최근 소비자들은 불특정 다수를 위한 규격화된 제품이 아닌 자신만의 취향을 반영한 ‘나만의 맞춤형 제품’을 선호하는 경향이 뚜렷하게 나타나고 있다. 또한 인공지능(AI), 사물인터넷(IoT), 가상현실(VR), 빅데이터 등의 4차 산업혁명이 화두로 떠오르며 여러 산업 분야에서는 이러한 기술을 적용한 개인 맞춤형 제품이 출시되고 있다. 이는 화장품 분야에도 영향을 주어 개인 맞춤형 스마트 뷰티 시대가 시작되었고, 화장품 산업에서 맞춤형화장품은 새로운 성장 동력으로 주목받고 있다. 정부는 2016년 맞춤형화장품 시범 사업을 시작을 이래로 2018년 맞춤형화장품판매업 신고제를 도입하였고, 2019년 화장품법 시행규칙 개정안에 따라 맞춤형화장품판매업 매장의 조제관리사 채용을 의무화하였다. 맞춤형화장품조제관리사 자격증 시험은 2020년 2월 22일 제1회 처음 실시되었고 시험이 시행된 후 시험에 대한 여러 문제점이 대두되었다. 이에 본 연구는 맞춤형화장품조제관리사 자격증의 문제점을 지적하고 응시자들의 견해를 분석하여 자격시험의 개선에 도움이 되고자 한다. 본 연구는 전국의 제1회 맞춤형화장품조제관리사 자격증 응시자들을 성별, 연령별, 최종학력별, 직업별, 종사 기간별로 PC·모바일 설문지를 통하여 2020년 3월 26일부터 2020년 4월 9일까지 총 15일 동안 무작위 추출법으로 설문을 진행하였고, 총 450부가 회수되었으며 불성실한 답변을 한 42부를 제외한 408부를 최종 분석 자료로 사용하였다. 연구 대상자들의 자격증 취득 목적과 준비 방법, 시험 내용 및 자격, 실기시험 도입에 대한 견해, 자격증 시험 시스템의 견해를 알아보기 위해 빈도분석, 검정을 시행하였다. 본 연구의 결과를 요약하면 다음과 같다. 첫째, 연구 대상자는 서울권에서 응시를 가장 많이 하였고, 독학(책)으로 준비를 가장 많이 한 것으로 나타났다. 주로 이론 내용이 정리된 교재로 자격증 준비를 하였으며, 취득 기간은 대부분 1~3개월이 소요됨을 알 수 있었다. 시험 지출 비용으로는 15만원 미만이 많이 나타났으며, 응시 수수료인 10만원에 대해 매우 비싸다는 견해가 많은 것으로 나타났다. 연구 대상자는 대부분 현재 일하고 있는 직종에 도움이 되어 자격증 취득을 한 것으로 나타났고, 과락 제도가 필요하다는 의견이 많은 것으로 확인할 수 있었다. 둘째, 연구 대상자는 시험시간이 적당하다는 의견이 많았고 대부분 객관식 난이도에 대해 보통이라고 응답하였으나 주관식 난이도에 대해서는 어려웠다는 응답이 주로 나타났다. 시험문제 개선이 필요하다는 의견이 과반수이상 차지하였으며 개선되어야 할 이유에 대해 채점 기준이 명확하지 않다는 응답이 가장 많았다. 추가되어야 할 과목으로는 ‘원료 계량과 배합 및 조제’를 가장 많이 꼽았고, 대부분의 연구 대상자는 가장 어려웠던 과목이 ‘화장품 제조 및 품질관리’라고 응답하였으며 불필요한 과목은 없다는 의견이 많이 나왔다. 셋째, 연구 대상자는 대부분 시험 응시 무자격에 대해 반대하였고 종사 기간이 긴 연구 대상자일수록 응시자격이 존재해야 한다는 응답이 많이 나타났다. 응시자격이 존재해야 한다고 응답한 연구 대상자들은 관련 학과의 제한도 두어야 한다는 의견이 과반수이상 차지하였고 적절한 응시자격으로 ‘전문대졸 이상(관련 학과) or 관련 학과가 아닐 경우 실무경력 2년 이상’의 의견이 많았음을 확인할 수 있었다. 법제화된 교육 이수시간 필요 여부에 대해서도 교육 이수시간이 필요하다는 의견이 대부분이었으며, 시험 합격률 33%에 대해서는 적절하다는 의견이 많은 것으로 나타났다. 넷째, 설문 조사 결과 실기시험에 대해 도입이 필요하다는 의견이 많았고 ‘화장품 제조 실습 과목’이 추가되어야 한다는 의견이 주로 나타났다. 이는 연구 대상자들이 필기시험만으로 자격을 취득할 경우 실무 현장에서 화장품의 소분· 혼합 업무에 무리가 있다고 판단하여 나온 결과로 보인다. 다섯째, 연구 대상자는 자격증 시험주기에 대해 대부분 적절하다는 의견이었고, 이는 시험 횟수가 늘어나면 신뢰도와 전문성이 떨어지는 무분별한 자격증이 될 수 있을 것이라는 인식이 반영된 것으로 보인다. 마지막으로 한국 생산성 본부의 서비스 만족도에 대해 대부분 보통이라는 의견이었지만, 불만족한다는 연구 대상자는 대부분 코로나-19사태에 대한 부적절한 대응의 이유가 많았고, 다음으로 주관식 채점 시 공정성 유지의 어려움, 문제지 회수로 인한 문제이의제기 어려움 순으로 나타났다. 본 연구 결과에 따라 맞춤형화장품조제관리사 자격증이 투명하고 신뢰성 있는 자격증이 되기 위해서는 주관식 채점 기준을 명확하게 제시하고, 문항별 배점과 문제 및 정답을 공개해야 할 것으로 사료된다. 또한, 조제관리사 자격증이 산업현장 및 노동시장과 밀접하게 연계된 국가기술자격 제도로 거듭나려면, 실기시험과 법제화된 교육 이수 도입을 통해 실무 현장에서의 직무 능력을 반영하는 것이 중요한 과제가 될 것으로 보인다. 마지막으로 구체적인 작업장 위생 규정과 맞춤형화장품 사후 안전성에 관한 제도를 마련하여야 할 것으로 판단되며, 높은 응시 수수료는 응시자들에게 부담되지 않는 한도 내에서 합리적인 응시 수수료로 조정되어야 할 것으로 보인다. 본 연구를 통해 맞춤형화장품조제관리사 자격증이 지속적으로 보완되고 조제관리사의 직무수행능력과 긴밀하게 연계하여 공신력 있는 자격증으로 발전하기를 기대한다.

