The aim of this study is to suggest the problems and improvement plans of police data utilization particularly focused on biometric information in policing technology R&D. Policing technology R&D projects are focused on technology development for investigative and preventive activities, which requires the use of biometric information. This is because identification technology is essential for police work. Biometric information conflicts between the public interest of criminal investigation and prevention through identification of police and human rights of personal privacy. To explore these solutions, in-depth interviews with policing technology R&D practitioners and security-related experts analyzed problems in terms of law and policy and organizational management and presented improvement plans. As the improvement plans, new laws related to biometric information, regulations and guidelines related to research data for research data management, and security tasks for biometric information related research and development projects were proposed. In addition, in terms of organizational operations, the establishment of security departments related to police data utilization, securing the expertise of police data officers, and the awareness of biometric information protection of participants related to biometric information use were proposed. This study can be evaluated as academic significance in that few studies have investigated and analyzed the current situation of policing technology R&D sites. However, this study has been conducted in a narrow range, and the limitations of the research should be supplemented through subsequent research.
