Today, the number of arts and culture organizations of various types and objectives increased in our community. It results from the government recognizing the value and functions of arts and culture and their positive impacts in many areas of society. The subsequent government support through policies encouraged diverse arts and culture organizations to stay closer to the community members. Then, various projects and programs operated by arts and culture organizations provide these positive effects and functions of arts and culture to the members of society. Whereas arts and culture education programs in the past focused on functional aspects of arts and provided aesthetic and artistic experiences, recently, there has been more emphasis on cultural education as its goal. The objective is to imbue arts and culture education program participants with a sense of identity and membership as members of society. The identity and membership are communicated, understood, and shared through the connection they form with other diverse members of the local community. This change derives from the way today’s members of the society form an active voice in various areas such as politics, economy, social issues, and culture and actively “participate” in social development. In the past, to “participate” was to “attend.” The present-day social participation, on the contrary, means a much more dynamic and proactive practice. This “participation” in many areas of society is also related to the development of digital technology, and Henry Jenkins termed such participation activated through digital media the “participatory culture.” In this culture, individuals form a community both online and in-person. They create a social connection and express knowledge and information derived from their individual interests in various forms. The individuals freely exchange evaluation and feedbacks in the process, ultimately leading to a communal education. The creative products generated by this process are supplied and cycled through society beyond the individuals. Building on this concept of “participatory culture,” the education sector has explored ways to encourage the voluntary participation of learners using materials relatable to the learners’ lives and provide a problem-solving process that collaborates with various resources as the learners grapple with issues that are both personal and social. One of these efforts is “participatory learning,” as defined by Reilly, E. a student of Jenkins, and his colleagues, an approach to social and cultural issues from a participatory culture perspective. This method seeks to strengthen an individual's ability to express knowledge and thoughts and to show how to develop a social practice through conversation with other communities and local society. Another learning method is called “community-connected learning.” This treats the local community as a place of learning and diverse content. Its purpose is to form a learning community between learners and the local community resources so that the exchange of information, knowledge, and technology in this learning community can lead to practices and applications in real life. These two learning methods share mutually connected characteristics and can be brought together under the concept of “community-connected participatory learning.” And the nature and objectives of this learning method are related to the trajectory of arts and culture education today. This research examines whether the current objectives of arts and culture education by arts and cultural organizations providing — opportunities to communicate with the local community through arts and culture education and developing it into a social practice are effectively — realized from the perspectives of the “community-connected participatory learning” method. This research explores whether community-connected participatory learning can apply to the arts and culture education programs, and an analytical framework is suggested based on the case studies of international examples. Using this framework, this study analyzes the “community-connected participatory learning” methods as they are applied to arts and culture education programs by domestic arts and culture organizations in terms of their content, method, and result. The "content" refers to the agent and target of the program, available resources, roles, and contents. The "method" relates to how participants’ learning activities and program activities are conducted. Lastly, the "result" evaluates how effective the arts and culture education program is in raising awareness and providing community identity. Nine cases in operation between 2017 and the first half of 2021 from six domestic arts and culture organizations are examined. While these arts and culture education programs indeed sought to maximize community-based participation of learners, a more diverse and systematic approach to planning and operation is left wanting. This research examines the lessons based on the case studies and outlines future challenges. This research is meaningful in its study of domestic cases and offers an analytical framework for examining the status of the arts and culture education sector and assessing its goal to expanding into the local and the community. The present study hopes to serve as a basis for promoting the improvement of arts and culture education through a “community-based participatory learning” approach.