Recently, consumers are clearly showing tendencies of preferring ‘customized products’ that reflect their own preferences instead of standardized products for unspecified individuals. Also, as the Fourth Industrial Revolution with artificial intelligence (AI), the Internet of Things (IoT), virtual reality (VR), and big data is rising, personally customized products that apply such technology are being released in various industrial fields. This has also affected the field of cosmetics and an age of personally customized smart beauty has begun and customized cosmetics are receiving attention as a new growth engine in the cosmetics industry. Starting with demonstrative projects for customized cosmetics in 2016, the government introduced a customized cosmetics sales report system in 2018 and made the employment of preparation managers in customized cosmetics sales shops mandatory according to Revised Enforcement Rules of the Cosmetics Act in 2019. The customized cosmetics preparation manager license exam was first implemented on February 22, 2020, and after its implementation, various problems regarding the exam came to the fore. At this, this study points out problems of the customized cosmetics preparation manager license to analyze the opinions of candidates and aid in the improvement of the license exam. This study conducted surveys using random sampling for 15 days from March 26, 2020 to April 9, 2020 using PC·mobile surveys on candidates of the 1st customized cosmetics preparation manager license exam all over the country by gender, age, level of education, occupation, and employment period and after a total of 450 surveys were collected, 408 excluding 42 with insincere responses were used for final analysis. To make observations of the license acquisition purposes and preparation methods of the candidates, exam contents and qualifications, opinions on the introduction of practical tests, and opinions on the license exam system, frequency analysis and the chi-square test were conducted. The results of this study can be summarized as follows. First, most research participants were candidates in the Seoul area and most made their preparations through self-education (books). License exam preparations were mostly made using textbooks organized with contents of theory and license acquisition periods were mostly 1 to 3 months. Exam costs were mainly less than 150,000 won and many responded that they considered the exam application fee of 100,000 won to be extremely expensive. Most research subjects acquired the license because it helped them with regard to their current occupation and many considered a fallacy system to be necessary. Second, many research participants considered exam times to be appropriate and most responded that multiple choice question difficulties were average but that the short answer questions were difficult. More than half responded that exam question improvements were needed and most of the responses stated that the reason for needed improvement was unclear scoring standards. Most considered ‘raw material measurement, mixing, and preparation’ to be a subject that should be added and the subject that was the most difficult for most research participants was ‘cosmetics manufacturing and quality control’ and many opinions stated that there were no unnecessary subjects. Third, most research participants opposed exam candidate disqualifications and research participants with longer occupation periods responded that there should be candidate qualifications. Most research participants that responded that there should be candidate qualifications also responded that there should be limitations with regards to related departments and most had opinions that appropriate candidate qualifications were ‘junior college graduate or higher (related department) or at least 2 years of practical experience if not from a related department’. With regard to requirements of legalized training completion time, most replied that it should be necessary and most responded that a test acceptance rate of 33% is appropriate. Fourth, survey results showed that most responded that practical tests should be adopted and that a ‘cosmetics production practice subject’ should be added. These results seem to state that research participants consider that the acquisition of qualifications with just a written test is insufficient preparation for cosmetics subdivision·mixing work in actual work sites. Fifth, research participants mostly had opinions that license exam periods were appropriate and this seems to reflect perceptions that an increase in exams would lead to the license becoming indiscriminate with less reliability and professionality. Lastly, while most opinions responded that satisfaction in the service of the Korea Productivity Center was moderate, most research participants with dissatisfaction stated the reason to be inappropriate actions taken against the COVID-19 situation and following were difficulties in maintaining fairness during short answer scoring and difficulties raising objections with problems due to questionnaire collecting, in that order. According to these results, for customized cosmetics preparation manager licenses to be transparent and reliable, short answer scoring standards must be clearly presented and the scores for each question released along with the problems and answers. Also, for customized cosmetics preparation manager licenses to be developed as a national qualification system closely connected with industrial sites and the labor market, it is important for job abilities to be reflected in actual sites through the adoption of practical exams and legalized training completion. Finally, it is believed that specific workplace hygiene regulations and a system on post-safety of customized cosmetics should be prepared, and the high examination fees should be adjusted to reasonable examination fees so that they are not overly burdened by applicants. It is anticipated that, through this study, customized cosmetics preparation manager licenses can continuously be supplemented and that they can be developed into licenses with public confidence in close relation to the job competency of preparation managers.
