A Study on the Evaluation of Music Education Program for the Low-income Juvenile by the Experience of Participants The purpose of this dissertation is to conduct a responsive evaluation-based case study of the youth music education program B by a corporate social responsibility project to contribute to the revitalization of music education projects for low-income juveniles and the qualitative improvement of youth music education programs. A responsive evaluation improves the program by examining participants' experience during the program and discovering issues based on their responses for the experience. The participant-oriented evaluation has significance in identifying the participant's understanding of the program and providing useful information for future programs. For this study, a program evaluation was conducted to evaluate the youth music education program B supported by partnership between Group C and Foundation D focusing on the experience of those who had participated in the program at one of the six universities providing the program, University A. The research period was from 2013 when the first phase of the program started to 2018, the year of the sixth phase. For the study, 66 middle and high school or homeschooling students aged between 14 and 19 who participated in the first to sixth phases at University A were recruited. As for the research tools, qualitative research methods were used centering on observations, interviews, and data collection, and the collected data including self-introduction letters, reference letters, personal lesson evaluation sheets, self-evaluation sheets, and questionnaires was analyzed. The program applied with a responsive evaluation was introduced to the participants, and consent was obtained to use the survey results regarding all activities, including one-on-one private lessons, mentoring activity, special lectures on future career by professionals, culture and arts, and duet and chorus, progress concerts, graduation concerts, and joint concerts, for the purpose of improving and examining the program. The participants were made to complete the survey after the program activities. Aside from them, parents, instructors, mentors, teachers who can recommend participants to the program, and community welfare personnel were also interviewed, if required for program improvement. The results of applying a responsive evaluation to the music education program are as follows: First, as a result of the program evaluation based on the participants' experience, the youth music education program B as a corporate social responsibility project provided low-income juveniles with opportunities for various experiences. They had musical experiences such as musical growth through professional education, achievement and self-reflection on the stage, harmony and consideration of sound, and the exploration of various musical knowledge, sounds, and culture through special lectures. They also had non-musical experiences including free education with the support of corporates, meeting with university professors and mentors, meeting with other participants sharing the same goals, and self-directed practice to achieve goals and perform tasks. Second, the participants showed both positive and negative responses through their experience in the program. Those who showed positive responses had positive attitudes towards the program, and the participants’ responses affected their attitudes towards the program. Third, it was revealed that issues occurred when negative responses came up during the program. The issues can be summarized as follows: Was the musical level of participants taken into account for the music education, Was a strong trust built between the participants and the instructors, Was the program developed focusing on the needs of the participants. Fourth, as for the issues that occurred during the youth music education program B, improvement was made immediately during the program in some cases, while useful information for the future programs was provided for other issues impossible to solve at the site. In conclusion, corporate social responsibility projects will provide practical education to adolescents from struggling home environments or low-income families who experience difficulties in choosing a musical career path. If instructors teach youths by considering their musical level and emotional condition, a program that satisfies the participants can be developed, and information on the participant's needs can be provided. The improvement of the program based on the participants’ responses is expected to help young students experience musical accomplishment, through which they will be able to spend a happy adolescence. In addition, more low-income juveniles with musical talent will benefit from the program if career education and music education support systems are developed in partnership with specialized tertiary education institutes providing career counseling and information. This study is expected to provide basic data for future programs to become more effective in determining the program goals, budget, content, and evaluation methods.
