When a fire occurs, it varies slightly depending on the conditions, but in general, damage can be minimized and the firefighters’ lifesaving and suppression activities can be actively and smoothly carried out only if they arrive to the scene within 7 minutes depending on the nature of the fire. In 2019, the amount of property damage after arriving within 7 minutes was 17 million KRW, and the property damage over 7 minutes was 27 million KRW, which is about 1.5 times higher, indicating that arrivals in 7 minutes for a fire disaster is equivalent to the golden time. The first factor affecting the arrival time of the fire brigade at the fire site is the dispatch distance. It is natural that the farther the distance from the fire site is, the longer it takes to arrive physically. This is the reason why in Gyeonggi-do, Gapyeong and Yangpyeong, which are far from the fire station, it takes more time than the urban areas of Gwangmyeong and Seongnam. As a result of the 33-day pilot operation, the dispatch time, which normally took 10 minutes and 35 seconds, was shortened by 5 minutes and 12 seconds under the priority signal, and the result was reduced from 12 minutes 1 second to 5 minutes 41 seconds even during congestions. Using the statistical results of the pilot operation, the effectiveness of the emergency vehicle priority signal system was sampled through Monte Carlo simulations for cost-benefit analysis. When applying the priority signal, the property damage reduction effect of 6,019 thousand KRW per case and 6,579 thousand KRW in case of congestion is achieved. It was confirmed that benefits occurred in more than 20 cases for the budget of 120 million KRW.
