The purpose of this study is to find out the implications of expanding the theory and practice of lifelong education in Korea by comparing UNESCO lifelong education with lifelong education in Korea through literature studies on UNESCO lifelong education that influenced the formation of the ideology and system. In order to achieve the research purpose, 1) What are the establishment backgrounds, arguments, ideologies, and directions of UNESCO lifelong education through literature research? 2) What are the changes in the times of lifelong education in Korea? Looking at the results of the study and analysis, first, if UNESCO's definition of lifelong education is general, it can be seen that Korea's definition of lifelong education is general. UNESCO's definition is close to a fundamental definition of lifelong education, emphasizing the effective aspect of lifelong education, while Korea's definition of lifelong education emphasizes the role of lifelong education in the changing times, especially ensuring basic rights to job expansion, polarization, and learning. Second, compared to UNESCO's general vision, Korea is more specific and specific. Recognizing that everyone is not given equal opportunities to participate in lifelong education, UNESCO's vision was to "give everyone a fair opportunity" based on the outcome of lifelong education depending on whether they participate or not. On the other hand, Korea's vision was selected as "realization of a sustainable lifelong learning society in which individuals and communities grow together" to meet the demand for social integration due to income gap and regional polarization and support for lifelong learning. Third, while UNESCO's goal is global, Korea's goal is national. Since UNESCO's goal is a global organization, it has selected the direction in which lifelong education should proceed worldwide in setting goals. On the other hand, in Korea, the goal of legal and institutional support was set to effectively participate in lifelong education opportunities for individual citizens and lifelong learning. Fourth, in the area of lifelong education, UNESCO is systematic, while Korea is systematic. As for the area of lifelong education, UNESCO divided education in all areas that can be conducted in the educational field into three areas and established detailed areas to classify current and various lifelong education programs, but in Korea, it is confusing to classify various lifelong education programs. Fifth, for the lifelong education project, it can be seen that the characteristics of the UNESCO project are macroscopic and future-oriented, whereas Korea is microscopic and state-led. The UNESCO project is characterized by its relatively monotonous, macroscopic, and future-oriented projects, although it is an institution that leads and leads world lifelong education, and countries around the world get implications or help through UNESCO trends. On the other hand, in Korea, a wide variety of projects are being carried out while only in charge of domestic affairs. The monopoly of the National Institute of Lifelong Education in the lifelong education project can help quickly systematize and develop lifelong education, but it can also weaken voluntary lifelong education at the private level. Sixth, UNESCO maintains consistency with its lifelong education policy goals, while Korea lacks consistency. As for the lifelong education policy goal, UNESCO's policy goal in the mid- to long-term strategy of 2008 to 2013 includes UNESCO's projects that go beyond the ideology of lifelong education, and in the mid- to long-term strategy of 2014 to 2021, it was selected only as projects related to lifelong education. It can be seen that UNESCO lifelong education policy goals are very extensive. However, the lifelong education policy goals shown in Korea's first master plan for lifelong education promotion are specific goals, the second master plan for lifelong education promotion aims for abstract goals, and the third master plan for lifelong education promotion is characterized by selecting lifelong education policies required by the times. Seventh, literacy education is regarded as a key area of lifelong education in both UNESCO and Korea and focuses on reducing literacy rates, but UNESCO is actively supported at the national level in three stages, while Korea is supported at the national level. Due to the mandatory education policy and the excellence of Hangeul, the illiteracy rate is only 1%, and literacy education support projects for adults are being implemented. That's why I said I should do adult education. Lifelong education began late in Korea, but there has been remarkable growth not only in quantitative spread but also in qualitative development. However, behind the rapid growth, there was also a tendency to focus only on quantitative growth that deviated from the ideology and philosophy of lifelong education. Through this paper, we hope that it will be an opportunity to reconsider the ideology and philosophy of lifelong education.
