This study mainly illuminates how the aspect of civic and political participation is developed in contemporary Korean society, with an emphasis on supporters of President Moon Jae-in. More specifically, this study investigates the background and the aspect of ‘Personalized Politics’, which refers to the practice of citizens participating in society by supporting individual politicians through mergers and splits via network. In doing so, an in-depth interview was conducted with 13 participants who are ardent supporters of the president Moon Jae-In. The study results are summarized as follows. First, supporters strive not only to elect the president, but also to ensure that the president administers the nation in a stable way and to shape the political agenda. Support for the president is ultimately driven by a sense of public responsibility and a social orientation, and ‘protecting the president,’ as represented in ‘ardent support,’ stems from a social context devoid of confidence in representative democracy, rather than from a blind worship of the individuals. Second, the network supporting to the president are innumerably diverse, the advocates do not have single or representative network. In network society, organization is not regarded as a necessary prerequisite for the political participation. Individuals are in solidarity on a case-by-case basis by their personal decisions with a sense of multiple belonging. Supporters are not members of a collective, but rather actors as an individual unit. Third, the participation practice of supporters is characterized by the connection between non-political and political behavioral patterns, and the connection between institutional and non-institutional political participation. While attempting to broaden the range of political engagement, supporters strive for democratic values and are cautious of political cynicism. This participation can ultimately be interpreted as a desire for social change. It is observed the tendency that the subject of social movement and that of political action are not clearly distinguished in modern society. In conclusion, ‘Personalized Politics’ does not simply indicate that citizens prioritize individual politician above political parties or policies. It indicates a political participation that introduces and empowers reliable actors in the field of institutional politics to promote social change, including activities to resist untrustworthy social power. However, at the same time, ‘Personalized Politics’ have limits in terms of restricting opportunity for better societal alternatives given that advocates tend to defer their political judgment to the politician they support. As long as political distrust remains unresolved and the social context remains unchanged, the phenomenon of ‘Personalized Politics,’ which can be summarized as ‘individualization of political action,’ is likely to persist with only a variation in the degree of manifestation depending on the subject and situation. Considering that civic and political participation in modern society, represented by ‘Personalized Politics,’ is not only contemporaneous and not temporal, but also has significant influence and the light and shadow, more study on this phenomenon is still needed.
