The Association of Southeast Asian Nations (ASEAN) is one of the world's largest potential markets with high economic growth rate and a population only surpassed by China and India. This is all despite being a latecomer to the fields of economic and cultural industry. Since the establishment of relations in 1989, ASEAN and the Republic of Korea (Korea) have been actively engaged in economic exchange and cooperation. With the launch of the “ASEAN Community” in 2015, ASEAN has promoted policies to strengthen its identity as a community, and the Korean government has also carried out, in conjunction with the community’s promotion strategies, various exchange and cooperation projects in the fields of economy, politics, diplomacy, and socio-cultural factors. ASEAN’s importance to Korea is clearly evident in the “New Southern Policy”, the signature foreign policy initiative, which has been pursued by the Moon Jae-in administration of Korea since 2017. The Korean Film Council, the peak body for the country’s film policy, has been pushing for the “ASEAN-ROK Film Organization (ARFO)” project since 2019 to strengthen cultural exchanges and cooperation in the film field between ASEAN and Korea. Formulated as a follow-up project to the ASEAN-Republic of Korea Commemorative Summit held in the same year, this project plans to form an organization that discusses film policies, support and human exchange at the government level. It is also a clear demonstration of ASEAN’s importance to the Korean film industry. ASEAN region has been considered as an alternative production base for Korea films to reduce production costs that have increased due to rising domestic labor costs in Korea as well as a newly emerging market for Korean film industry while the domestic market for Korean films has been saturated. In fact, since the early 2010s, film affiliates of Korean conglomerates CJ and Lotte have conducted theatrical business or international co-productions in Indonesia, Vietnam, Myanmar, and Thailand. From the end of 2019 to the present, the film industry has suffered difficulties due to the COVID-19, which expanded into a global pandemic, but new possibilities and hopes coexist in the film and video industries with the global expansion of the Over The Top (OTT) market. In particular, the rapid increase of subscribers to Subscription Video on Demand (SVOD), represented by Netflix in the ASEAN region, and the popularity of Korean TV series like “Crash Landing on You” (2019), “Mr. Queen” (2020), “Itaewon Class” (2020), “Hometown Cha-Cha-Cha” (2021), and the explosive viewership ratings of the Korean original contents of the platform such as “Kingdom” series (2019, 2020, 2021), “DP” (2021), “Squid Game” (2021), and “Hellbound” (2021) in the region have been regarded as a positive factor for the Korean film and media industry. However, compared to the importance of ASEAN to Korea, the presence of ASEAN films in Korea is insignificant. ASEAN films are rarely released in Korean theaters, and film festivals or curated screenings are almost the only rare opportunities to see ASEAN films in Korea. Researches on the ASEAN film history or the ASEAN film industries and markets are not active either. Most of the research reports are published by the Korean Film Council, and there are few papers written by Korean researchers other than those written by ASEAN students studying in Korea on their home countries’ domestic film industries. In the film field, fully-fledged exchange and cooperation between ASEAN and Korea began with the launch of the Busan International Film Festival (BIFF) in 1996. Through the film festival, films from the ASEAN region have been introduced to Korea, and people-to-people exchanges have been encouraged through invitations and visits by filmmakers. Then, in 2004, the Asian Film Commissions Network (AFCNet) was formed with the Busan Film Commission as the center, and exchanges and cooperation between film-related institutions in Asia began in earnest. As many ASEAN film promotion organizations joined AFCNet as members, the foundation for discussing policies to foster the film and video industry in each country as well as supporting location, a unique task of Film Commission, was laid. This thesis acknowledges that the future of Korean cinema cannot be discussed in isolation from Asia, especially ASEAN, and will explore how exchanges and cooperation between ASEAN and Korea in the film sector will develop in the future and in which direction it will go. To that end, the current status of the ASEAN film industry and the history of exchanges and cooperation between ASEAN and Korea in the field of film will be reviewed, and then, the achievements and limitations of the exchanges and cooperation will be summarized. ASEAN will be treated as a part of the community which shares Asia’s unique culture and identity, and has the emotional and cultural bond with Korea. I hope that this thesis will be a useful resource for understanding the history of exchanges and cooperation between ASEAN and Korea in the field of film, and predicting the future, and seeking future directions.
