The purpose of this study was to develop an optimal service manual that can be commonly applied to each airline, focusing on situations where the in-flight service method and quarantine response method for each airline are inconsistent and cause confusion and inconvenience for passengers. In fact, the ICAO and the government's guidelines were subdivided and changed as the proportion of foreign inflows increased, but each airline's guidelines were different, and each airline was confused due to a lack of clear regulations or guidelines. Prior to this study, literature, airline manuals, and government policies on rapidly changing COVID-19 response were collected and data analysis was preceded to examine airline services changed by COVID-19, and to explore the need for quarantine cabin service and detailed service plans. It examined the changed service manuals of Asiana and Korean Airline's two domestic airlines due to COVID-19 and analyzed and evaluated whether the current airline's service manuals are suitable for quarantine. From the perspective of purpose, consistency, effectiveness, and three-dimensionality, which are evaluation measures of quarantine, the judgment of five aviation service experts was made to diagnose whether the current airline's manual was appropriate, and to identify the appropriate and non-conforming factors of quarantine. As a result of the evaluation on the Likert 5-point scale, it was concluded that the current service method was 2.35, and the current service manual was insufficient to prevent infectious diseases such as COVID-19. According to the results, 14 aviation service experts expanded to derive a simple cabin service manual model optimized for the COVID-19 situation, looking at the cabin service manual that meets the current government guidelines and finding out the quarantine factors that need improvement at the international flight's business cabin service site. In addition, the study was conducted by conducting in-depth interviews on the necessity of quarantine-type cabin service and detailed service directions. As a result of in-depth interviews, the method of cabin service provided by the two airlines has been simplified according to the national quarantine guidelines, but inappropriate areas for quarantine, excessive course service procedures, liquor services, and provision of multi-use items are insufficient. Therefore, the direction of improvement of the service manual was judged to be essential, such as reducing the service course that could deviate from the current quarantine service method or developing a menu that could provide all disposable products.
