A Study on Structural relationship amongOrganizational Justice, Job Satisfaction,Organizational Citizenship Behavior andTurnover Intention of Millennialsin public institution원문보기

Companies are paying attention to research on millennials, which show different characteristics from the previous generation, as their advancement into society increases. As they passed through Baby Boomers and Generation X and became major members of companies, organizations had no choice but to consider the need for changes in personnel systems, organizational culture, and employee training that fit their characteristics. In November 2019, as a result of a job portal Saramin survey of 283 companies on 'whether or not they feel difficult in managing millennials' talent,' 57.2% answered that they had difficulty. As a specific reason, they was considered to be sensitive to disadvantages and to give priority to individuals rather than organizations. Accordingly, 40.6% of companies are making efforts to implement HR management that suits their characteristics by partially revising HR policies and systems for millennials and ensuring work-life balance such as avoiding overtime. In the results of a survey on early resignation of new employees in 356 companies that hired new employees in 2020, 64.6% of them were new employees who left early. 288 companies (80.9%) suffered from loss of time and money spent on additional hiring, increased workload and downed morale of existing employees, loss of employee training costs, and setbacks in business promotion due to the higher early resignation rate of millennials than the previous generation was experiencing. The reason millennials leave early is because they value personal satisfaction the most (68.8%) and work-life balance (44.1%). More than ever, companies need to understand them and increase communication with each other. Studies on the management and supervision system problems of public institutions, governance problems, causes and actual conditions of conflict management in organizational culture, and establishment of improvement measures have been continuously studied according to new government policies or social and cultural phenomena. Among these, the most preferred companies by millennials are public institutions, but the turnover rate is also increasing. Turnover intention leads to actual job turnover. For this reason, this study confirmed the correlation between turnover intention, organizational justice, organizational citizenship behavior, and job satisfaction through previous studies and the relationship between organizational fairness, job satisfaction, organizational citizenship behavior, and turnover intention was analyzed through structural equations targeting 429millennial employees in public institutions. This led to the following research results. First, the positive (+)correlation between organizational justice and organizational citizenship behavior is significant. Second, the positive (+)correlation between organizational justice and job satisfaction is significant. Third, the relationship between organizational justice and turnover intention is not significant. Fourth, the positive (+)correlation between job satisfaction and organizational citizenship behavior is significant. Fifth, job satisfaction mediates the relationship between organizational justice and organizational citizenship behavior. Sixth, the negative (-)correlation between job satisfaction and turnover intention is significant. Seventh, job satisfaction does mediate the relationship between organizational justice and turnover intention. Through this study, the following theoretical implications are presented. First, this study is meaningful in that it is a generational study. Second, in the current situation where the need for millennial generation research is increasing, it is meaningful in that it provided a theoretical basis for related research by conducting a study targeting millennial workers in public institutions. Third, by empirically confirming how the organizational justice and job satisfaction of millennial workers in public institutions affect turnover intention, it contributed to enhancing organizational adaptability and expanding the theoretical foundation through understanding them. Fourth, by examining the mediating effect of job satisfaction on the relationship between organizational justice, organizational citizenship behavior, job satisfaction, and turnover intention of millennial workers in public institutions, the related theoretical basis was presented. Fifth, this study identified and empirically confirmed the factors affecting the organizational citizenship behavior and turnover intention of millennial workers in public institutions. The practical implications of this study are as follows. First, millennials want fair processes and transparent information, and do not equate company growth with their own growth. Therefore, it is necessary to set aside enough time to talk with the manager about the job or the vision of the company to prevent organizational maladjustment. Second, in line with the flow of the times, it is also necessary to change the image of qualified employees that public institutions want. Third, it must be accepted that the process of being born and growing up for millennials is vastly different from that of previous generations. Fourth, it should not be overlooked that applicants also evaluate their boss and company from the job interview. Lastly, millennials must also have some loyalty to the organization and work with courtesy toward others.
