CSA는 지구적 농업 체계, 온실가스 감소, 농작물 생산량 증대를 지향한다. 그밖에도 이 세 요소들은 등장 시기 및 번영 시기, 주체, 기제, 화학 투입물에 대한 인식 등에서 분명한 차이를 보인다.
본 연구는 OECD CRS 통계자료를 토대로 국제개발협력에서 수행되고 있는 지속가능한 농업 및 그 세부 요소인 농생태학, 유기농, CSA 사업을 수혜지역별, 공여국별, 채널별로 분석하여 다음과 같은 결과를 도출하였다. 우선, 국제개발협력에서 지속가능한 농업 사업은 양적으로 크게 확대되었다. 그럼에도 불구하고 전체 농업 사업에서 지속가능한 농업 사업이 차지하는 비중은 2017년 기준 2.93%에 불과했다. 농생태학, 유기농, CSA는 시기별, 지역별로 그 양상이 다르게 나타났다. 특히 1990년대 중반의 식량주권운동의 태동, 2000년대 초반의 웰빙 열풍, 2007-2008 세계식량위기와 2010년 이후의 기후변화 및 SDGs에 대한 논의 확산은 농생태학, 유기농, CSA 사업의 주요 변곡점으로 작용하였다. 농생태학, 유기농, CSA 사업은 공여국, 채널별로도 각각 다른 추이를 보였다.

The globalized food system has increased vulnerability to climate change and food crises in developing countries and led to critical discussions against industrial agriculture spreading across the world, which is represented by the Green Revolution. In addition, the adoption of the Sustainable Development Goals (SDGs) raised international interest in sustainable agriculture. Compared to other fields, however, there are relatively fewer studies on sustainable agriculture in international development cooperation, and the figures of the overall scale for sustainable agriculture has not been even indicated. In international development cooperation field, sustainable agriculture has been addressed mostly in project reports or recommendations.
In this context, this study intends to divide sustainable agriculture into agroecology, organic farming, and climate-smart agriculture (CSA) and examine the trends of each of them in international development cooperation. Agroecology, organic farming, and CSA aim for fundamentally different values as they show a correlation with food discourse, health discourse, and climate change discourse, respectively. To begin with, agroecology seeks circulation in the ecosystem, farmers, local communities, food, and social justice. Organic farming put a great value on safe and healthy food, farmers’ income, and crop product quality. CSA aims for global agricultural system, fewer greenhouse gas emissions, and greater agricultural output. In addition, these three factors show clear differences in terms of their emerging period, booming period, major players, mechanism, and perception about chemical inputs.
Based on the OECD Creditor Reporting System (CRS) statistics, this study analyzed sustainable agriculture and its subcomponent, agroecology, organic farming, and CSA projects carried out in international development cooperation by beneficiary region, donor country, and channel, drawing the following results. For starters, the size of sustainable agriculture projects has increased greatly in terms of quantity in international development cooperation. Nonetheless, sustainable agriculture accounts for only 2.93% of the total agricultural projects in 2017. Agroecology, organic farming, and CSA showed different patterns by period and region. In particular, the emergence of food sovereignty movement in the mid-1990s, the craze of well-being in the early 2000s, the global food crisis in 2007 and 2008, and expanding discussions on climate change and SDGs since 2010 served as major inflection points for agroecology, organic farming, and CSA projects. Agroecology, organic farming, and CSA projects also showed different trends by donor and channel.
The results of this analysis suggested that sustainable agriculture in international development cooperation is affected by mainstream discourse. However, this also implies that sustainable agriculture can be interpreted arbitrarily and used by a certain mainstream discourse as a tool to get around criticism. In particular, from an overall trend of CSA projects, this study points out a possibility that sustainable agriculture projects with the lack of critical approaches may function as a window for political and economic strategies by some donor countries and international organizations. Hence, this study argues that sustainable agriculture projects in international development cooperation should be conducted by considering developing countries’ local circumstances and farmers’ various contexts, and the values which such projects are aiming for should not take a back seat to only rationality and feasibility suggested by science, technology, and economic logic.
