적용될 수 있으며 이를 본격적으로 이행하고 실천할 구체적인 실행방안에 대한 연구가 더 필요함을 시사한다.

The research methods are as follows: First, through the review of literature and prior research, we looked at the ignificance and policy of after-school in korea, the operation and purpose of after-school in special schools, the significance and necessity of after-school in special schools based on community cooperation, the best practices of after-school in general schools based on community cooperation, and after-school activities in foreign countries were analyzed. Second, institutions that provide after-school education for disabled students in the local community were surveyed for their actual operation. In addition, based on the previous consideration of the community cooperation-based general school after-school operation model, the school was transformed into a school-centered, city and provincial education offices-centered, local governments-centered, and after-school cooperatives-based operation, and then interviewed after-school staff. Through this, it analyzed the demand for revitalizing after-school education based on cooperation among local communities. third, a survey was conducted on the operation of special after-school schools based on community cooperation and teachers’ demands for revitalization.
