The Semiconductor Industry is growing in importance as a core foundation and future important industry in securing leadership in High-tech industries such as Autonomous Vehicles, 5G, AI(artificial intelligence), Quantum Computing and Fintech. The Semiconductor Industry has expanded beyond Competition between Companies to Competition between Countries to Protect Security and the Superiority of the High-tech Industry. Major countries around the world are implementing various policies to foster the Semiconductor Industry. Accordingly, this study examines the Export Competitiveness of major semiconductor exporting countries such as Korea, the United States, China, and Taiwan by analyzing the determinants of the Export Competitiveness of the Korean Semiconductor Industry, it was intended to draw implications for the development of the Korean Semiconductor Industry. First, this Study looked whether there is a change in the Export Competitiveness of major Semiconductor countries including Korea based on the 6-unit HS code for this purpose, using UN Comtrade trade statistics data for the last 10 years from 2011 to 2020, International Market Share(IMS), Trade Specialization Index(TSI), and Revealed Comparative Advantage(RCA) Index were analyzed. The main analysis results are as follows. First, it was found that Korea is focused on Memory Semiconductor (MEMO) production and is very vulnerable in Fabless, Foundry, and Backend-processing. as of 2020, the Memory Semiconductor(MEMO) item group ranked second, but in the rest of the item group, it was found to remain in the lower ranks, such as 6th to 8th. Second, the Korean Semiconductor Industry has been recording a steady trade surplus, and the major factor is the large trade surplus of Memory Semiconductor(MEMO) and Integrated Circuit Parts(ICPT) items. Memory Semiconductor(MEMO) has strong export specialization, Integrated Circuit Parts(ICPT) has weak export specialization, System semiconductor(SYST) and Transistor(TRAN) product groups were found to be in a very weak export-specialized state. On the other hand, Diodes(DIOD) and Silicon Wafers(WAFE) have not been able to escape the import-specialization status since 2011. Third, Memory Semiconductor(MEMO), System Semiconductor(SYST), Other Discrete Device(ODIC), and Silicon Wafer(WAFE) product groups have a comparative advantage in export, The Integrated Circuit Parts(ICPT) and Discrete Device Parts(DICP) item groups were found to be inferior in export comparison. In addition, the System Semiconductor(SYST), Transistor(TRAN), Diode(DIOD), and Other Discrete Device(ODIC) item groups were found to be in a state that could be converted into a comparatively inferior position according to changes in the Market Environment. Meanwhile, this Study was conducted through previous research to analyze the Determinants of the Export Competitiveness of the Korean Semiconductor Industry. Four Variables were derived from Korea's Semiconductor Industry Labor Productivity(LPD), Semiconductor Industry R&D Cost(RDR), Semiconductor Industry Foreign Direct Investment(OFDI), and all industry Unit Labor Cost(ULC), a Multiple Linear Regression Analysis model was set. And using the annual data of the Industrial Statistical Analysis System(ISTANS) and the National Statistical Portal(KOSIS) and Stata/SE 17.0 Statistical Package for the last 30 years (1991~2020) Fit tests, Significance tests, and Multicollinearity tests were performed. The main analysis results are as follows. First, the Semiconductor Industry Labor Productivity(LPD) is the result of the Memory Semiconductor(MEMO) and System Semiconductor(SYST) product groups all have a significant effect on Export Competitiveness from the time of the current year, it was found to be the most influential factor in the two product groups. Second, the Semiconductor Industry R&D Cost(RDR) is the current year in the case of the System Semiconductor(SYST) item group, in the case of the Memory Semiconductor(MEMO) product group it was found that each had a significant effect on Export Competitiveness with a time lag of 3 to 6 years. Third, it was found that the Semiconductor Industry Foreign Direct Investment(OFDI) did not have a significant effect in both Memory Semiconductor (MEMO) and System Semiconductor(SYST) product groups. In addition, the Unit Labor Cost(ULC) of all industries was found to have a significant effect as a control variable. Through these analysis results, the following implications can be suggested. First, the Korean Semiconductor Industry did not have high Export Competitiveness for the System Semiconductor(SYST) item group compared to the Memory Semiconductor(MEMO) in the global market. therefore, it is necessary to strengthen efforts to improve the technology level along with continuous facility investment. Second, it is essential to foster semiconductor experts in order to secure R&D Capabilities and improve Labor Productivity of Semiconductor Companies located at the top of high-level technology. therefore, at the national level, efforts to create an ecosystem for nurturing semiconductor experts through division of roles and collaboration among Governments, Companies, Universities, and Research Institutes should be strengthened.
